Meridian Green #3 is a 168-lot single family residential subdivision locat- ed approximately 1,200-feet south of Overland Road at the end of S.E. 3rd Way. 2. The District reviewed the preliminary plat of Meridian Greens #3 on May 20, 1992 and the developer has met some of the Site Specific Require- ments (1, 2, and 4) with this revision to the layout . Site Specific Requirement #4 required a fully improved stub street to the west. The developer has provided that connection (Creekside Way) to the parcel being developed as Running Brook Estates Subdivision. The street is currently labeled as Calderwood Road and will connect to Highway 69 (Meridian Road) . The District approved the preliminary plat of Running Brook Estates on December 9, 1992. 3. The stub street called Creekside Way will be considered a collector street and it's location (as dictated by the location of the stub street from Running Brook Estates) creates a less than ideal intersection off- set situation. The offset of centerline from Christopher Street will be 95-feet (150-feet is normally required) , but due to staff's recommenda- tion to run a collector street from this development to Highway 69, staff is recommending this layout be allowed. On-street parking will be restricted in this area and pavement striping (both by the District) will provide special control over the traffic circulation. 4. We think that to have a road in there would be more of a detriment than a help. Giesler: I think we'd require a breakaway barrier up there to where that isn't a through street. 1 do feel that we need the additional road. I would want a break-away barrier so that wouldn't be a through street, it would be just for that school. Those kids go in and out of that school off of rrankiin Road so it wouldn't be a detriment to other businesses. It will have to be done to where the kids do not get down Lanark. Liehe: We have a drawing of the school on poster board. Would you like to see that? Giesler: That would be fine with me. I still feel it's very important. I know spending the extra dollars is a tough issue because it's something we don't have a lot of but I think if nothing else maybe a little bit better planning should have been done before it had gone this far. I feel that this condition we have put on is a very important one. How many kids are at the Academy? Liehe: 130. Cowie: How many of them drive? P. Gorman: About 80. But the buses leave at different times than the kids do, Giesler: You still ar^en't thinking about the emergency situation. Tolsma: This is not a public hearing. At this time I will open the Public Hear^ing and invite the representative or" the owner to speak first. ~ ~ MERIDIAN CITY COUNCIL JULY 7, 19° RAGE 3 Don Hubble, 3952 Daisy Way, was sworn by the attorney. Hubble: I am the project engineer for this Meridian Greens. #3 project. Presented a map for the Council to see of the project. This is an additional phase of the existing Meridian Greens subdivision. It will be south of Overland and east of Kuna- Meridian Highway. The area is 77 1/2 acres and we are proposing to develop 168 lots, we have a density of 2.17 lots to the acre. The existing zoning is R-4. We are proposing several culdesacs ~ within the project. Dne of these culdesacs exceeds the maximum length allowed by the_City. We request your permission for;. a variance on that one culdesac. This project will be served by City services and the sewer is already at the edge of this project. We will extend the main line sewer up Ten Mile Creek,to connect to this. Water is also stubbed into this property in three different locations. We are not sure if the developer will pay the proposed fee for the irrigation or to extend the existing irrigation system to serve this future phase. Ten Mile Creek k~as recently had a flood -study done on it. There is an area gut through here that is within the area of the 100 year flood plan. We are proposing to fill that somewhat and raise it to a le~+el above that 100 year flood plain elevation. We have submitted this preliminary plat to ACRD and their comments were that they wanted to relocate this stub out street to the south to a different location. When the original concept of Meridian Greens was presented, ACRD was contemplating a collector street ;to connect near the middle of the section. They have now changed their course. Explained ACRD changes. We have reviewed the conditions that are proposed by the City Engineer. Kingsford: Is there anything that lines up with that realignment? Hubble: No, there is -another forty acres south of this that:is undeveloped. Passed out copies of the changes Hubble would recommend about Gary Smith's recommendations. Just for the record, condition #1 said that street names will be in accord with the review of the Ada County Street Name Committee. We would .just like to state that the developer is not in full agreement with -the process of the street name committee. We are unsure how we are going to proceed with