Broadway Ave. Meridian, ID 83642 Re: Jack's Place Subdivision Project Narrative To Whom It May Concern: This letter is to inform the City of Meridian's Planning and Zoning Department that Dave Yorgason with Tall Timber Consulting, LLC, an agent acting on behalf of Jack's and Jessee Place, LLC and Mr. John W. Barlett III, intents to develop Jack's Place Subdivision. A small portion of the site is annexed into the City with an R-8 zone. The remaining property is currently zoned RUT (Rural -Urban Transition). It is our desire to have this property annexed into the City of Meridian and rezoned R-8 (medium density residential) with three (3) commercial L -O (Limited Office) lots along S. Meridian Road. We are proposing to construct twenty three (23) residential lots, nineteen (19) of which will have newly constructed homes, one (1) has an existing home which is to remain, and three (3) common lots; and three (3) commercial/office lots. The City Council recently approved this site for a Comprehensive Plan Map Amendment. This application is consistent with this recent change. To the north of this site across Edmunds Ct. and to the east lies Larkspur Subdivision and the construction of each is nearly complete and to the south lies Bitterbrush Point Subdivision, all of which are R-8 zoning. Across Edmunds Ct. to the north and adjacent to Meridian Road is a Veterinary Clinic that is currently zoned L-0. The site has many challenges and limitations that affect the design and layout of the site. The first is the topography of the site as the southern section has steeper slopes that impact the buildablity of the lots and street design. The second is the large easement required for the Kennedy Lateral. Third, the western boundary of the site is Meridian Road, which requires either buffering to residential or commercial use adjacent to it. Fourth, east of this site is a residential neighborhood currently under construction and provides a stub street to this site; and north is Edmunds Street and another phase of Larkspur currently under construction. All these challenges pose significant limitations to the layout and design alternatives available. We feel the proposed layout takes into consideration all these challenges. The annexation, zoning and preliminary plat that we are proposing will not only fit the current land use surrounding this parcel, but also provide good transition from the residential into the commercial zoning. - --- Page 1 With the R-8 zone, we are proposing a development with homes that have upgraded elevations and increased landscaping requirement to provide for a nice niche community. Included in this packet is a set of Architectural Control Committee Guidelines (ACCs) for the homes and landscaping for this development. The details in these ACCs will be included in the CC&Rs that will be recorded against this development to ensure the intended high quality development that is planned. Also included in this packet are two (2) conceptual renderings of homes for this development. These renderings show the anticipated size and style of homes, including the details for the elevations. The colors of the homes are planned to be earth tone. The plan is for each proposed lot to be served with utilities from the City of Meridian, irrigation from the Nampa -Meridian Irrigation District, and for the streets to be dedicated to the public, owned and maintained by the Ada County Highway District. The Kennedy Lateral, which is a main lateral within of Nampa -Meridian Irrigation District's (NMID) jurisdiction, runs through this small development. It runs along the southern boundary and then turns north through the site. It appears that a portion of the fence on the south boundary of the site encroaches on NMID's easement. We have met representatives of the irrigation district several times, including on site and over the phone, to discuss their requirements. We discussed fencing and landscaping restrictions and allowances within their easement. We also discussed the tiling of the ditch. We are committed to continue to work with the irrigation district to meet their access and other requirements within their easement area. In the easement area along the southern boundary, NMID stated they will allow homeowners to install a fence no closer than 18 feet from the existing fence. This will leave an 18 foot area that will be maintained by the irrigation district. For the section of easement that runs north and south, we have placed this easement mostly in common lots. The plan shows a 5 foot encroachment into NMID's easement, where fences may be allowed. The remaining easement area will be in common lots, which are noted as Lot 2 Block 1 and Lot 3 Block 2. Within each of these lots there will be two irrigation pipes — one for the Kennedy Lateral and the other for users to the north. To meet the requirements of the irrigation district and to protect the irrigation pipes and access to their main headgate, we are very limited on landscaping that can