The land is currently used as pasture for domestic livestock. 6. The proposed land use would be for a new Church. 7. The land is currently zoned RT by Ada County. The proposed zoning is R8. 9. The site has currently been approved by Ada County for the construction of a new church. However, the City of Meridian is being asked to provide the water and sewer connections. The City of Meridian Public Works Department has agreed to do this if the owner will annex the property into the City. If the property is annexed it will require a City of Meridian zoning designation instead of an Ada County one. Therefore, the zoning change is being requested as a result of the annexation request. The R8 zoning designation most closely matches the RT zoning under which Ada County approved the construction of the new church. Most of the property contiguous with this site is already part of the City or is currently being annexed. 10. As indicated above, the zoning designation being sought will allow for the construction of the church next to the existing development. It will also make it possible for the City of Meridian to accept the Conditional Use Approval from Ada County. 11. There are other zoning designations that would allow for the construction of a new church building. However, it is our understanding that the R8 zoning designation is the only one that allows for the construction of a new church and is in harmony with the City's Comprehensive plan. 12. We have reviewed this submittal and offer the following comments, as conditions of the applicant. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: APPLICATION SUMMARY This annexation & zoning application (File AZ-00-015) proposes to annex a 7-acre parcel on the east side of Locust Grove, about 1/4 mile south of Overland Road. The property was given a Conditional Use Permit in Ada County for the church, which is currently under construction. The applicant proposes to annex the property to allow hook-up to City sewer and water for the church. Hook-up was requested of the City Council, and annexation was required as a condition of approval. SURROUNDING PROPERTIES North -Proposed Resolutions Business Park South -Rim View Subdivision in Ada County, zoned R1 East -Future High School site, currently used as crop land West -Sportsman's Point Subdivision, zoned R-4 ANNEXATION AND ZONING COMMENTS 1. The legal descriptions submitted with this application meets the criteria for annexation set forth by the Idaho State Tax Commission and City of Meridian. 2. The requested R-8 zone is permitted and compatible with the comprehensive plan designation of single-family residential. A church requires a CUP in the proposed R-8 zone. ANNEXATION REQUIREMENTS All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing or lying adjacent and contiguous to the parcel shall be tiled per City Ordinance 12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Any future additional development on this property will require compliance with City Ordinances in effect at the time said development.
