Specifically... ■ Annexation. A total of 54.69 acres in two areas: Approximately 48 acres [net] south of Chinden Blvd., between Meridian Road and Fox Run Way; and just over five acres [net] west of Fox Run Way, immediately south of Chinden. e Proposed Zoning. R-8, Medium -Density Residential (5.74 ac.); C -C, Community Business (16.55 ac.); and TN -C, Traditional Neighborhood Center (31.27 ac.). • Only the single-family portion of the proposed annexation area is addressed in accordance with the "conceptual development plan and elevations" requirement of the annexation/rezone application. There has been extensive discussion and planning of the subject area over the past six years. A pre -application review with staff occurred May 1, 2008; a neighborhood meeting was held on September 16, 2008 (attachments A: "notice" and B: large -area conceptplan). The broader vision of that plan fell victim to the economic collapse of late 2008 and 2009. The southerly portion was approved in 2012 as Paramount North and platted as Paramount Subdivisions 21 and 22. A 79 single -family -lot future phase of Paramount, located principally on property previously annexed and zoned R-8 but not platted, and an additional five -acre parcel within the to -be -annexed Paramount Northeast area. ■ Development Agreement Modification. Paramount was annexed, zoned and conditionally approved in 2003 subject to the Development Agreement recorded on August 14, 2003 as Instrument No. 103137116. • Section 4.1 of that DA specified the number of single-family building lots, townhouse lots and apartment units; the amount of office and retail square footage; and the number of common lots. • Those numbers did not include annexed areas that were not pre -platted with the initial application; did not include areas subsequently acquired and added to the project; nor to the changes made to adapt to the ups -and -downs of the "market. " • Thus, the proposed DA modification deletes "numbers" to focus rather on the uses allowed within the varied project zoning designations, including those of Paramount Northeast, subject to future development applications and subdivision plats. Given the amount of information provided in these applications, and the potential for confusion as staff relates the "old" to the "new, " or to the "modified, " we anticipate the need for discussions to review and clarify issues prior to formal acceptance and printing of additional drawings for the agency referrals. The soil descriptions and a GPS test hole location map are attached to this report. No groundwater was found in the six test holes at the time of excavation; however, test hole.€#2-08 was very mottled below a depth of 42" and had soil color indications of fluctuating groundwater levels. The test holes will be monitored, as requested, starting in April and at two week intervals throughout the irrigation season. The soil is underlain by extremely gravelly medium sand at depths ranging from about 50 to 100 inches. This soil material would be a very good filter for storm drainage, providing ground water does not rise into or above it during the irrigation season. Soil samples were taken for R -Value testing from test holes 1-08, 5-08 and 6-08. These samples were delivered to Materials Testing and Inspection on 3/13/08. The testing results should be available within ten days. I will include MTI's findings with my report. Final Repord for 2008 Groundwater Monitoring — Paramount North Subdivision Six soil test holes were monitored bi-weekly from 4/2/08 through 10/17/08 for depth to groundwater in the Paramount North Subdivision. A table of measurements, graphs showing the rise and fall of the fluctuating groundwater, and a GPS map showing locations of the test holes are included with this report. Test holes 1-08 and 3-08 are nearby a continuous flowing irrigation ditch and showed fluctuating rise and fall of groundwater throughout the irrigation season. Test hole 2-08 was next to an intermittent flowing irrigation ditch and would show groundwater only when there was irrigation activity. We called this Keltic at the time. You should have all this data, but I wanted you to see it in case it bypassed you. I dug out the old GPS point locations and placed them on the 2011 imagery so you can compare them to recent activity. Overall, the data shows the area dry to more than 8 to 10 feet all season. TH4 was in a corner where tailwater accumulated and the measurements were not reliable. The TH1 location was always a little suspect. TI -13-02 is very close to Glen's 6-08 test pit that was destroyed. It should be reliable data for both 2002 and 2003. Glen's 2008 readings correlate showing dry to 175 inches all year. I would think that even though the data is old, it supports more recent information. You indicated yesterday that you were suspect of data from holes near ditches. In this case, I think the information from Glen's holes 1-08 and 3-08 and the old TH911-02 and TH513-02 are useable data because they are all showing dry to 12 feet or more. As you know we are often forced to place the test pits and subsequent pipes close to ditches to keep them out of the fields. I would like to have everything out in the center of the field, but that usually does not work with farming practices. They just mow them down. < /p> Anyway, I hope all of this is of some value.
