12. The current use includes Telephone Call Center functions in conjunction with the Warehouse
use. The proposed use would eliminate the Warehousing function, making the entire facility
Telephone Call Center space. Since a Telephone Call Center is not listed in the current
Zoning Ordinance, it is not identified as a prohibited use. It would most closely resemble
general office use, a use allowed at the nearby Blue Cross facility.
13. The application fee is attached.
14. Micron Technology agrees to pay any additional sewer, water or trash fees or charges
associated with the proposed use.

The Ada County Highway District (ACHD) staff has received and reviewed the application and site plan for
the item referenced above. The ACHD Commission will not hear this item unless the site plan is changed in
such a manner as to require Commission review.
ACHD policy requires that before any improvements of any kind are constructed or installed within the public
right-of-way, a permit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy
Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable
ACHD Ordinances unless specifically waived in writing by the District. Meet District drainage requirements
per section 8000 of the ACHD Development Policy Manual. Contact District staff at 387-6170 for details.
Contact the office for payment of possible road impact fees prior to building construction in accordance with

1. The property is located at 3475 E. Commercial Court, Meridian, Idaho.
2. The owner of record of the subject property is Micron Technology, Inc.
of Meridian.
3. Applicant is Power Engineers of Boise.
4. The subject property is currently zoned I-L. The zoning district of I-L is
defined within the City of Meridian Zoning and Development Ordinance, Section
11-7-2.
5. The proposed application requests a conditional use permit for a
telephone call center. The proposal includes converting a warehousing function into
a technical support center for computer use, which is not defined in the current
zoning ordinance. Staff consider the proposed use requires a conditional use permit
in the I-L zone.

6. The Meridian Planning and Zoning Commission recognizes that the
proposed application is in compliance with the Meridian Comprehensive Plan.
7. The use proposed within the subject application will in fact, constitute a
conditional use as determined by City Policy.
RECOMMENDATION
The Meridian Planning and Zoning Commission hereby recommends to
the City Council of the City of Meridian that they approve the conditional use
permit as requested by the applicant, subject to the following:
Adopt the Recommendations of the Planning and Zoning and Engineering
departments as follows:
1.1 All signage is subject to design review and requires separate permits. No
signage is permitted in ACHD right-of-way. No portable signs or
temporary signage are permitted (such as A-Frames).
1.2 Dimensions of all parking stalls shall conform to minimum dimensions
as per city ordinance and ADA. All parking areas must be paved. City
Ordinance 11-13-4.F requires 9 X 19 min. standard stalls and 25-foot-
wide minimum driveways. ADA requires the van-accessible handicap-
accessible stalls to have a striped aisle separate from the stall. The
handicap parking spaces must have signage per ADA standards.
1.3 Based on the total square footage of asphalt on site 127 3"-caliper trees
are required per Ordinance 11-13-4.B.3.c. The proposed site plan shows
11 existing trees and 121 proposed 2.5" caliper trees. Staff notes that a
Variance application has been filed to allow the reduction in caliper size
to 2" and agrees that the proposed landscaping has been maximized.
1.4 All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may

be obtained by providing surety to the City in the form of a Letter of
Credit or cash in the amount of 110% of the cost of the required
improvements (including paving, striping, landscaping, and irrigation).
A bid must accompany any request for Temporary Occupancy.
1.5 Sanitary sewer and water service to this site will be provided via existing
service lines to the project site.
1.6 Assessments for sewer and water service are determined during the
building permit application process. Applicant will be required to enter
into an Assessment Agreement with the City of Meridian.
1.7 In accordance with City Ordinance 11-13-4.B.2, underground year-
round pressurized irrigation must be provided to all landscape areas on
site. Please submit hook-up and design details based on the proposed
landscaping. Applicant shall be required to utilize any existing surface or
well water for the primary source. If City water is proposed as a
secondary source, developer shall be responsible to pay water
assessments for the landscaped areas.
1.8 Off-street parking shall be provided in accordance with Section 11-13 of
the City of Meridian Zoning and Development Ordinance and/or as
detailed in site-specific requirements.
1.9 Paving and striping shall be in accordance with the standards set forth
in Sections 11-13-4.D. and 11-13-4.E. of the City of Meridian Zoning
and Development Ordinance and in accordance with Americans with
Disabilities Act (ADA) requirements.
1.10 A drainage plan designed by a State of Idaho licensed architect or
engineer is required and shall be submitted to the City Engineer per
City Ordinance 11-13-4.B.4 for all off-street parking areas. All site
drainage shall be contained and disposed of on-site.
1.11 Outside lighting shall be designed and placed so as not to direct
illumination on any nearby residential areas and in accordance with
City Ordinance Section 11-13-4.C.

