In that Letter yott requested that the City allow Paramount South GO Subdivision to integrate into the overall final plat phasing of Paramount Subdivision to allow a smooth transition of development. Paramount South 60 is contiguous to the Paramount Planned Development. Further, both the Paramount South 60 and the Paramount Planned Development were developed by the same company, Brighton Corporation. The annexation (AZ-Od-026) and prelirrtinary plat (PP-06-025) for Paramount South 64 were approved on August 15, 2006. There is no development agreement for the Paramount South 60 development. Paramount's Planned Development annexation (;AL- 43-006), preliminary plat (PP-03-004) and conditional use permit (CUP-03-008) wexe „pproved 3une 24, 2003 with a development agreement (instrument # 1031377116). As Director, I have the authority to administer and enforce Title 11 (the 'UDC) of the Meridian City Code (UDC I 1-SA-2C). UDC 11-6B-7 discusses terms of development application permits. Specifically it states that with phased developnnents "Irt the event that the development of the pt-elimirtary plat is n:acle i~t stteeessive phases in ttr. orderly ctnd reusona5le atc:'ttner, attd col~ornts stthstantially to the approved preliminary plat, catch segments, if signed by the city engineer within successive intervals of eighteen (18) months, may be considered for final approval without resatbtttission for preliminary plat approval" (UDC 11-6B-7B). Since Paramount and Paramount South 60 Subdivision are contiguous to one another and have the same owner, for the purpose .of successive final plat phasing, only, I,havo determined that the City of Meridian Planning , Department ~ will consider them one development. We are currently in the process of final platting Paramount No. 16 under the phasing provisions of the original Paramount Subdivision but have not yet commenced platting Paramount South 60. Given the current housing market, it is unlikely that we will final plat South 60 by its July 2048 expiration date, whereas we will continue platting the overall, combined project. We consider the two subdivisions to be one-that Paramount South 60 is an extension of the original project-and want to assure that the different dates of approval don't cause a problem in the future. Therefore, we request an admizustrative determination that the approval of Paramount South 60 will be considered valid by the City as long as the overall project phasing requirement is maintained.
