GRAMERCY PRIDE APARTMENTS
CONDITIONAL USE PERMIT AND
DEVELOPMENT AGREEMENT MODIFICATION
WRITTEN NARRATIVE
Sagecrest Development, LLC, hereby applies for a conditional use permit for 18 apartment units on
1.383 acres within Gramercy Park Subdivision No. 1. The two platted lots are zoned R-15 and are
currently vacant. Sewer, water and pressure irrigation are available to the lots. The north boundary
of Lot 9, Block 3, adjoins property owned by St. Luke's Medical Center and the YMCA. Along the
south boundary of Lot 9 are vacant courtyard lots, and located west is Mountain View High School.
The north boundary of Lot 26, Block 3, abuts platted courtyard lots. Gordon Harris Park is located
along the south and west boundaries of Lot 26. A Meridian multi-use pathway is located along the
west side of the parcels, providing linkage to Gordon Harris Park.
The project will be consistent with the Gramercy Apartments architectural style and colors. The
buildings are a smaller version of the Gramercy Apartments. The structures will have modulation
and varying roof lines to provide visual interest. A mixture of finish materials including masonry
will be used to enhance the aesthetics of the buildings. The two buildings vary in size, with
different roof lines to add multi-family diversity in the neighborhood.
The development has 25,216 square feet of open space, or 4lpercent. Landscape buffers have been
provided along Accolade Avenue to screen parking and minimize the appearance of the structures.
The project does not include individual amenities since the Gramercy Subdivision included a multi-
use pathway, donation of property and participation in the improvements at Gordon Harris Park, and
pocket parks located centrally within the project.
Sagecrest Development, LLC, the owner of Lots 9 and 26, Block 3, of Gramercy Subdivision No. 1,
is requesting a modification to the original development agreement recorded on August 14, 2006, as
Instrument No. 106141056 with a subsequent addendum to the development agreement (Ada
County Instrument No. 108022888) to reflect new elevations/site plans for these lots within the
project. The property was originally annexed under Ordinance No. 06-1253, recorded as Ada
County Instrument No. 106141053.
The parcels for the proposed Gramercy Pride Apartments are currently zoned R-15 and were
approved as a planned development that designated townhouses on these lots. A modification to
the development agreement is being sought to tie the new elevations of the apartments to the
concept plan to replace the townhouse unit elevations previously approved. Eighteen (18)
apartment units are proposed; one building comprised often (10) units on Lot 9, Block 3, and one
building consisting of eight (8) units on Lot 26, Block 3. The minimum property size is 27,355
square feet, with an average property size of 30,121 square feet. Gross and net densities are 13 units
per acre, which is consistent with the City's designation of the area as Medium-High Density
Residential.
This multi-family development is consistent with the vision of the Gramercy project to provide a
variety of land uses including commercial, office, and diverse higher residential densities. The
residential development will be supportive of future commercial development within the Gramercy
project.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-SA-SD, the applicant for all applications requiring a
