David Crawford City of Meridian Council, Commission and Staff: On behalf of the applicant, as its agent, we are pleased to present you with this application and narrative of a request to re-zone 3.95 acres of land from Meridian residential R4 designation to Meridian Old Town Designation (OT). This request does anticipate a future parking lot addition for MGT Legacy Church. • Site Twelve (12) properties generally located at 1507 N Assessor Parcel Numbers: Meridian Rd. Comprising the following Ada County 89453000105,89453000100,89453000115,86066010140,86066010145,R6066010150,R6066010155, R6066010135,R6066010130, 86066010160,R6066010125,R9453000095. •'• Site Synopsis The general address for the property is indicated as 1507 N. Meridian Road Meridian, Idaho. The primary uses of these properties consist of a church, accessory parking and residential. There are two (2) undeveloped properties located north of Maple Street and south of the existing developed parking area. The residential uses are identified as follows: 1520 NW 1St St. (Northwest of the main church building) 1523 N. Meridian Rd. (Parsonage, northeast of the main church building) 1404 Northwest 1St St. (Corner of Maple and 1St St.) 1405 N. Meridian Rd. (Corner of Maple & Meridian Rd.) •'• Site History The MGT Legacy Church has been serving its congregation for decades. The Ada County Assessor does not currently list the year in which the Church was built, but it is certainly clear that the MGT Legacy Church has been at its current location for many decades while the City of Meridian has grown up around it. The church has been a respected member of the community for many years and anticipates being a vital part of the community for many more to come. Page 1 of 4 The Church has operated under an existing conditional use permit since June of 1998. This conditional use permit was issued related to a parking lot expansion after the permit was issued. The Church use pre-dates the current Meridian Unified Development Code. • Recent Site History In 2011 the Ada County Highway District (ACRD) approached the church regarding the expansion of N. Meridian Road. This work by the Ada County Highway District is currently underway. While the widening of Meridian Road. will certainly, benefit the community, this public street improvement has had a definite impact on how the church operates. Many parking spaces have been lost and access to the front entrance of the sanctuary has been dramatically affected. Notwithstanding these impacts, the Church has conveyed the necessary right-of--way and construction easements to the ACHD for the widening and ultimate public benefit. The MGT Legacy Church is now compelled to replace the loss of the parking areas to accommodate the services it provides to its congregation. These services are in part related to weekly church services, extracurricular activities in the gymnasium, weddings and funerals. The Meridian Road widening has caused the loss of more than 20-parking spaces both adjoining the church and in its existing parking areas. The existing parking area has also been affected by disturbing the traffic pattern within the existing parking lot. The MGT Legacy Church has provided a parking lot expansion plan with this re-zone request application. A recent demolition permit was issued from the City of Meridian to remove an existing building located at 1419 N. Meridian Rd. This was an existing residential structure which has been removed in anticipation of expanding the parking area for the Church. • Pre-application Meeting Several meetings and pre-application meetings have been held between the church and City staff in an effort to identify the required permitting process necessary to mitigate the impact to the Church that the Meridian Road Split Corridor Project has caused. The city staff has been very helpful in assisting the church navigate these processes as well as providing assistance with some future endeavors. The latest pre-application meeting was held on December 19, 2012. During the pre-application meetings the City of Meridian staff has recommended that all the church property be re-zoned to OT (Old Town). The current R4 zoning designation does not accommodate a church as an allowed or conditional use. A church is an allowed use in the Meridian Old Town (OT) zoning designation. The Meridian Old Town zoning designation does require that any new buildings to be two (2) story construction. The church is unique and does seek a specific exception to this requirement. It is felt that due to accessibility concerns for many different people; two story construction may not be viable for the church's congregation or its visitors. The church has proposed that while it may not build structures with two stories; it would agree to construct buildings which give the appearance of two story construction. This would allow the church flexibility to provide access and services to its entire congregation now and in the future. • Neighborhood Meeting The Church held a neighborhood meeting in accordance with City Code at 6:00 pm. on December 6, 2012. Notification of this neighborhood meeting was provided to property owners within 300-feet of the site. This neighborhood list was furnished by the City of Meridian and the church mailed these notices out at its own expense. Page 2 of 4 The neighborhood meeting was held at the church, in its sanctuary. The meeting was attended by church leaders and by one property owner who rents property located at 1317-25 W. 1St Street. a Ms. Gayle Wilde. Ms. Wilde did indicate that she had no concerns with supporting the re-zone request and the church's parking expansion plan. • Utilities The site is currently developed and fully improved with the necessary utilities to service the existing land uses. • Parking Lot Design elements Though this application is specifically for the re-zone request, we have provided a general sketch related to the anticipated development of an additional parking area. This new parking area seeks to provide a conforming parking area conforming to the city's requirements. This will include landscaped street buffer adjacent to N. Meridian Road. The parking area will include a pressurized irrigation system to irrigate the landscaping. In compliance with city ordinance, the landscaped areas will be protected by curbing. • Landscaping A preliminary landscape plan has been submitted to enable a more comprehensive representation of the overall development scheme. It is anticipated that a full review of the landscape plan and parking lot addition will be completed at the time a permit for the parking addition is applied for. This application is simply to seek a re-zone of the existing property to comply with applicable city ordinance. The improvements now under construction by ACRD for the Meridian Split Corridor Project have impacted the existing parking areas and drive isles. The Meridian Split Corridor project has removed the landscaping buffer between the sidewalk and existing parking area. As shown on the landscape plan this landscaping buffer is intended to be re-installed and fully improved beyond what originally existed. • Existing Land Use The entire property is located within the corporate city limits of Meridian. The existing uses of these properties consist of a church, accessory parking and residential. There are two (2) undeveloped properties located north of Maple Street and south of the existing developed parking area as previously mentioned. These land uses are all anticipated to remain as they are at this time. No new uses are proposed as part of this application. • Adjoining Land uses The properties directly adjacent to this site are all residential. ~:• Future Land Use Map The City of Meridian Future Land Use Map designates the future zoning of properties in this area as Old Town. • Specific Zone Requested Page 3 of 4 This re-zone request complies with the Future Land Use Map by incorporating the following re-zone request: 3.95 acres of land to be re-zoned to OT. - Fee re-imbursement request The Church does wish to extend a request to the city for a re-imbursement of the funds provided to the City for this re-zone request. The Church recognizes the fact that its application does require a fee, but it would not necessarily have occurred if not for the Meridian Split Corridor project. The Church has expended considerable, hard fought for funds, to simply get to this point. While their agreement with ACHD has covered some of the largest expenses, the Church would prefer to pass any fund on fees to provide for landscaping its new parking lot. In anticipation of this re-imbursement, the additional landscaping has been shown on the attached plans. •'• Summary We look forward to continue working with the city of Meridian throughout this process and ultimately to the completion of this parking lot addition. The goal is to provide an attractive asset for the city. The church wishes to continue to be a vital part of its local neighborhood and a respected partner within the city of Meridian.