be installed in these common lots. For lot 2 Block 3 we are required to maintain vehicle access to the head gate for NMID, so we do not have any landscaping planned in this area. For Lot 3 Block 2, we will have grass and sprinklers. Unfortunately, because of the requirements of the irrigation district, we will not be able to have any trees in these common lots. Due to the easement for NMID and the required setbacks for the homes, we estimate the homes along the southern boundary to be setback at least 30 feet from the rear property line. As our development will have the same R-8 zone as the surrounding neighborhoods, this 30 -foot rear setback is significantly greater than the typical 12 -foot rear setback for the surrounding developments. To accommodate the potential concern of neighbors regarding our future homes being too close to their existing homes, we have considered several alternative designs. We have pushed and pulled lot lines around and determined this layout as submitted is as far as we can setback the homes on the south boundary. Page 2 The Jack's Place HOA will have the responsibility to maintain the three (3) common lots within the subdivision. They will also maintain the landscape buffer along Meridian Road. The buffer between the residential and commercial areas will be installed by the commercial building lot owners at the time the commercial buildings are built and then maintained by the owners when they maintain the other portions of landscaping around their buildings. Access to the commercial office buildings will be from the internal street labeled as S. Bartlett Avenue. There will be cross -access and shared maintenance responsibilities between all the commercial office buildings. To show a conceptual vision of the commercial office buildings, included in this application are pictures of existing buildings of similar size and architectural style that we anticipate could be built in this development. These buildings will still need to go before Meridian City Design Review prior to construction. The current plan is to develop Jack's Place in 2 phases. The first phase will be the residential section. The second phase will be commercial. We are pleased to bring this application to the City of Meridian for consideration and approval. In 2006 seven test pits were evaluated on Larkspur #3 that was directly adjacent to the north and east of the Jacks Place Subdivision. A map is attached that shows the subject property and the GPS locations of the nearby test pits. An additional 5 test pits were examined in 2005 on Larkspur #2 that lies east of Rosalyn Court about 1/4 mile north of this site. Data from those offsite properties can be utilized to draw conclusions for conditions on the subject site. The landform is uniform over all these properties which allows extrapolation of data between nearby sites. An overlay of the USGS quadrangle shows the topography to be consistent. Conversion of the irrigated pasture and cropland to residential reduces applied water volume and normally lowers groundwater levels. Soil profiles will also remain reasonably consistent over this relatively short distance. The seven test holes on Larkspur #3 were advanced on August 10, 2006 to depths ranging from 144 to 156 inches below ground level. No free water or evidence of wetness was observed in any of the test pits. Groundwater monitoring was conducted on four of the test pits through the remainder of the irrigation season showed no ground water observed at depths ranging from 141 to 163 inches below ground level. A comparison of topographic maps of both parcels shows a nominal ground elevation of 2540 feet. The monitor data would then convert to a nominal groundwater elevation lower than 2628 feet. 5740 N. APPLERROOK WAY BOISE, IDAHO 83713 Jack's Place soils - page 2 Because subsurface strata generally lie parallel to the ground surface, the depth below ground level can be extrapolated to other elevations. Extrapolation is also more reliable here because we are dealing with "dry hole' monitor data and not an actual observed free water measurement. On this property the ground elevation in the northwest corner is 2638 feet. Using the monitor data the groundwater elevation at that location should be lower than the range of 2626 to 2624 feet( 11.8 to 13.6 feet below ground level). The silt loam and silty clay loam textures containing 24 to 32 percent clay in the upper 24 inches of the profiles also provide information on bearing strengths and R -values. Our extensive database of tests indicates the soils at this location would likely have an R -value of less than 15 and possibly less than 10. A test on one sample on Larkspur #3 resulted in a value of less than S. Bearing strengths can be derived from the International Building Code table based on the Unified classification of the soils present. These textures would have ML, CL or ML -CL classifications in the Unified system and will have a bearing strength of 1,500 pounds per square foot.
