Wells Suite 105 /Tenant Improvement for Temporary Office Space for Dr. Ennis The District has reviewed the building plans for the above referenced project for assessment of impact fees. The District has no comment on the site improvements because all proposed improvements are outside of ACHD right-of-way. If the scope of work changes to include work within the right-of-way, the District will need to review and approve those changes. Conditions of this Temporary Assessment 1. ACHD does not typically allow a change of use from "Specialty Retail" to "Medical Office" without payment of impact fees. The original impact fee rate paid in 2007 was lowered after an Individual Assessment was conducted. Any future "prior use adjustment" applied to this address will be $2,360/1,000 SF, which was the rate determined by the Individual Assessment. 2. Mr. Merrill states that Dr. Ennis is constructing a new building within the same development, but he needs office space and the building is not yet under construction. 3. This application is for a Tenant Improvement to convert shell space to a Medical Office -including a lobby and exam rooms. 4. Impact Fee Ordinance 218 allows temporary uses for up to 90 days. This tenant is considered a "temporary use" as requested by Mr. Merrill. Dr. Ennis will use the proposed space on a temporary basis until his new building within Grammercy Plaza is constructed. 5. This approval is based in part on the letter from Rob Powell, Architect, indicating that new building plans are in the design phase for a new building for Dr. Ennis. 6. If Mr. Merrill chooses not to pay the impact fee for the change in use with this application, then if future tenants are classified as "Medical Office" (or any use not determined to be "Specialty Retail", then an impact fee will be assessed when a transmittal is received from the City of Meridian for ~ application at this address. 7.