that. Condition #4 states that storm water discharge plan shall be approved by the Nampa and Meridian Irrigation District prior to any construction. We would like to change that to strike Nampa and Meridian Irrigation and insert appropriate drainage district. Condition MERIDIAN CITY COUNCIL JULY 7, 1992 PAGE 4 #5, states that sanitary sewer interceptor line construction across and along Ten Mile Drain will need to be done under a license agreement with Nampa Meridian Irrigation District. We are just. proposing to strike that last part of the sentence. The part that reads under a license agreement with Nampa Meridian Irrigation District. Here again this may not be their jurisdiction. Condition #7, states that Ten Mile Creek should be shown as Ten Mile Drain. We would like your approval to delete that condition. Ten Mile Creek shows on numerous maps that it's the preference of the developer to name that on the Plat as Ten Mile Creek rather than Ten Mile Drain. Condition #9, states that street light locations need to be shown generally at the street intersections/fire hydrant locations or a maximum four hundred foot spacing. We'd like to strike the portion of that sentence that reads "fire hydrant locations or a maximum four hundred foot spacing" and insert another line that says "covenants shall require front yard lights with photocells. In keeping with the theme of Meridian Greens Unit #1 & #~, the developer has installed street lia_hts at the intersections and put in yard lights out in the front yards with the photocells that come on at dark and we'd like to de the same thing here. Pinkston: Dn Ten Mile Creek, which is built as a creek right now, they are going to make their property lines r^ight down the center of the creek. Has this creek got a thirty foot easement? Dr can they just close the creek off and put the border line right down the center of the creek? t'.ingsford: I think that's a dispute that's between the developer and the appropriate drainage district, that they are going to have to resolve. We don't deal with that. Pinkston: Now on the same Meridian District, on Faucett's property and former Evan's property they will landlock the back of that property if they put that in with no access to the back o` those properties there is ne way to get to those properties unless you build a bridge across the creek. In regards to landlocking properties to the west it was my understanding from looking at the assessor's map that the two proper^ties extended clear out to Kuna~Meridian Road. If that ownership isn't contiguous to abut to that public road then we need to take a look at that. I'm sure ACRD will also be concerned about landlocking that property. As far as crossing the neighbors property with the sewer Line, the developer doesn't have ar~y rights to cross that property line without permission from teat ad,;acent property owner. That will have to be worked out. The other comment about the irrigation water that enters the property, we will provide irrigation pipelines to transfer any i~^rigation water through this property to the neighbors property. That will be part of the final design. As far as access to Overland Road, we do have two accesses to Overland Road, SE ~RD is the westerly roadway and then SE STH is in the center of that proposed layout and it accesses to Overland Rnad teo. ACHD has said that before any additional development can occur out here that that remaining portion, of SE STH that's not cur^b and guttered has to be fully improved. Hubble: We did prepare a traffic study during the development process of Meridian Greens #2 and submitted that to the Highway District. In that study we've estimated the anticipated traffic out of all accesses to the project. Based on that we estimated that the traffic volume at the intersection of SE 3RD and Overland Road would be about 16~D~ vehicle trips per^ day. At the intersection of SE Oth and Overland would also be between 150 and 160 vehicle trips per day. The traffic that would exit and enter out through Mesa Way would be about 1~D~0 vehicle trips per day. Nampa-Meridian, as I understand it is the maintaining agency for the Bureau of Reclamation and on other ditches that we've dealt with in the past they have been the agency that we have written license agreements with for use within their easement. However that shapes out either Bureau of Reclamation or Nampa-Meridian I don't have a problem with that. The Ten Mile Creek designation instead of Ten Mile Drain, I quess that's between the developer and the approFriate aq_er,cy. I was asked my Nampa Meridian to refer to that as a drain and that's the reason for my comment. I believe they had a vat^iance on #1 and #~ for street lights but the Ordinance states the street light requirement and that's the reason for that statement, Typically the street lights are lccated at apps^oximately the same locations as fire hydrants. Shearer: I wanted to address the minimum lot size for an R-4 is 8000 sq. feet