1.12 Any existing domestic wells and/or septic systems within this project will
have to be removed from their domestic service per City Ordinance
Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes
such as landscape irrigation.
1.13 All irrigation ditches, laterals or canals, exclusive of natural waterways,
intersecting, crossing or lying adjacent and contiguous to the parcel shall
be tiled per City Ordinance 12-4-13. Plans will need to be approved by
the appropriate irrigation/drainage district, or lateral users association,
with written confirmation of said approval submitted to the Public
Works Department.
1.14 Provide a minimum of one (1) three-inch (3") caliper tree per 1,500 sq.
ft. of asphalt area on the site in accordance with City Ordinance Section
11-13-4.B.3.c.
1.15 All trash and/or garbage collection areas shall be enclosed on at least
three (3) sides in accordance with City Ordinance Section 11-12-1.C.
Coordinate trash enclosure locations and construction requirements
with Sanitary Service Company (SSC) and provide a letter of approval
from SSC to the Planning & Zoning Department when applying for a
Certificate of Zoning Compliance.
1.16 Provide five-foot-wide sidewalks in accordance with City Ordinance
Section 12-5-2.I~. The Planning and Zoning Commission
recommend that 5' sidewalks on Commercial Court not be
required.
1.17 Apl signage shall be in accordance with the standards set forth in Section
11-14 of the City Zoning and Development Ordinance.
1.18 All construction shall conform to the requirements of the Americans
with Disabilities Act.
Adopt the Recommendation of the Central District Health Department as
follows:

1.20 stormwater shall be pretreated through a grassy swale prior to discharge
to the subsurface to prevent impact to groundwater and surface water
quality.
1.21 The Engineers and architects involved with the design of the subject
project shall obtain current best management practices for stormwater
disposal and design a stormwater management system that prevents
groundwater and surface water degradation.

Re: Request for Conditional Use Permit to convert existing officelwarehouse to a
telephone call center in an I-L zone - by Micron Techno logy, Inc., dba Crucial
Technology (CUP-00-045).
We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
APPLICATION SUMMARY:
Due to the rapid expansion of their subsidiary, Crucial Technology, Micron is proposing to convert
the existing office/warehouse/packaging & shipping facility to a technical support call center. A
portion of the facility is already being used as a call center. The existing facility is comprised of
29,750 s.f. of warehousing, packaging, and shipping; and 35,500 s.f. of office space and call center.
The proposed use would eliminate the warehousing, packaging, and shipping functions, making the
entire facility a telephone call center.
Initially, staffwas concerned that eliminating the warehousing function would make the facility into
a professionaUsales office, which is prohibited in the I-L zone. However, as a technical support
center for computer use, it was determined that the use was really undefined in the Schedule of Use
Control, and that the applicant could apply for a Conditional Use Permit.
LOCATION & SURROUNDING USES
The subject property is at 3475 E. Commercial Court in Commerce Park Subdivision. It is generally
located east of Eagle Road, between the railroad tracks and Pine Street extension. The lot is currently
zoned I-L.
The property is located in an area designated as Light Industrial in the Comprehensive Plan.
The surrounding uses follow:
North: Properties to the North include 4M Leasing/Canvest and Jacksons Food Stores, Inc.
South: Union Pacific Railroad
East: Albertsons Sundries Center
West: Vacant lot owned by G/D Partners.

payment to the City of Meridian of any shortfall in assessments. The overpayment/shortfall is
determined after adequate historical usage.
7. In accordance with City Ordinance 11-13-4.B.2, underground year-round pressurized irrigation
must be provided to all landscape areas on site. Please submit hook-up and design details based
on the proposed landscaping. Applicant shall be required to utilize any existing surface or well
water for the primary source. If City water is proposed as a secondary source, developer shall be

The Nampa & Meridian Irrigation District requires that a Land Use Change/Site
Development application be filed for review prior to final platting. Contact Donna
Moore at 466-7861 for further information.
All laterals and waste ways must be protected. All municipal surface drainage
must be retained on site. If any surface drainage leaves the site, the Nampa &
Meridian Irrigation District must review drainage plans. The developer must
comply with Idaho Code 31-3805. It is recommended that irrigation water be
made available to all developments within the Nampa & Meridian Irrigation
District.

Re: Request for Conditional Use Permit to convert existing office/warehouse to a
telephone call center in an I-L zone - by Micron Technology, Inc., dba Crucial
Technology (CUP-00-045).
We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
APPLICATION SUMMARY:
Due to the rapid expansion of their subsidiary, Crucial Technology, Micron is proposing to convert
the existing office/warehouse/packaging & shipping facility to a technical support call center. A
portion of the facility is akeady being used as a call center. The existing facility is comprised of
29,750 s.f. of warehousing, packaging, and shipping; and 35,500 s.f. of office space and call center.
The proposed use would eliminate the warehousing, packaging, and shipping functions, making the
entire facility a telephone call center.
Initially, staffwas concerned that eliminating the warehousing function would make the facility into
a professionaUsales office, which is prohibited in the I-L zone. However, as a technical support
center for computer use, it was determined that the use was really undefined in the Schedule of Use
Control, and that the applicant could apply for a Conditional Use Permit.
LOCATION & SURROUNDING USES
The subject property is at 3475 E. Commercial Court in Commerce Park Subdivision. It is generally
located east of Eagle Road, between the railroad tracks and Pine Street extension. The lot is currently
zoned I-L.
The property is located in an area designated as Light Industrial in the Comprehensive Plan.
The surrounding uses follow:
North: Properties to the North include 4M Leasing/Canvest and Jacksons Food Stores, Inc.
South: Union Pacific Railroad
East: Albertsons Sundries Center
West: Vacant lot owned by G/D Partners.

