Re: AZ 13-006 and PP 13-010 Jack's Place Subdivision
The Idaho Transportation Department has reviewed the referenced annexation, zoning and
preliminary plat application for the Jack's Place Subdivision east of SH-69 (Meridian Road)
and north of Victory Road. ITD has the following comments:
1) ITD has no objection to this application. SH-69 has sufficient capacity to
accommodate the traffic volumes generated from this project. The plan does not
require any new access to the State Highway System.
2) No new approaches to SH-69 are reviewed or approved with this application.
3) The Edmonds Court intersection with SH-69 is fully improved and SH-69 has a center
two-way left turn lane. ITD has no current plans for any change to SH-69. Increasing
traffic volumes may necessitate an improved level of access control in the future.
These changes may include turn prohibitions. Future subdivision plans should include
roadway connections to the adjacent subdivisions to ensure access to the regional
roadway network.
4) ITD maintains 60-ft ofright-of--way east of the centerline of SH-69. This right-of--way
width is sufficient for the anticipated, future six-lane roadway. Additional right-of--way
will be needed if the City requires sidewalk or roadway lighting abutting the adjacent to
the State Highway.
5) The preliminary plat identifies the potential for landscaping within the ITD right-of-
way. ITD typically allows a limited amount of landscaping through the standard
permitting process. Any landscaping plans should be coordinated though the
Development Services Division of ITD's District 3.
6) The applicant's should be reminded that ITD does not permit commercial signs within
the public right-of--way.

Nampa & Meridian Irrigation District (NMID) requires that a Land Use Change Application
be filed, for review, prior to final platting. Please contact Suzy Hewlett at 466-7861 for
further information.
A111aterals and waste ways must be protected. The District's Kennedy Lateral courses through
this proppsed,project. The District's easement for the Kennedy at this location is a minimum
`of fifty-five `feet (55'), twenty-feet (20') left and thirty-five feet (35') right of the centerline.
However please- contact the District directly to verify the width of easement necessary to
operate, maintain, and repair the Kennedy Lateral. Please send revised plans showing exactly
what proposed encroachments, if any, will be within the NMID's easement and exactly how
far. This easement must be protected. Any encroachment without a signed License
Agreement and approved plan before any construction is started is unacceptable.
All municipal surface drainage must be .retained on site. If any municipal surface drainage
leaves the site, the Nampa & Meridian Irrigation District (NMID) must review drainage plans.
The developer must comply with Idaho Code 31-3805.

Dear Mr. Yorgason:
Enclosed please find a Land Use Change Application for your use to file with the Irrigation
District for its review on the above-referenced development. If this development is under a
"rush to be finalized, I would recommend that you submit a cashier's check, money order or
cash as payment of the fees in order to speed the process up. If you submit a company or
personal check, it must clear the bank before processing the application.
Should this development be planning a pressure urban irrigation system that will be owned,
operated and maintained by the Irrigation District, I strongly urge you to coordinate with Greg G.
Curtis, Water Superintendent for the Irrigation District, concerning the installation of the
pressure system. Enclosed is a questionnaire that you must fill out and return in order to initiate
the process of contractual agreements between the owner or developer and the Irrigation
District for the ownership, operation and maintenance of the pressure urban irrigation system.
If you have any questions concerning this matter, please feel free to call on me at the District's
office, or Greg G. Curtis, at the District's shop.
