Carlton Meridian, ID 83642 Re: Vienna Woods No. 3 and No. 4 Final Plats Dear City Council: We are submitting the final plats for Vienna Woods No. 3 and No. 4 for your review and comment. Phase 3 consists of 41 buildable lots and the central park area. These homes will likely be priced from $175,000 and up. Phase 4 consists of 23 lots and 2 pathways. These homes will likely be priced from $240,000 and up. Both of these final plats conform to the Ada County approved preliminary plat—that was reviewed by a previous City Council—as well as the applicable Ada County Subdivision Ordinance. The design of both the infrastructure and the plat conform to acceptable engineering, architectural and surveying practices as well as the applicable governmental standards. Please review and recommend approval to Ada County as soon as possible. We have concurrently submitted construction drawings for both phases to the City Engineer's office for review and comment. We will be working closely with both Gary Smith and Will Berg regarding the approval of, or bonding for the City improvements (sewer and water) prior recording the final plat. Phgse 3 -- SITE SPECIFIC 1. insert the word "applicable" before "City Ordinances" as this project is within the County, has a R4 County zoning designation, and is subject to the County's Ordinances as the lead agency. 2. The corrected net density calculation is 3.15 3. OK 4. OK 5. The specified improvements in the first sentence are to be installed and approved prior to "the release of the non -build agreement" since the City does not issue the building permits. 6. Perimeter fencing is to be installed prior to "release of non -build agreement," instead of issuance of City building permit. 7. Lots 4 and 5 are very large lots (both greater than 11,500 SF). While these lots do not meet the City's front lot line standards, these lots do meet the zoning standards of the County R4 zoning. Despite a good -faith attempt during the design of the preliminary plat to comply with not only the County Codes, but also Meridian Codes, a few lots (approximately 10 out of 227) were approved with front dimensions just under 80' as part of the County's rezone and preliminary plat. 8. OK 10464 GARVERDALE CT., SUITE 710 BOISE, IDAHO 83704 (208) 377-4104 • FFR Gly 'P11 14:17 nnrll"nrn j FAX (208) 376-6908 9. The rear lot line arrow for Lot 1 of Block 10 should point to the north property line, not the east property line. While this lot's southern property line doesn't strictly comply with the City's standards (it is 79' per staffs measuring technique vs. 80'), it does exceed the County's standard of 70' for the R4 zoning. The house on this lot will be better situated with the northern property line as the "rear" line with a 10' utility easement. 9b. Delete (6.) as this subdivision is within the County's lead jurisdiction. 10. OK 11. In Vienna Woods, I question whether the City is inspecting the sewer service line the builder installs from the street to the house. The City certainly inspects the work within the right-of-way when the developer is installing the sewer lines and service stubs, but it is the State that inspects the service line from the stub to the house, and then the State also inspects the interior plumbing. The County does not issue the "final" approval until the State has signed -off. 12. OK 13. OK (The County Engineer has recently indicated that until the State Code is changed to be in compliance with last summer's Supreme Court ruling, City signature elements will be required on the plat—which is contrary to what my surveyor was told a few months ago.) 14. OK 15. OK (the non -occupancy note will likely not be needed) 16. OK Phase 3 -- GENERAL All OK Phase 4 – SITE SPECIFIC_ 1. See phase 3 condition 41 note above. 2. OK 3. OK FEB 05 101 14:14 2083766908 PAGE.03 4. Same as phase 3 condition #5 note above. 5. Same as phase 3 condition #6 note above. 6. This lot, like the 2 in phase 3, meets the County's standards, but is just shy of meeting the City's design standards within a City Zoning designation. This lot is a full 1/2 acre in size. 7. OK 8. Delete (6.) as this subdivision is within the County's lead jurisdiction. a 10. See phase 3 condition # 11 note above. 11. OK 12. OK (see phase.3 condition # 13 note above) )Phase 4 – GENERAL 1. OK 2. The corrected net density for phase 4 is 3.0 3-7, OK 8. Delete the typo of "Two hundred -fifty and". Only 100 -watt lights are required within the subdivision. Insert the word "applicable" before "City Ordinances" as this project is within the County, has a R4 County zoning designation, and is subject to the County's Ordinances as the lead agency. 2. The corrected net density calculation is 3.15 3, OK 5. 8. OK 10464 GARVERDALE CT., SUITE 710 FFR Gly 101 14: 17 • BOISE, IDAHO 83704 9 (208) 377.4104 -1)nn_.111)1_r nnn • FAx (208) 376-6908 9. The rear lot line arrow for Lot 1 of Block 10 should point to the north property line, not the east property line. While this lot's southern property line doesn't strictly comply with the City's standards (it is 79' per stafrs measuring technique vs. OK 15. OIC (the non -occupancy note will likely not be needed) 16. OK Phase 3 -- GENERAL All OK 1Qhase 4 – SITE SPECIFIC 1. See phase 3 condition #1 note above. 2. OK 3. OK FEB 05 '01 14:14 2083766908 PAGE.03 4. Same as phase 3 condition #5 note above. 5. Same as phase 3 condition 46 note above. 6. This lot, like the 2 in phase 3, meets the County's standards, but is just shy of meeting the City's design standards within a City Zoning designation. This lot is a full'/i acre in size. 7. OK 8. Delete (6.) as this subdivision is within the County's lead jurisdiction. 9. ------- 10. See phase 3 condition # 11 note above. 11. OK 12. OK (see phase 3 condition # 13 note above) Phase 4 — GENERAL 1. OK 2. The corrected net density for phase 4 is 3.0 3-7, OK 8, Delete the typo of "Two hundred -fifty and". Only 100 -watt lights are required within the subdivision. 1 would be glad to clarify any of these issues and answer any question either at the meeting Tuesday night or before.