SITE SPECIFIC REQUIREMENTS
1. All signage is subject to design review and requires separate permits. No signage is permitted in
ACRD right-of--way. No portable signs or temporary signage are permitted (such as A-Frames).
2. Dimensions of all parking stalls shall conform to minimum dimensions as per city ordinance and
ADA. All parking areas must be paved. City Ordinance 11-13-4.F requires 9 X 19 min. standard
stalls and 25-foot-wide minimum driveways. ADA requires the van-accessible handicap-accessible
stalls to have a striped aisle separate from the stall. The handicap parking spaces must have
signage per ADA standards.
3. Based on the total square footage of asphalt on site 127 3"-caliper trees are required per
Ordinance 11-13-4.B.3.c. The proposed site plan shows 11 existing trees and 121 proposed 2.5"-
caliper trees. Staff notes that a Variance application has been filed to allow the reduction in
caliper size and agrees that the proposed landscaping has been maximi?ed.
4. All required improvements must be complete prior to obtaining a Certificate of Occupancy. A
Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form
of a Letter of Credit or cash in the amount of 110% of the cost of the required improvements
(including paving, striping, landscaping, and irrigation). A bid must accompany any request for
Temporary Occupancy.
5. Sanitary sewer and water service to this site will be provided via existing service lines to the
project site.
6. Assessments for sewer and water service are determined during the building permit application
process. Applicant will be required to enter into an Assessment Agreement with the City of
Meridian. An assessment agreement is a vehicle that protects the City of Meridian and the
Developer in the event that estimated assessments are not in line with actual usages. The
agreement provides for reimbursement to the developer for overpayment of assessments and
payment to the City of Meridian of any shortfall in assessments. The overpayment/shortfall is
determined after adequate historical usage.
7. In accordance with City Ordinance 11-13-4.B.2, underground year-round pressurized irrigation
must be provided to all landscape areas on site. Please submit hook-up and design details based
on the proposed landscaping. Applicant shall be required to utilize any existing surface or well
water for the primary source. If City water is proposed as a secondary source, developer shall be
responsible to pay water assessments for the landscaped areas.

GENERAL REQUIREMENTS
Off-street parking shall be provided in accordance with Section 11-13 of the City of Meridian
Zoning and Development Ordinance and/or as detailed in site-specific requirements.
2. Paving and striping shall be in accordance with the standards set forth in Sections 11-13-4.D.
and 11-13-4.E. of the City of Meridian Zoning and Development Ordinance and in
accordance with Americans with Disabilities Act (ADA) requirements.
3. A drainage plan designed by a State of Idaho licensed architect or engineer is required and
shall be submitted to the City Engineer per City Ordinance 11-13-4.B.4 for all off-street
parking areas. All site drainage shall be contained and disposed of on-site.
4. Outside lighting shall be designed and placed so as not to direct illumination on any nearby
residential areas and in accordance with City Ordinance Section 11-13-4.C.
5. Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used
for non-domestic purposes such as landscape irrigation.
6. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing
or lying adjacent and contiguous to the parcel shall be tiled per City Ordinance 12-4-13.
Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users
association, with written confirmation of said approval submitted to the Public Works
Department.
7. Provide a minimum of one (1) three-inch (3") caliper tree per 1,500 sq. $. of asphalt area on
the site in accordance with City Ordinance Section 11-13-4.B.3.c.
8. All trash and/or garbage collection areas shall be enclosed on at least three (3) sides in
accordance with City Ordinance Section 11-12-1.C. Coordinate trash enclosure locations and
construction requirements with Sanitary Service Company (SSC) and provide a letter of
approval from SSC to the Planning & Zoning Department when applying for a Certificate of
Zoning Compliance.
9. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
10. All signage shall be in accordance with the standards set forth in Section 11-14 of the City
Zoning and Development Ordinance.
11. All construction shall conform to the requirements of the Americans with Disabilities Act.

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meridian
and the Laws of the State of Idaho, that the Planning and Zoning Commission of the
City of Meridian will hold a public hearing at the Meridian City Hall, 33 East Idaho Street,
Meridian, Idaho at the hour of 7:00 p.m. on September 12, 2000, for the purpose of
reviewing and considering the application of Power Engineers c/o Micron Technology
dba Crucial Technology for a Conditional Use Permit to allow a telephone call center in
an I-L zone generally located off Eagle Road between Franklin Road and Fairview
Avenue.
A more particular description of the above property is on file in the City Clerk's
office at Meridian City Hall, 33 East Idaho Street, and is available for inspection during
regular business hours.
A copy of the application is available upon request. Any and all interested
persons shall be heard at said public hearing and the public is welcome and invited to
submit testimony.

proposed L-0 zone generally located at Linder Road and Pine Avenue at 737 N. Linder
Road.
