Broadway Ave. Meridian, ID 83642 RE: Oak Leaf Subdivision PP-13-005 Dear Councilmembers, The City of Meridian Planning and Zoning Commission recommended approval of the referenced application at their public hearing on March 21, 2013. We are in agreement with the associated Conditions of Approval with the exception of the requirement to connect the proposed lot 4 to urban services (sewer and water). This is presented in 3 separate conditions as follows: Planning Department condition 1.1.7 "The applicant shall connect the existing home (Lot 4, Block 1) to urban services (sewer and water); existing wells and septic systems shall be abandoned per the recorded development agreement. Coordinate with United Water on the water service connection." Public Works Department condition 2.7 "Any existing domestic wells within this project shall be removed from domestic service per City Ordinance Section 9-1-4 and 9-4-8. Contact the City of Meridian Engineering Department at (208)898-5500. for inspections of disconnection of services, Wells may be used for non-domestic purposes such, as landscape irrigation if approved by Idaho Department of Water Resources Contact Robert B. Whitney at (208)334-2190." Public Works Department condition 2.8 "Any existing septic systems within this project shall be removed from service per City Ordinance Section 9-1-4 and 9-4-8. Contact Central District Health for abandonment procedures and inspections (208)375-5211." The existing onsite well and septic systems have functionally served the existing home on iot 4 without incident for about 16 years. The location of the sewer and water service connections for Lot 4 is the frontage on the street in the proposed subdivision, approximately 600 feet from the existing home. Lot 4 is a fully developed, 5-acre lot including a home, mature landscaping and 2 ponds. Connection of the home to the proposed service location would require removal and/or disruption of improvements in addition to a required sewage pump station due to the lack of available elevation fall between the home and the service location. As an alternative, we would propose that connection of urban services be delayed until the development of the vacant ground to the east and adjacent to the Oak Leaf Subdivision. The attached exhibit presents the layout of the adjacent area, which was included in the Preliminary Plat for the Spurwing Greens Subdivision. The planned sewer main extension would provide an opportunity for a gravity connection to the existing home on Lot 4. The sewer service leaves the existing home on the east end of the building and the alignment would be significantly shorter (approximately 350 feet) and would disturb only existing lawn area within Lot 4. The applicant has control of the adjacent property so provisions for a private sewer service easement will not present an obstacle to this proposal. 2447 S.