and our engineer on this project has assured us that all lots will meet the minimum size. I don't think our board can require more than the minimum size. The Motion was made by Hepper and seconded by Shearer that the Meridian Planning and Zoning recommends to the Meridian City Council approval of the preliminary plat with a couple stipulations. The first being that they work out the parking lot costs with Western Ada Recreation and come to some mutual satisfaction of the two parties and secondly that any ditches that the property line is in the middle of the ditch, the ditch is to be tiled. Motion Carried: All Yea: ITEM #5: PUBLIC HEARING: PRELIMINARY PLAT FOR MERIDIAN GREENS #3, GLENCD INC. Johnson: Is there someone representing the applicant? I will now open the public hearing. Don Hubble, Hubble Engineering, was sworn by the attorney. Hubble: The is an extension of the existing Meridian Greens Subdivision, this is the next phase to the south. Explained location of existing phase and new phase to be added - see tape. This proposed project consists of 168 lots, the density based on this lot size is right around two lots to the acre. These are larger lots. The average lots are 100 x 125, so they are roughly 12,000 sq. ft. lots. The subdivision will take access in two different points on Overland Road. (Explained access points) SE 3rd is constructed as a Collector Street, it's forty one feet from back of curb to back of curb but it's inside a fifty five foot right of way. SE 5th is also constructed to Collector standards and ACRD has required that if we design it as a Collector Street to a point down here where we have fewer than MERIDIAN PLANNING & ZONING JUNE 9, 1992 PAGE 15 100 lots, then they said that they would accept a residential classified street. We are proposing however to construct this as a Collector Standard Street clear through to this point (shown on map). We have one culdesac that is going to exceed the length and we request consideration for a variance for the length of that. The one difference in these culdesacs is that they are going to be larger than what's required so that they can accommodate some additional landscaping and parking spaces. The project will be services by City sewer. Alidjani: On the long culdesac, do you have plans for a fire hydrant ? Hubble: We will provide for fire hydrants so that they will meet the maximum distances. We've been working with the City Engineer on these. A portion of this is within the 100 year flood plain. We are proposing to work with FEMA to fill that site to raise it to an elevation above that 100 year flood plain elevation and withdraw it from the Flood Plain area. We prepared a traffic study during Meridian Greens #2 which included projected traffic impact from this area too. Gave summary of traffic study - see tape. Highlighted a couple of the Engineer's comments that they would like consideration on. #1) Is that the street name shall be in accordance with the review of the Ada County Street Name Committee - the developers would like your cooperation to work with that committee to name some of these streets. It appears that the street name committee would Like different names for each one of these culdesacs and the developers think that it might be more clear if they had the same thing, we'd like to work with them. One other consideration would be in the name of Ten Mile Creek - it shows on existing maps and we'd like to continue that name rather than call it Ten Mile Drain. One other consideration we'd like you to address here is that your Engineer has asked for street light locations at a maximum of 400 foot spacing. If you are familiar with the existing subdivision, they have yard lights that are on photocells and the developer would like to do the same thing here. To put street lights at the intersections, but then the streets in between have them done with yard lights. In regards to pressurized irrigation system, we haven't decided whether to contribute to the fund or to provide the system. In the review by ACHD, they have requested that SE 5th not be continued south of this cross street at this location. Instead they would like to see it continued at one of the other street locations. (Further explanation - see tape) MERIDIAN PLANNING & ZONING JUNG 9, 1992 PAGE 16 Rountree: I don't really have a question, it's more of a comment and trying to find out what discussions you've had with ACRD. I know of the concerns that are going to be expressed. I know ACHD in cooperation with Ada Planning Association have retained a consulting Engineering firm to do a traffic study. Have you talked to ACRD about strategies like speed bumps or restricted areas? We all want these wide streets, but the wide streets are the problem in terms of traffic speeds. The wider they get the faster people go. Hubble: We haven't talked to them specifically about speed bumps, but we have talked in terms of curb radius and so forth. In their awareness of this problem, it was