To Whom It May Concern,
We, the undersigned, submit this letter wherein are contained several proposed amendments to
the Comprehensive Plan as submitted to the City of Meridian, Idaho with respect to the future
construction of the Woodburn West subdivision as noted in the Application now on file with the
City of Meridian (Herein referred to as the City) and submitted by Heartland Homes, LLC
(Herein referred as the Developer). The purpose of the this letter is to make known the concerns
of the current residents of both the Woodburn and Sienna Creek subdivisions as currently
constituted.
Our concerns are centered on the fact that, as currently submitted, the Comprehensive Plan
details that the only entrances to Woodburn West are Woodpine Street, Apple Pine Street, and
Anfield Streets. The current comprehensive plan denotes 64 new single family residences in
Woodburn West. Assuming an average of 2 vehicles per dwelling, this places 128 new peak
travel events at a minimum on the aforementioned roads on streets that are not capable of safely
conveying the extra traffic. The Developer has not placed access to major thoroughfares such as
Ustick or Linder Roads as part of the Comprehensive Plan, which places all of the new traffic on
the existing residential streets.
Of primary consideration should be the safety of the existing residents and their families. The
added vehicular traffic would constitute a severe increase in current traffic volume, in an already
well populated area. Page 77 of the application submitted to the City denotes that a TIS is
required when "a proposed development or redevelopment of a site will generate 100 or more
new peak hour trips". Based on the above assumptions, TIS should have been performed in the
above mentioned areas, but it appears the TIS was not performed.
We believe the proposed number of new homes requires an amended Comprehensive Plan with
respect to the current and future traffic patterns in conjunction with a review of the
Comprehensive Plan by Ada County Highway District and the city, who have responsibility for
the adjoining roads, and that other options be considered to alleviate our concerns.
Below you will find four proposed amendments that, when enacted as a whole would alleviate
the concerns for safety and provide a better flow of traffic into Woodburn West. Please give
your time and attention to this matter, as it represents a serious impact to the current residents of
both Woodburn and Sienna Creek as currently constituted.
Proposal to amend current WoodBurn West Traffic Flow
Below are four amendments submitted to alter the Comprehensive Plan for the WoodBurn West
Subdivision currently in planning stages located in Meridian Idaho. The signatories to the attached letter
request that the Developer and City adopt the following alterations to the current Plan. The alterations
consider the safety of the current residents in the Woodburn, and Siena Creek subdivisions. The concern
is that the added number of vehicles that will be traversing the existing housing development will
negatively impact the safety of the residents currently residing in the existing developments. The
following are the 4 amendments submitted for your consideration:
Amendment 1
In this amendment we request that 3 way stops are placed in at the following intersections: N.
Buckstone and Woodpine St., N. Buckstone and Apple Pine, Apple Pine and N. Bryce Canyon
Ave. Further, a 4 Way stop be placed at N. Buckstone and Ashton Road. By altering these
intersections, motorists travelling through the WoodBurn and Siena Creek would not have an
unimpeded flow of traffic that could speed through the neighborhood thus improving safety for
the current residents.
Amendment 2
Extend North Buckstone Ave. to Ustick Road creating a direct route to the WoodBurn West
subdivision that would eliminate the majority of traffic through the WoodBurn and Siena Creek
subdivisions.
Amendment 3
Extend West Apple Pine Drive to Linder Road as part of the Comprehensive Plan for the
Woodburn West subdivision. By extending the road at the beginning of construction, traffic
would be diverted away through existing streets and improve safety for all residents.
Amendment 4
Extend North McKinley Park Ave to Ustick through the storm drain area. This provides direct
access to Woodburn West without negatively impacting the current residents. This, in our view,
is the safest option in terms of traffic volume and we believe the appropriate solution to these
concerns.
The above amendments are submitted for your consideration in alleviating the concerns of the
residents of the Woodburn and Siena Creek subdivisions as currently constituted. We formally
request that construction not begin until some or all of the above options have been implemented
as part of the Woodburn West Master Plan.
