Seel WH Moore Company Subject: Comprehensive Plan Map Amendment Please accept an application from The WH Moore Company for Red Tail Communities LLC to amend the Future Land Use Map (FLUM) in the Meridian Comprehensive Plan for a 32 acre parcel of unimproved land at the southeast corner of Meridian and Victory Roads. See cross hatched area in Exhibit A. Currently the FLUM has this area designated as Medium Density Residential and Mixed Use Neighborhood with a Neighborhood Center Overlay. See Exhibit B. We are requesting that the Mixed Use Neighborhood designation with the Overlay be removed and replaced with Medium Density Residential (MDR) in the eastern portion and Medium High Density Residential (MHDR) in the western portion as noted on Exhibit C. Although our site design is evolving, we plan amulti-family complex with club house and supporting amenities on the west side. Total apartment units should range from 200 - 220, which could equate to a maximum of 17 units per acre. Accordingly, we are requesting an increase to 17 units per acre under the MHDR designation. The eastern portion will be developed simultaneously as detached single-family homes, with density under 41ots per acre. We believe that the MDR and MHDR designations are very compatible and there is a nice transition in density from the single family detached homes to the multi-family development. We understand the FLUM envisions a Neighborhood Center within our parcel that could serve as a focal point for the retail, office and community services that meet the needs of the surrounding residential communities. We considered integrating these uses into the Comprehensive Plan Amendment December 12, 2012 Page 2 total project but found factors that negatively impact this type of development. Specific concerns are as follows: Traffic -Daily traffic on Meridian Road is approximately 28,000 cars, whereas the count on Victory is 5,800 per day. • Access - ITD will not allow access from Meridian Road to the site. Along Victory, ACDH's policy requires access at 660 feet intervals from the Meridian/Victory intersection. Simply put access is restrictive. • Existing commercial/retail development -Currently there is substantial development along Meridian Road with future plans for a major retail complex at Amity and Meridian Roads. Both these current and future businesses have superior access and visibility to any similar development that might occur within our project. • Going home side - From a retailer's stand point the west side of Meridian Road is considered the preferred location Combine all of these factors and it is highly probable that any commercial/retail development within the designated Neighborhood Center area would fail and reflect a negative image on Meridian. On the other hand, we believe our location is highly desirable for residential development that will attract the type of residents that have made Meridian a vibrant community.
