Citadel Self StorageCERTIFICATE OF ZONING COMPLIANCE REPORT DATE: March 7, 2013 E IDIAN*-- TO: B 1, LLC I D A H O FROM: Bill Parsons, Associate City Planner SUBJECT: Citadel Self -Storage Facility — CZC-13-011; DES -13-018; ALT -13-006 OWNER: B 1, LLC DESCRIPTION OF APPLICANT'S REQUEST The applicant, 131, LLC requests Certificate of Zoning Compliance (CZC), administrative design review (DES) and alternative compliance approval to construct an 81,892 square foot self-service storage facility in a C -C zoning district. The subject site will develop with thirteen (13) enclosed storage buildings, a 605 square foot office building and associated site/landscape improvements. Alternative compliance is also requested to allow vertical metal siding as the primary building material and the use of water conserving landscaping. The site is located at 6295 N. Saguaro Hills Avenue. DECISION The applicant's request for CZC, DES and ALT are approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify submittal requirements. You must complete this process before you commence the use or construction. As part of the application submittal, you will need to provide one set of the final, stamped "approved" Planning Division plans, stamped and signed by the architect and/or civil engineer as applicable. You must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set. Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. All ground level mechanical equipment shall be screened to the height of the unit as viewed from the property line in accord with UDC 11-3A-19A.1e. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. Per UDC 11 -5B -5B2, the Director (at the applicant's request) approved alternative compliance to UDC 11-3B-5 in regards to the use of water conserving landscaping and UDC 11-3A-19 structure and site design standards (see analysis section below for more information). 3. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. Conditions Document 1 Citadel Self-service Storage Facility CZC DES & ALT 4. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 5. The site plan prepared by Rock Solid Civil dated 03/01/13, labeled Sheet C2 is approved (stamped "approved" on 03/07/13 by the City of Meridian Planning Division) with the following changes: • Provide a bike rack near the entrance of the facility in accord with UDC 11 -3C - 6G and UDC 11 -3C -5C. • The applicant shall coordinate removal of the 6 -foot vinyl fence along N. Saguaro Hills Way with the Hightower Homeowner's Association (see file for correspondence between the HOA and the developer). • Coordinate with ITD regarding the access permit to Chinden Boulevard, the proposed site/landscape improvements in the future right of way (ROW) and the dedication of the additional ROW. 6. The landscape plan prepared by Breckon Land Design dated 03/01/13, labeled Sheet L1.1 is approved (stamped "approved" on 03/07/13 by the City of Meridian Planning Division) with no changes. 7. The elevations prepared by Lawson Design Inc., dated 01/31/13, labeled A-201 and A-202, are approved (stamped "approved" on 03/07/13 by the City of Meridian Planning Division) with no changes. 8. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. 9. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 10. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 11. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. 12. Prior to Certificate of Occupancy, the applicant shall submit a public pedestrian easement for the multi -use pathway along Chinden Boulevard to the Planning Division for approval by City Council and subsequent recordation. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-313-13 and UDC 11-313-14. 2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in UDC 11-3A-14. 3. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -12-011, CUP -12-016, VAR -12-003, ALT -12-007 and DA #113014061). 4. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. Conditions Document 2 Citadel Self-service Storage Facility CZC DES & ALT 5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. The outdoor lighting shall have downward shielding on the building and perimeter lighting and shall not impact the surrounding single-family residences. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3. 8. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the proposed use as set forth in UDC 11-4-3-34 Storage Facility, Self -Service; and the standards for unattended self-service uses listed in UDC 11-3A-16. 9. The applicant shall have an ongoing obligation to maintain all pathways. 10. The conditional use approval shall be null and void if the applicant fails to 1) commence the use within two years as set forth in UDC 11 -5B -6F 1 or 2) gain approval of a time extension as set forth in UDC 11 -5B -6F4. 11. The facility shall operate between the hours of 6:00 a.m. to 11:00 p.m. ALTERNATIVE COMPLIANCE REQUEST The applicant has submitted two (2) requests for alternative compliance in accord with UDC Table 11-5B-5, as follows: The applicant requests approval of alternative compliance to UDC 11-3B which allows the use of water conserving landscaping. The UDC allows the use of water conserving landscaping if the applicant demonstrates compliance with the requirements set forth in UDC 11 -3B -5N and UDC 11-3B-50. The applicant's proposal includes a mix of shrubs, ornamental grasses, trees and basalt rock mulch. Based on the review of the submitted plans, staff finds the applicant complies with the standards listed in the UDC. 2. The applicant is also requesting alternative compliance to use vertical metal siding as a primary finish material for the entire perimeter of the facility. The perimeter of the site consists of approximately 55 percent of metal siding and 45 percent masonry block and horizontal hardi- plank siding. The perimeter of the facility is designed to be a low profile