NARRATIVE FOR
HERON RIDGE ESTATES SUBDIVISION
ANNEXATION, PRELIMINARY PLAT Et ALTERNATIVE COMPLIANCE
On behalf of our client and the owner of the subject parcels, we offer the attached
application for annexation, preliminary plat, and alternative compliance.
The project currently consists of two parcels, totaling approximately 9.76 acres. The
parcels are bisected by an existing private drive (Basco Lane). The project is situated
along the top of a natural bench, above and south of the Boise River and the Phyllis
Canal. The site is north of Chinden Blvd, and adjacent to the northerly reaches of
Spurwing Wing Grove.
Annexation and rezone from County RUT to City R2 zone is requested. The preliminary
plat includes 16 residential lots and 5 common lots. Phase one will occupy the westerly
parcel and phase two will consist of the easterly parcel. Improvements will include
extensions of public roadways (including Basco Lane), public sewer (city), public water
(UWI), pressure irrigation, a 10' public walk, and landscaping.
Alternative compliance to waive portions of the 20' landscape buffer adjacent to the
proposed N. Jayker Way (currently Basco Lane) is requested. Approximately 25% of the
road side is too steep to effectively comply with the requirement. Additionally, the
residential lots within these areas are above the roadway and neither the lot nor the
public utilizing the roadway will benefit from the landscape buffer. As an alternative,
the project proposes to widen the buffer at other locations and provide additional
amenities.
The project will provide three amenities. Amenities will include a 10' public path along
the easterly side of N. Jayker Way (an extension of the planned path within Spurwing
Grove), internal 8' wide roadside parkways with detached walk, and a gazebo.
The project will extend N. Jayker Way (bisecting the two phases), generally within the
current roadway prism of Basco Lane. The public roadway will temporarily stop south of
the Phyllis Canal. This roadway will be designed and constructed based upon existing
agreements with adjacent developers, land owners, and conditions of approval
associated with Spurwing Grove.
