The approved uses for the building include 2,529 square feet of healthcare and 2,456 square feet of office (professional service}. The future 4,180 s.£ building shown on the site plan shall require certificate of zoning compliance and design review approval and has not been reviewed with this application. The site is located at 2450 and 2490 E. Gala Street. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: Tl:is is not rt building permit. Please contact Building Services at (2118) 887-2211 to verify if'yote need tt building permit unrl/or inspection. If you do need a building permit, you must complete that process before yore commence the use or construction. As part of the application submittal, you will need to provide one set of tlie~nal, stamped "approved" Planning Department plttns, stamped and signed by the architect and/or civil engineer as applicable. Yore must provide these plans in PDTformat and hardcopy as specified in the Building Services "Plan Intake Checklist" and include t{rem with your building srehmittttt set. Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. Prior to occupancy, the applicant shall provide a copy of the recorded. Record of Survey to the Planning Division. A private sanitary service line easement far the benefit of Parcel B is required and a note referencing the private easement and instrument number shall be included on the subject Record of Survey (see PBA-13-002). Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. Conditions Document i Ennis Thrivent Building - C7C-t3-Q48 and DES-13-Q47 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with UDC I1-SC-3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A. 4. The site plan prepared by Dave Evans Construction on March 13, 2013, labeled Al .0, is approved (stamped "approved" on May 20, 2013 by the City of Meridian Planning Division) with no changes. 5. The landscape plan prepared by lam Engineering on May 17, 20 i 3, labeled I, i .0 and L2.0, is approved (stamped "approved" on May 20, 2013 by the City of Meridian Planning Division} with the following changes: l) Install tl:ree trees in purlring lot planters ors redlined on the plan. 6. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Department. 7. The elevations prepared by Dave Evans Construction on March 13, 2013, labeled A4.0, are approved (stamped "approved" on May 20, 2013 by the City of Meridian Planning Division) with no changes. 8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawfiil to use or occLipy any building or struchzre until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of ~.pproval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC I 1-38-5, UI7C 11-3B-13 and UDC 11-38-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (PBA-13-002, AZ-06-021, PP-06-019, FP-06-048, and DA #106141056}. 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in iJDC 11-3A-11. Conditions Document 2 Ennis'1'ha•ivent Building- CZC-13-0~8 and DES-13-047 6. 1'he applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before June 4, 2013, within fifteen (15} days after the written decision is issued, and contain the information listed in UDC 11-SA-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. It will be located at 2450 E. Gala St., Meridian ID 83642 also known as Lot 8, Bloek 1 of Gramercy Subdivision No. 1. The zoning designation is General Commercial {C-G}. The site layout is based on the approved preliminary plat and development construction plans for the subdivision which is intended to house an office park. Both entrances will face the parking lot to the north and will address cars as they enter the development aff of E. Gala St. and E. overland Rd.. The site work will include parking, vehicle drives, some landscaping, for the adjacent lot 7 as wail. This additional constructing is depicted in the site and landscape plans. The building design responds to the city's adopted design manual. As instructed by staff the applicant used the Urban/Suburban Design Guidelines. AA of the facades are designed to address site influences as well as building scale and form. This is done with the use of two predominant main entry features for tenants. The entry features are raised towers clad in brick, stucco and split face cmu. The building's facades include consistent window layouts and additional masonry accents at building corners. The roof is hipped with its fascia line broken up by the entry towers as well as two additional gabled towers located on the south side of the building. The materials used tie in with surrounding architecture and help provide articulation to the facades with a three toned stucco cladding system, brick and an architectural composite shingle roof. Mechanical equipment will exist along the west, south and east elevations. This will include air conditioning condensers mounted at grade and a gas meter. All of this equipment will be screened by landscaping that is incorporated info the landscaping plan. Please refer to the attached submitted materials for additional information. This will clear up any confusion on the site plan. "The drive aisle on the east side of the (future) proposed 4,180 s.f. building shall be a minimum of 25 feet for two-way traffic or 12 feet for one-way traffic (UDC 11-3C-5). Landscape plan: ,The landscape architect needs to sign the plan. Location, size, et cetera of the existing tees adjacent to Gafa. Include the calculations table (see the CZC checklist). Q,~~°sThe plan needs to be revised to show the trash dumpster in the correct location and the landscaping required. All parking !ot planters shall be a minimum of five feet in any dimension, measured inside curbs. Revise the planter on the NEC corner of the building (UDC 11-3B-8C2). 6 Ail parking lot planters shall be landscaped with at least one tree. There are several planters missing trees (11- 3B-8C2). Also, please revise the narrative to include the portion of the used for healthcare and the portion used for office (I think Rob and I already talked about this). Please provide two full size copies with the revisions and I can (hopefully) get this out of here for you. If you have any questions, please let me Know.
