Artistic Cosmetic Solutions (ACS) was opened in 2006 in Orange County, California. The business was
temporarily closed from November 2011 through January 2012 during relocation to Caldwell, Idaho. It was
officially reopened in February, 2012 in Caldwell to present.
This business is conducted in an office setting and encompasses exclusively the personal services of
micropigmentation (a.k.a. permanent cosmetics). At present, no professional licenses or permits (e.g. by the
health department) are required by the State of Idaho to perform these services. No regulatory entity in Idaho
monitors permanent cosmetics (e.g. Board of Cosmetology, etc. does not).
The owner, Laura Reed, performs all services herself. Volume of "traffic" is extremely low with clients averaging
2-3 per day. Business hours are generally daytime hours, Monday -Friday by appointment and Saturdays by
appointment only. No "walk-in" appointments are allowed. When there are no appointments scheduled, the
office will be closed.
All business is conducted in a professional manner in a clean and quiet environment.

I consulted further with the City Attorney, and the feeling is that the risk to the City of accepting the submitted Affidavit
of Legal Interest is minimal. I also spoke to Gary Parker, VP for Special Assets and I believe that he has the authority to
represent the property owner, Home Federal Bank in this matter. I am going to accept the Affidavit as submitted so Dr.
Reed can continue the permitting process. This is a decision for this application alone and does not change our
procedures for confirming ownership.
I spoke to Dr. Reed a few minutes ago and suggested she get with Brent tomorrow.
