RE: Bellabrook Villas Subdivision (aka Brookside Square)
Dear Council and Commission,
Please accept this application for Bellabrook Villas (aka Brookside Square), which is located at
300 S. Locust Grove Road, approximately 900 feet south of Franklin Road in Meridian, Idaho,
Section 17, Township 3 North, Range 1 East of the Boise -Meridian. The site is 4.38 acres in size
and is currently zoned R-15.
We are proposing a preliminary plat containing a total of 30 lots (26 single family lots, 3
common lots, and 1 private road lot). The gross density for the project is 5.94 dwelling units per
acre with a net density of 7.10 dwelling units per acre. All lots are in excess of the required
minimums for R-15 zoning with the average square footage per residential lot being in excess of
4,200 square feet in size. Uses and zoning surrounding the site are commercial (C -N) to the
north, single family residential to the east and west (R-1), and single family residential
(Woodbridge Subdivision)(R-4) to the south.
Much of the development is already in existence. Existing features include a 25' wide landscape
buffer along Locust Grove, a walking path on the common lot to provide access to the Five Mile
Creek area, sewer and water services stubbed to each lot, and private roads. The private roads
(which are to be owned and maintained by the Bellabrook Homeowners Association) have an
attached 5' sidewalk on one side and only allow parking on one side of the road. Typically
private roads are not encouraged in single family developments unless they are located in a gated
community. We are proposing the allowance of the private streets without the gate due to the
nature of the intersecting road (S. Locust Grove) and because the future development of parcels
to the east is highly unlikely due to the flood plain that exists. Use of the private roads by the
public will be minimal and ACHD has determined that there is no public benefit to them
accepting the private roads.
Development Agreement Modification:
We are proposing to modify the Development Agreement (RZ07-006) between the City of
Meridian and J.E. Development, LLC (former owner of the property) recorded 1/25/2008. The
modification is needed to accommodate the new use of the property as single family dwellings
rather than multi -family use. Specifically, it is proposed that Section 3.2 be changes to reflect
the new owner, ZWJ Properties, LLC. It is also proposed that Section 4.1 be reworded to
accommodate 26 single family residential lots on 4.38 acres. Photos of the type of homes
proposed for the development are also included as part of the Development Agreement
Modification.
In conclusion, Bellabrook Villas will be a quality addition to this area of Meridian. The
allowance of private roads for this development without the use of gates will enhance the
compatibility of this development with the surrounding homes. This application submittal
includes all items listed within the appropriate application checklists. We look forward to

I am requesting reservation of a couple of names for a subdivision in Meridian located at 300 S Locust Grove, parcel
number S1117223480 (see attached map). The name of the project is Bellabrook Villas but the subdivision will go by
the name Brookside Square (due to existing signage on the property). These names may have been reserved at some
point in the past 6 years or so for this property under the previous owner, but I wanted to make sure we could still use
the names. The land surveying firm being used for this project is Land Solutions (Clint Hansen) and the plat was
