On behalf of Alliance Management Consultants, we are submitting this Final Plat Application for Bienville Square Subdivision No. 2. The site is 7.89 acres in size, zoned R-15, and is located in the southwest corner of Eagle Road and Ustick Road, Meridian, Idaho. This project was originally approved as Lot 23, Block 1 of Bienville Square Subdivision. We are subdividing Lot 23 into 32 lots (28 single family, 3 common lots, and 1 future development lot). All 28 single family residential lots have frontage on N. LeBlanc Street and rear loaded garages accessed by a common alley. The property is zoned -15. The gross density for the project is 3.55 dwelling units per acre with a net density of 12.67 dwelling units per acres. All lots are in excess of the required minimums for R-15 zoning with the average square footage per residential lot being in excess of 3,000 square feet in size. All utilities are available and stubbed to the proposed lots from N. LeBlanc Street. All public streets are existing and under the jurisdiction of ACRD. We are proposing to construct the remaining private streets (W. Bourbon Lane and the remainder of N. Cajun Court) and the rear load access alley in accordance with the Meridian Fire Department. Pressurized irrigation is available to the lots. Drainage for the project has been calculated in the Bienville Square Subdivision original calculations as prepared by Stanley Consultants and approved by the City and ACHD. Drainage for the common alley will be retained on site with the use of drainage swales and/or drainage trenches. Design and locations has been submitted to the City Engineer for approval. The site is currently vacant. A portion of the roads necessary to serve the proposed development have been constructed along with required drainage system improvements. Leblanc Street is a public street constructed on the west side of the proposed lots, Picard Lane is a private road constructed to the north and a portion of Cajun Lane is constructed on the east side of the project The site does not appear to receive any offsite runoff. Picard Lane drains into catch basins, a sand and grease trap and a seepage bed which is constructed at the north end of this project. The seepage bed will need to be removed/relocated to allow construction on the northernmost buildable lot. DEVELOPED CONDITIONS: • The development proposes to construct Cajun Lane and Bourbon Lane to connect to LeBlanc Street at the southern edge of the project. Storm Drainage Runoff from the Lanes will be collected in the gutters and catch basins, routed through a sand and grease trap and retained for infiltration in a seepage bed to be constructed under the proposed Alley. Runoff from the southern portion of the alley is also collected in this first sytem. • The development also proposes to construct an Alley to serve the lots with rear loaded garages. Runoff from the existing Picard Lane as well as the northern portion of the alley will be collected in the existing catch basins and one new catch basin, routed through an existing sand and grease trap as well as a new sand and grease trap and retained for infiltration in a new seepage bed located under the alley. • Runoff from the rear of the lots is accounted for in the sizing of the seepage bed and storm drain facilities. Runoff from the front of the lots has been accounted for in the storm drain calculations for LeBlanc Street in the original subdivision. • It is the intent of the system design to maintain the separation of Storm Drainage from the private and ACHD systems. This is accomplished with the exception of approximately 75 if (2250 sf) of the westerly portion of Bourbon Lane. • The existing seepage bed will be excavated and backfilled in order to allow house construction in its current location. • The primary purpose of the drainage facilities is for storm water conveyance, storage, and infiltration. Runoff from a developed 30' wide portion of the proposed Lot 1 Block 1 is accounted for in the calculations — the remainder of the lot, when developed will need to provide separate drainage facilities.