their suggestion to not continue S. E. 5th t o the south. Johnson: I missed you complete comment on the Chekena Estates hookup. You said something with respect to tieing into that which exits through Locust Grove Road I believe. Hubble: Right, one of the conditions during Meridian Greens #2 was that Mesa Way be continued to Meridian Greens. So that portion of the street has been designed but not constructed. Hepper: Was is the minimum square footage of the houses? Johnson: The application says 1500 sq. ft. Hepper: Is that right? Hubble: That is what is on the application, but the developer told me today that 2200 square feet is going to be the minimum. Johnson: The 12,500 minimum square foot lot, is that an unusual size lot in there or is that standard? Hubble: That's not minimum, that's the average size that we were shooting for. There may be some lots that are smaller than that. Johnson: Thank you. Anyone else to testify? Larry Bertetto, 6b5 Antigua, was sworn by the attorney. MERIDIAN PLANNING & ZONING JUNE 9, 1992 PAGE 17 Bertetto: I've got two comments that I'm going to make. There's two problems that we face in Meridian Greens and one is water. I was before the City Council on March 4th saying we have a water problem and that was acknowledged by the Mayor, and everyone that yes we need a booster pump. I believe that the City made an emergency recommendation that this booster pump be set in so we can have water pressure. The developer has given the City to put in a well and a booster pump. On May 8th I got a copy of a letter that said that an emergency~exiSted and there would be a meeting on June 1st to look into this to get this situation corrected. (tape ended) We are looking at turning soil in another place out there and we don't have water pressure yet. I'm tired of getting complaints about the water. I'm not against planned growth. Until we get this problem remedied, let's take care of us before we move more in. Expressed concerns about additional traffic impact. There is an access road that not to long ago was going to go out to Meridian Road, that I understand has gone by the way-side. The developer also mentioned that they are going to put in a parking area in some of these culdesacs. Who maintains those? We want growth but we want it planned. Johnson: Thank you. Anyone else to testify? Annette Alonzo, 1928 S.E. Sth, was sworn by the attorney. Alonzo; I live on S.E. Sth in the first phase, I have three young children and the only way they can associate with the other children in the subdivision, because of our situation with the ditch behind us, is to cross the street. That road is travelled very fast at this time. Concerns about speeding vehicles, suggested building of a sky bridge across the road. Expressed further concern about traffic and children being able to cross the road. We have a very nice development but the only thing I've been hearing about our subdivision the most is that we have no common green area for children, walkways, any nice area where you can go with your family in the subdivision. Johnson: The sky bridge across is against the covenants. The maintenance is definitely a problem with a common green area. Alonzo: The other problem is our pressurized irrigation system, it is inadequate to handle what we have now. The system is not adequate. I would just suggest that we modify SE 5th and take these other comments into concern. Johnson: Thank you. Anyone else to testify? Travis: Currently 5th Way as it goes out to Overland, where it comes off of Antigua and stubs out to Overland is a construction entrance. It is just paved, it has no gutters, it's not a Co 1 1 ect or^, and it' s designated as a construction entrance. So as all of these other homes develop in this area, not only will it be holding the traffic of the subdivision but every cement truck and others. My concern is, do they have another construction entrance that they are going to use to finish the rest of this subdivision or is it all going to be funneled in through the main part? I do have problems with water also. Johnson: As far as I know there is not another entrance for construction. Thank you. Anyone else to testify? The traffic is a real problem with the children, I do have kids and I do have a Day Care. Something needs to be done to slow the traffic down. I also agree with the idea of having a park. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. We require support for these revenue sources from developers and other interests seeking planning and zoning approval for residential projects. If this support is lacking then we ask that additional residential development be denied. School bus service may be restricted if adequate turnarounds and loading areas are not provided. Several lots are shown to tape direct lot access to it, which is discouraged by District Policy. $ . A proposed subdivision called Creehside Manor had shown a stub street to the westerly boundary of this parcel at about Lot 15 of B1ac1; 3.
