Re: ZOA 12-003 City Sign Ordinance
The Idaho Transportation Department has reviewed the referenced change to the standards for
signage. ITD has the following comments:
1) ITD has comprehensive rules governing outdoor advertising abutting state highway. Four
state highways (soon to be five) are within the City of Meridian. The ITD sign
requirements are detailed in IDAPA 39.03.60. The full text can be found here:
htth: `~~idt7~ii~rul~;.i~lt~d~~>.~~~~~irulc~~ur~rcnt~)ip;60.hdf
2) IDAPA also requires that signs not "dazzle or blind" drivers. The current trend toward
high intensity signs has caused an increasing number of driver complaints on urban
segments of the State Highway System. This is a current issue at several locations in
Meridian. The City and property owners should be aware of the issue and plan the sign's
lighting strategy accordingly.
If you have any questions, you may contact Matt Ward at 334-8341 or me at 334-8377.
Sincerely,
Dave Szplett
