Coleman t-tomes LLC requests a waiver of the 750-foot block length requirement for the Fall Creek
Subdivision. UDC I I-6C-3 F.3 and 4 allow for modifications:
3. Where block design is constrained by an abutting arterial street, limited access
street, steep slopes, a large waterway and/or a large irrigation facility, the City Council
may approve a pedestrian connection in lieu of a connecting street or alley at the time of
preliminary and/or final plat approval. The pedestrian connection shall provide access
from within the subdivision to one or more of the following: a common open space area,
pathway, or street within the subdivision; a common open space area, pathway, or street
within an abutting subdivision; a public open space or meeting area; or a street landscape
buffer (excluding such buffers along a limited access higfitway.)
4. Although block face lengths are allowed to exceed the maximum as set forth on
this section, it is anticipated that most blocks will not exceed the requirement. Where an
applicant proposes block faces that exceed the allowed length, the applicant shat! provide
written justification as to why the project cannot accommodate the smaller block faces as
required by this section."
We request a waiver for the following blocks:
Block 2 is 990 feet in total length with a pocket parts and pathway incorporated at
the midpoint (less than 500 fcet).
Black 5 adjoins the Ridenbaugh Canal.
Block 7 is 940 feet total length with a pocket park/pathway less than 500 feet.
Block 9 is 1,200 fect in total length with a pocket park and pathway at 790 feet.
Block 10 is 890 feet in total length with a pedestrian pathway at 500 feet.

This letter shall serve as our written justification as to why the project cannot accommodate the
750-foot block faces. The site is constrained on the south boundary by a large waterway (the
Ridenbaugh Canal). The south side of the canal is developed with residential subdivisions with
no stub streets. Due to the steepness at the south boundary, the parcel does not tend itself to
installing a pathway to the Ridenbaugh Canal. In addition, the Nampa & Meridian Irrigation
District will not allow a pathway along this portion of the Ridenbaugh Canal because the NMID
access road is located on the northern side. Linder Road is classified as a minor arterial adjacent
to this project, and multiple accesses to Linder Road are not encouraged. We have provided
pocket parks and pedestrian walkways to minimize the block lengths.
