Coleman Homes Office Building~~ CERTIFICATE OF ZONING COMPLIANCE REPORT DATE: TO: FROM: SUBJECT OWNER: Apri19, 2013 Coleman Homes E IDIAN~-- IDAHO Kristy Vigil, Assistant City Planner Coleman Homes Office Building -CZC-13-040 and DES-13-041 Coleman Homes DESCRIPTION OF APPLICANT'S REQUEST The applicant, Coleman Homes, requests Certificate of Zoning Compliance (CZC) and Design Review (DES) approval of an 11,585 square-foot multi-tenant office building on 1.45 acres of land in the L-O zoning district. The site is located at 1450 N. Ten Mile Road. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit anaUor inspection. If you do need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you will need to provide one set of the final, stamped "approved" Planning Department plans, stamped and signed by the architect and/or civil engineer as applicable. You must provide these plans in PDFformat and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. Business hours of operation within the L-O and C-N districts shall be limited from 6 am to 10 pm as set forth in UDC 11-2B-3A4. 2. Prior to occupancy, the applicant shall enter into a License Agreement with Nampa Meridian Irrigation District for the landscaping depicted in the Eight Mile Lateral Easement. A copy of the subject License Agreement shall be provided to the Planning Division. If a License Agreement cannot be obtained, the applicant shall submit a revised landscaping plan to the Planning Division and mitigate the existing trees accordingly. Process Conditions of Approval 1. The site plan prepared by Larson Architects, P.A., on April 8, 2013, labeled SP1.0 and SP1.1, is approved (stamped "approved" on Apri19, 2013 by the City of Meridian Planning Department) with no changes. 2. The landscape plan prepared by Jensen Belts Associates on March 20, 2013, labeled L 1.0, is approved (stamped "approved" on April 9, 2013 by the City of Meridian Planning Department) with no changes. The elevations prepared by Larson Architects, P.A., on March 20, 2013, labeled A3.0 are approved (stamped "approved" on Apri19, 2013 by the City of Meridian Planning Department) with no changes. 4. The approved site plan, landscape plan, and elevations may not be altered without prior written approval of the City of Meridian Planning Department. 5. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A. 6. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 7. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 8. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. 9. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with UDC 11-SC-3C. 10. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 11. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (PBA-13-004, FP-04-052, RZ-04-007, PP-04-016, CUP-04-013, and DA# 104112889). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. Conditions Document 2 Coleman Office Building -CZC-13-040 & DES-13-041 CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before April 24, 2013, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-SA-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Broadway Ave., Suite 210 Meridian, Idaho 83642 RE: COLEMAN -TEN MILE PROJECT Dear Planner, On behalf of Coleman Homes we are pleased to submit the attached application and supporting materials for a new multi-tenant office building for Certificate of Zoning Compliance and Design Review. This project will consist of a new single story building located at 1450 N. Ten Mile Road in Meridian. The applicant is proposing a Property Boundary Adjustment to return the existing parcel to two separate lots, 39 and 40. There is an existing building on lot 40 while lot 39 is vacant land. The applicant is proposing to construct a new 11,585 SF single story building on lot 39, directly South of the existing building. Lot 39 is a flag lot, with site access from W. Sheryl Drive. There is another access point to the site from N. Ten Mile Rd., but it has been deemed as emergency access only. The proposed building backs up to an existing canal. New on-site parking is proposed on the East and North sides of the lot, minimizing views from Ten Mile. As one enters the site from W. Sheryl one would drive through the existing parking area and enter the new parking area and have a number of locations to park, based on the final destination. Parking on the East side of the lot is proposed to be covered for employee parking. A trash enclosure is located at the Northeast corner of the lot to allow collection vehicles room to maneuver during pickup. The proposed building is formed after laying out the proposed parking areas and working with the existing canal. We are left with a triangle shape layout that allows us to provide tenant access to the interior of the site and the parking areas. A continuous sidewalk on the East and North side of the building connect the parking areas to the tenant entries, and also connects to Ten Mile for pedestrian access. Building elevations take advantage of material changes and variations in height to provide visual interest. Materials include: stucco siding, metal siding, and concrete wall panels. These elements are interrupted with high glass clerestory windows and large glass storefronts. Clerestory glass is a constant element throughout the building. This glass allows natural light into the interior of the building, but also lightens the look of the building from the exterior. Strategic color changes in the stucco allow us to break up the building mass into separate areas which coincide with the multi-tenant uses. Entry elements are accentuated through height and feature overhead canopies. At the back of the building, facing the canal, a regular interval of windows and sliding doors provide access for tenants to small patio areas. An existing fence adjacent to the canal is to remain so these patio areas cannot encroach onto the canal area. This particular elevation is long due to the shape of the building, but is grounded on each end by a concrete wall and is broken up by the fenestration pattern. Stucco siding is used again here, but is broken up by a taller metal clad element at the middle of the building and features clerestory glass above. Mechanical units are to be placed on the roof, out of sight behind parapet walls. This application has been prepared in coordination with the Meridian Design Manual.
