Here is my written testimony regarding the 2012 Proposed Sign Code Text Amendment:
Dear Planning and Zoning Commission and other interested parties:
As a small business owner with an LED sign on Eagle Road I wanted to share my views and insights regarding the
proposed sign text amendment under consideration. I would have liked to present my statement in person but schedule
conflicts prevented me from being able to do so. I have found my LED road sign I have on Eagle Road to be an effective
way to market to and educate the public regarding Pinnacle's offerings. I have heard from a number of customers who
state they appreciate being able to conveniently be informed of our current offerings. The current sign code
requirement that there be no movement (except for scrolling messages) for an 8 second period really diminishes the
ability of me to effectively utilize the LED signboard. After extensive research I was not able to uncover any scientific
evidence linking sign board message movement frequency to the creation of a unsafe distraction for drivers on the
road. I would expect that times square in NY and the Las Vegas strip with full motion TV's located all along the
roadway's demonstrates that drivers are able to look at the messages when appropriate without leading to a dangerous
driving environment. Personally I find the people dancing in animal suits or with large signs along the roadways all
around the treasure valley to be a much bigger distraction but I have not witnessed even these more flagrant
distractions leading to dangerous traffic issues. I support the current proposed change to the sign code to eliminate the
message motion restrictions.
