Per Ordinance Title 12-3-8, the Final Plat shall be filed with the County Recorder within one (1) year after written approval by the Council; otherwise, such approval shall become null and void, unless prior to said expiration date an extension of time is applied for by the applicant and granted by the Council. The Council may authorize an extension of the frnal plat for a period not to exceed one year from the end of the original one year period. Any request for an extension must be filed with the Zoning Administrator prior to the lapse of the original one year and must be in writing. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: LOCATION The property is generally located on the south side of Ustick Road and west of Linder Road. It is designated asSingle-family Residential in the Comprehensive Plan. SURROUNDING PROPERTIES North -Phase 4 of Tumble Creek Subdivision. South -Future Phase 6 of Tumble Creek Subdivision. East - Phase 2 of Tumble Creek Subdivision. West - (Across Linder Road) Land Zoned RUT in Ada County, Idaho. SITE SPECIFIC COMMENTS 1. Applicant is to meet all terms of the approved preliminary plat. 2. Gross density and net density calculation on plat application is incorrect. Provide updated information for inclusion in file. 3. Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, fencing installed, and road base approved by the Ada County Highway District prior to applying for building permits. All development improvements shall be installed and approved prior to obtaining certificates of occupancy. A letter of credit or cash surety in the amount of 110% will be required for all fencing, landscaping, pressurized irrigation, sanitary sewer, water, etc., prior to signature on the final plat. Water and sanitary sewer service to this site is proposed via extensions from adjacent developments. Applicant will be responsible to construct the sewer and water mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sewer manholes are to be provided to keep the sewer lines on the south and west sides of the centerline. 7. Some lots appeaz to be less than the minimum required square footage of 8,000 square feet (e.g., Lots 10 and 11, Block 1). Provide lot closure information for all lots to verify minimum lot square foatages of 8,000 square feet. 8. The developer, as a condition of the plat must construct a 20-foot wide minimum landscape buffer, beyond the required ACRD right-of--way along Ustick Road. Fencing shall not encroach upon this buffer. 9. The landscaping and fencing plan submitted with the final plat application and dated 12/11/00 is approved, with the exception that the Indian Summer Crabs and Gallery Pears adjacent to Linder Road are to be a minimum of 2" caliper. Fencing adjacent to Five Mile Creek must be permanent, non-sight-obscuring and located on the easement line. Fencing adjacent to the entry may not exceed a height of three feet within 20 feet of the right-of--way. A letter of credit or cash surety will be required for the landscaping and fencing improvements prior to City signature on the Final Plat. Fencing is to be constructed prior to applying for building permits. All landscaping is to be complete prior to obtaining Certificates of Occupancy. Z 0. Lot 16, Block 15, and Lot 11, Block 15, do not meet the minimum frontage requirement of 80 feet. Revise plat to conform. 11. Indicate on the final plat map any FEMA Flood Plains affecting the area being platted, and detail plans for reducing or eliminating the boundary. Any structures proposed within the 100-year floodplain will require approval through the conditional use permit process. 12. Place an arrow symbol on Lot 13, Block 3, towazd N. Blue Springs Avenue; and on Lots 13 and 14, Block 15, and Lot 27, Block 5, toward W. Tumble Creek Drive. These lots only meet frontage requirements with a specific orientation. Lot 27, Block 5, should be adjusted so it can meet the 84-foot frontage requirement on N. Blue Springs Avenue, as the median in the roadway will preclude any driveway access. 13. Due to the absence of Bruce Freckleton, additional changes may be required once he has had an opportunity to review this final plat. 15. Staffs failure to cite specific ordinance provisions or terms of the approved preliminary plat does not relieve Applicant of responsibility for compliance. GENERAL REQUIREMENTS 1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing or lying adjacent and contiguous to the area being subdivided shall be tiled per City Ordinance 12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non domestic purposes such as landscape irrigation. 3. Two-hundred-fifty- and 100-watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. Final design locations and quantity are determined after Idaho Power Company completes power designs. Street light contractor to obtain design and permit from the Public Works Department prior commencing installations. 4. Compaction test results must be submitted to the Meridian Building Department for all lots receiving engineered backfill. S. Submit "Final" letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 6. Sewer and water mains shall be extended to and through the proposed development. 7. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three feet above the highest established normal groundwater elevation. 8. Coordinate fire hydrant placement with the City of Meridian's Water Works Superirrtendent. 9. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K. Sidewalks are to provide a clear five-foot-wide walkway pathway without encroachment of mailbox structures. 10. In regards to that review, I have the following comments: Plat Sheet No. 1: 1. The date of the plat needs to show 2001. 2. The street names Springtime Way and Linder Road need to be prefaced with North. 3. The plat tie distance shown from the northeast comer of Section 2 to its north comer needs to be labeled as W. Ustick Road and the distance is slightly different than the distance of record shown on No.4 subdivision. 4. There are a couple of incomplete items that we need before the application can be processed: Item #2 requires consent of the recorded property owner, which is typically shown via signature on the plat signature sheet. The four (4) signature sheets you submitted with the application were not signed. The recorded deed shows "Stubblefield Construction Company" as the owner. So, we will need a representative of Stubblefield Co. to sign the signature sheets or submit a separate, notarized statement granting consent (and sign the signature page later).
