RE: Annexation and Rezone Application
Dear Commissioners and Council:
I represent the Thompson family who own the property located at 975 S. Locust Grove Rd. (southwest
corner of Locust Grove and Central). This property is currently a rental and has not been properly
maintained for several years. The Thompson's recognized this and decided last fall to clean up this
property by removing dead trees and old fences, restoring the pasture, landscaping and the three
remaining buildings.
During this cleanup effort, we also decided that we would like to connect the house and one out building to
city services, mainly water and sewer. In order to connect, we must Annex into the City of Meridian and
Rezone the property to a commercial designation that coordinates with the Comprehensive Plan. We feel that
a designation of Community Business District or C-C is the best fit for this property.
Although we are requesting annexation and a rezone, we have no intention of developing the site for
commercial use at this time. The reason for this is due to the fact that the Thompson's are also the owners of
Scentsy, Inc. and this property is home to the 40' shipping container which housed the entire Scentsy
operations in the early days of its existence almost 9 years ago. As you know, Scentsy has seen incredible
growth since those early days and has become one of the largest employers in the valley. Scentsy's
Independent Consultants who come to Meridian love to visit this property to see the humble beginnings of
this tremendous success story. For this reason, we don't have any plans to develop the property at this time
and we request that you allow us to continue the residential use until the property is developed commercially.
As of the date of this application, the existing buildings have been re-roofed, new siding and windows installed
and ready for painting. New landscaping will begin when the weather allows this spring. The majority of the
property will remain in pasture which has been re-graded and a new pressurized irrigation system installed
along with new fencing. These improvements will also be maintained on a weekly basis as to not let them fall
into disrepair again.
We appreciate your efforts in reviewing and approving this application and look forward to working with your

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-SA-SD, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-SA-5.
