for new solutions to fund highways and most of your dialogue talked about financing

the legislature to push back on that. ow do you -- how do you propose to keep that

difficult to get over.

t t one. There is risk to the state o Idaho in E s well. I'm not probably as
well verse t it s you are, butt at's definitely something I ill look into.
o tree: The risk -- the risk o the state f Idaho is a some point i ti e all o the
federal dollars for highway construction would have to e used for our debt service for
bonds, but no state oey is required to provide the debt service.

not fielded before, so I' glad you raised it, because I need o go and understand the
differences there.

this tongue i cheek, but are you saying there should be personal property tax that
could also -- oh, never mind.
ird: I think we would have to et it to o so we get ore business. I've stated that too
any years.
oaglun: I id't t ink you were advocating that.
ird: o. o. o. o, I was just saying that they uy machinery, it's cone-ti e
sales tax. It's not year -- every year deal, because they are not oin to -- the
achinery is going to last 20, 25 years. ut it does ve lot of spin o and stuff.

construction -- lot of what's being factored i is t e residential construction that results
because you have built that highway n all of those ouses are constructed with
materials that sales tax has ee paid. o, e tend to think o sales tax s retail sales
tax, but there are man other-- I mean there is no end to what's ein taxe out there.

primarily didn't use i, because o the large scale of borrowin that it requires and I thin

have not read in the recent law, so -- hear it was reduced to lie 50 illion or
something like that.
Pisca: ayor de eer ,Councilman ountree, we may e avin two di Brent
iscssios there. Originally the legislation we proposed last year just to get it
out there and get the discussion of .The -- at minimum expenditure o roadway
projecws a unre million. That has een reduced i the drafts that we are working
on now to 50 million.
Rountree: Okay.
Pisca: The TIFIA legislation re wires that it be expe e on projects o t least 5
million.
Rountree: Okay.
Pisca: So, that's been --
ountree: Taken care o. Okay. I guess o bra °s point, have seen econo is
analysis done on roa projects where just the improve ens alone and the savings o
automobile repairs and windshields have more than resulted i two to one svi s.
o, it doesn't take n ul lot, really, t enerte that um er and I° surprised it's s
low, but it's great.
