Specifically: ■ Preliminary plat. Two previously -approved developments, Bainbridge and Keego Springs, are being merged into a single project to be known as Bainbridge Subdivision. The Keego name will disappe.. • Bainbridge Subdivision (AZ-05-001IPP-05-002/CUP-05-002) was first approved with 389 single-family lots, a church site, and a 7.43 -acre park (subsequently acquired by the City for a public park) on April 19, 2005. The Development Agreement was recorded on May 28, 2009 as Instrument No. 109061598. Several time extensions have been granted over the past eight years. The most recent, TEC -13-002, was approved by the City Council on April 16th and requires securing the City Engineer's signature on a final plat by March 13, 2015. • Keego Springs (AZ -05-058 /PP -05-060) was approved on June 6, 2006 with 177 single- family lots and a portion of a school site. The Development Agreement was recorded August 31, 2006, as Instrument No. 106141058. (208) 378-4000 Fax (208) 377-8962 Page 2 of 3 05/30/2013 Bainbridge Subdivision, as revised, will be a 191.30 -acre, 551 -lot, single-family residential project with 31.15 acres of open space, including the 7.43 -acre public park. The project will extend one mile east -to -west from Ten Mile to Black Cat Road, and one-half mile north -to -south at the mid -mile. Site plan modifications were required as a result of the companion rezone application detailed below. A portion of the annexed Bainbridge project, including the referenced church site, was not detailed in the preliminary plat. • The church site and surrounding 'future development (residential) 9.02 -acre" area has been detailed into a 46 -lot single-family addition to the preliminary plat. • The redesign necessitated by the relocation of the church site resulted in a reduction of 27 single-family lots from that area of the plat. ■ Preliminary Plat Concerns between Bainbridge and Volterra. The developer of the "Volterra" project immediately south of Bainbridge has proposed modifications in a revised preliminary plat along the projects' common boundary that will impact two approved features of the still -valid Bainbridge preliminary plat. • Bainbridge retains its half of the 30 -foot pathway/irrigation lateral corridor along the south boundary common with Volterra. That previously agreed -to and pre -platted facility was removed from Volterra's revised plan without consultation with Brighton or consideration of how to deal with the irrigation ditch within that corridor. • Volterra's revised plan proposes office and commercial in place of residential uses at the northeast corner of the project. That modification "blocks" the public street accesses to N. Portsmouth Ave, and N. Shropshire Place—Bainbridge street alignments at the southeast corner of the project which remain un -changed from the original, approved preliminary plat. ► Brighton trusts that the prior pathway/irrigation corridor will be addressed, and that the public street access approvals will be enforced by the City, either at preliminary or final platting of Volterra. ■ Rezone of L -O parcel to R-8. The original Bainbridge project proposed a church site at the mid -mile intersection on Chinden Blvd. Approximately 4.5 acres were zoned L -O for that purpose. • Subsequent decisions led to relocation of the church site from Chinden to a 5 -acre site on Ten Mile Road. That action, including a rezone from R-8 to L -O, was approved by the Meridian City Council on September 22, 2009. The final plat for the one -lot Bainbridge Church Subdivision was recorded April 15, 2011. Page 3 of 3 05/30/2013 o The Chinden L -O zoning was not changed with the relocation of the church site to Ten Mile. That action is proposed with this preliminary plat modification. ■ Development Agreement. Inasmuch as both projects were subject to recorded development agreements, we assume the existing DA(s) will be superseded by a modified Bainbridge DA at the conclusion of the approval process rather than to propose modifications at this point. A "modified" application fee of $9,825.00 is proposed for the rezone and preliminary plat based on the fact that the Keego preliminary plat has expired, whereas Bainbridge is still valid. With the exception of the 73 lots within the "church areas, " Bainbridge remains essentially as approved in 2005. NoE Phone: 208.850.4926 Fax: 208.939-8602 Today I examined the soil profiles of five test pits placed on the approximately 42 acre Bainbridge site on Black Cat Road. The parcel is located in the west 1/2 of the northwest 1/a of Section 27, Township 4 North, Range 1 West, Boise Meridian, Ada County, Idaho. A map is attached showing the approximate parcel boundary and test hole locations. Also attached are detailed soil profile descriptions. Soil characteristics are quite uniform across the site. The surface is generally silty clay loam about 14 inches thick and is defined by the plow zone. Subsoil materials are generally silt loams and loams grading to sandy loams extending to a depth of 58 to 88 inches. Below 88 inches are medium to coarse sands that contain 50 to 75 percent gravel and cobbles. The layers below about 40 inches and extending into the upper part of the substratum are quite dense in place and contain discontinuous moderately cemented hardpan lenses. These layers have reduced permeability rates due to both the compacted condition and the restrictive nature of the hardpans. No wetness evidence was observed in the soil profile above the sand, gravel and cobbles. Free water was present in all test holes at depths ranging from 10 to 13 feet below ground level. The lack of wetness features in the upper profile indicates no groundwater has recently been present above the coarse substratum material. Free water appears to be confined to the rapidly permeable sand layer below 5 to 7 feet beneath the surface. Because of the restrictive nature of the lower substratum, high water tables should only occur if applied irrigation water would infiltrate and be perched on those layers. It is not feasible for ground water to rise up through the restrictive layers and create high groundwater readings. The test holes will be monitored throughout the irrigation season to provide measured groundwater levels. 5740 N. In construction of stormwater disposal structures, all soil above the underlying pit run should be removed and replaced with filter sand. This will allow for controlled flow into the more permeable material below. The excavation needs to include the upper part of the sand, gravel and cobbles where some cementation and permeability restriction is present. Test holes TH4-13 and THS -13 are both located in the middle of a proposed roadway. Both test pits were sampled from the 16 to 24 inch zone for R -value testing. Based on texture and clay content, I would expect moderate to low test values. I delivered those samples to Materials Testing and Inspection this morning. I have asked them to send the results directly to you to expedite the process since I will be out of town until February 16th. In general, these soils should not require any special treatment during the construction process. Final Report for 2008 Groundwater Monitoring — Bainbridge Subdivision Twelve test holes were monitored for groundwater depth during the 2008 irrigation season. A table showing bi-weekly measurements from 3/4/2008 through 10/17/2008 is attached. Also attached are graphs showing the rise and fall of the fluctuating groundwater for each of the twelve test holes. GPS location maps for the test holes are also enclosed. Test hole 7-07 was monitored from 3/4/08 through 5/1/08, but was flooded out by a leaking irrigation ditch from 5/14/08 through 10/17/08. Test holes 008, 9-07 and 012 were destroyed by farm machinery prior to the monitoring season. Test holes 1-08, 2-08 and 3-08 were not installed until early August, 2008, so were monitored just five times (8/20 through 10/17/08).