metal buildings accented with hardi-plank and masonry block designed as parapets to provide variation in patterns, texture and roof planes. Further, the applicant is proposing organized planting of trees, shrubs and ornamental grasses to help screen the metal siding. UDC 11 -3A -19.2.b allows prefabricated steel panels as an accent material. However, the Meridian Design Manual (E-2.5.2.2.) encourages the use of complementary material combinations that contribute to a cohesive building design and metal is one of the supported material groups. Further, it (C-2.4.2.2) discourages blank wall segments adjacent to roadways or public spaces. The use of material combinations, textural changes and landscaping should be part of the overall design. After reviewing the applicant's requests, staff finds the proposal to use a mix of siding material and planting materials meets the intent of the Meridian Design Manual and the landscape ordinance and contributes to a cohesive design of the development. Therefore, the elevations and water conserving landscaping are approved. Conditions Document 3 Citadel Self-service Storage Facility CZC DES & ALT ALTERNATIVE COMPLIANCE FINDINGS: In order to grant approval for alternative compliance, the director shall determine the following findings: 1. Strict adherence or application of the requirements is not feasible; OR The Director finds the use of water conserving landscaping is allowed by the UDC. The proposed landscape plan complies with the requirements set forth in UDC 11 -3B -5N and UDC 11-3B-50. Since the architecture and landscaping is integrated into the overall design of the facility strict adherence to the design standards is not desired however the proposal meets the intent of the Meridian Design Manual. 2. The alternative compliance provides an equal or superior means for meeting the requirements; and The Director finds the applicant `s proposal meets the requirements of the water conserving concepts and the proposed building materials and planting materials contribute to the overall design of the development thereby proving an equal means to meeting the requirements of the UDC. 3. The alternative means will not be materially detrimental to the public welfare or impair the intended uses and character of the surrounding properties. The Director finds that the proposed alternative will not be detrimental to the public welfare or impair the use/character of the surrounding properties. Per the Meridian Design Manual, the applicant's proposal includes a mix of siding materials and planting materials that should preserve the character of the surrounding area. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before March 22, 2013, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11- 5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. On both the north side of this project which borders Chinden and east side of the project that borders N.Saguaro Hills we have attempted to give a bit a castle look with the all four corners split faced masonry block wall that extends above the roof line of the storage units and then drops down for a distance then repeats a higher portion of block wall. This is repeated down each of the each of the walls on both roads. We have a large setback on Chinden for future road way development and then an additional landscape area before our wall and building will begin. Along Chinden Boulevard we will have a landscape berm the length of the storage facility, making the wall of the storage units that back up to Chinden boulevard look 4' shorter. This is the north side or the Chinden boulevard side. We also feel that the amount of landscape coverage of 497' of width (plant width time's number of plants) screening the 503.68' of property on that Northern property line will make the steel part of the wall almost invisible. With the additional space setback from the road and the traffic speed, and foliage coverage we feel the steel siding will be unseen and the split face block trim walls will be all that will be seen by passing cars on Chinden Boulevard. Everest street which is close to being parallel with the southern boundary of the proposed Citadel Storage property. The existing vinyl fence shown beyond the existing landscape will be the approximate edge of the storage complex building. This photo shows the existing Landscape area on toward Chinden. The approach on the left of the photo is the approximate location of the new entrance to the storage and office area for Citadel storage. This is also the place where East Everest Street intersects with North Sagauro Hills Avenue. The building and the amount of masonry split faced block on the corners and in the wall around the office building will give this side of the storage facility a great look. The added landscape on around the building and the entry and on to the south edge of the property will also enhance the property. As shown in the picture some of the farm buildings are still on this property. We feel that this side of the property still has a bit more of a rural feel and have changed our wall on this side. We still have sections of the split face block with cap along this side and on the corners, but the sections to break up the steel siding will have horizontal concrete board siding attached to the structure of the storage building. The corner wraps still have a fair about of block and the three sections of lap siding break up steel wall into smaller segments. The LOC amount is correct at $7500, but it should be noted that this is to cover both the fence and any damage to the landscaping in the common area. 2. Care is to be taken by Citadel to create "tree wells" around the three large evergreens, if needed when they adjust the grade. This can be accomplished with keystone retaining walls, or other materials to be approved by the Hightower board. Can you add this?
