The above entitled conditional use permit application having come before
the City Council on March 7, 2000, and Brad Hawkins-Clark, Assistant Planner for the
Planning and Zoning Department, appeared and testified at the hearing, and the
Applicant, Anna Kukay, appeared and testified, and no one appearing in opposition, and
the City Council having received the staff report and the record made before the Planning
and Zoning Commission, and being fully advised in the premises, the Council finds and
concludes as follows:
FINDINGS OF FACT
1. A notice of a public hearing on the conditional use permit was
published for two (2) consecutive weeks prior to the said public hearing scheduled for
March 7, 2000, before the City Council, the first publication appearing and written

notice having been mailed to property owners or purchasers of record within three
hundred feet (300') of the external boundaries of the property under consideration
more than fifteen (15) days prior to said hearing and with the notice of public hearings
having been posted upon the property under consideration more than one week before
said hearing and the copies of all notices were made available to newspaper, radio and
television stations as public service announcements; and the matter having been duly
considered by the City Council at the said March 7, 2000, public hearing; and the
Applicant, affected property owners, and government subdivisions providing services
within the planning jurisdiction of the City of Meridian, having been given full
opportunity to express comments and submit evidence.
2. There has been compliance with all notice and hearing
requirements set forth in Idaho Code §§67-6509 and 67-6512; and Meridian City
Code § § 11-15-5 and 11-17-5 as evidenced by the Affidavit of Mailing, and the
Affidavit of Publication and Proof of Posting filed with the staff report.
3. Council takes judicial notice of its Zoning, Subdivision and
Development Ordinances codified at Meridian City Code Title 11 and Title 12 and all
current zoning maps thereof and the Comprehensive Plan of the City of Meridian
adopted December 21, 1993 Ordinance #629 -January 4, 1994 and Maps and the
Ordinance establishing the Impact Area Boundary Ordinance and Map.

4. The property is located at 2512 E. Clarene, Meridian, Idaho.
5. The owner of record of the subject property is Anna Kulcay of
2512 E. Clarene.
6. Applicant is the owner of record.
7. The subject property is currently zoned Medium Density
Residential (R-8). The zoning district of R-8 is defined within the City of Meridian
Zoning and Development Ordinance, Section 11-7-2D.
8. The proposed application requests a conditional use permit for a
group day care for 6-12 children. The R-8 zoning designation within the City of
Meridian Zoning and Development Ordinance requires a conditional use permit be
obtained for most uses including those requested by the Applicant. (Meridian City
Zoning and Development Ordinance, Section 11-8-1).
9. The Meridian Planning and Zoning Commission recognizes that
the proposed application is in compliance with the Meridian Comprehensive Plan.
10. The use proposed within the subject application will in fact,
constitute a conditional use as determined by City Ordinance.
11. That the Applicant, Anna I<ulcay, owner of the property, is granted
a conditional use permit for a group day care home for 6-12 children, located at 2512
E. Clarene, Meridian, Idaho. The requested conditional use is described in the
FINDINGS OF FACT AND CONCLUSIONS OF LAW
AND DECISION AND ORDER GRANTING CONDITIONAL

attached Exhibit "A" consisting of two pages, for the development of the
aforementioned projects and which property is described hereinbelow to-wit:
Lot 2 in Block 9 of DOVE MEADOWS SUBDIVISION NO. 2, Ada
County, Idaho.
Common address known as 2512 E. Clarene Street, Meridian, Idaho.
12. Giving due consideration to the comments received from the
governmental subdivisions providing services in the City of Meridian planning
jurisdiction, public facilities and services required by the proposed development will not
impose expense upon the public if the following conditions of development are
imposed and the following is also found to be required to mitigate the effects of the
proposed use and development upon services delivered by political subdivisions
providing services to the subject real property within the planning jurisdiction of the
City of Meridian.
12.A Conditions requested by the City of Meridian Assistant Planner for
the Planning and Zoning Department, Brad Hawkins-Clark, within
his Memorandum dated January 31, 2000, be required as follows:
Adopt the Recommendations of the Planning and Zoning Department as follows:
12.1 Applicant shall provide a minimum of one (1) off-street parking
space per employee of the day care and adequate off-street
loadingfunloading areas for children. As long as the garage is
utilized, the 21-foot driveway shown on the plan may
accommodate this requirement. (See Section 11-13-2 of the City of
Meridian Zoning and Development Ordinance. )

12.2 No signage is permitted.
12.3 Sanitary sewer and water to this facility would be via existing
service lines. Plans for sewer and water service will be reviewed to
see if the additional load would justify additional assessments.
Applicant shall provide any information regarding the anticipated
water demand. Applicant shall be required to enter into an
Assessment Agreement with the City of Meridian prior to
operation.
12.4 A Certificate of Occupancy is required for the daycare prior to
operation.
12.5 Any outdoor trash areas shall be screened.
12.6 The Group Child Care Home shall not adversely impact
surrounding properties due to children's noise, traffic and other
activities.
12.7 Applicant shall secure and maintain a child care license from the
Idaho State Department of Health and Welfare-Child Care
Licensing Division. Applicant shall provide a copy of the license to
the City of Meridian prior to beginning operation. Operator's
license shall be on-site for City inspection at all times.
12.8 Applicant shall ensure that immunization of all children is verified
prior to acceptance into program.
12.9 Applicant shall provide for screening of adjacent properties to
protect children from adverse impacts and to provide a buffer
between properties.
12.10 Applicant shall provide for a solid fence of appropriate height/
construction (6-foot recommended), to enclose outside play areas.
12.11 A deck is shown on the site plan in the rear yard. This area should
be well maintained and free of any potential hazards to children.

12.12 If the Conditional Use Permit is approved, Applicant shall
schedule an appointment with the Meridian Fire Department for
inspection prior to operating. Operation of daycare without proper
approvals will result in revocation of conditional use permit.
12.13 Applicant must keep all outside play areas free of no;cious weeds.
12.14 Violation of any of the above conditions shall be cause to revoke a
zoning certificate and certificate of occupancy for a Group Child
Care Home. The Conditional Use Permit shall be subject to review
upon ten (10) days' notice to the applicant.
Adopt the City of Meridian Fire Department's Recommendations as follows:
12.15 All fire codes will need to be met.
Adopt the Ada County Highway District's Recommendations as follows:
12.16 All future design plans and construction shall be in accordance
with the Ada County Highway District Policy Manual, ISPWC
Standards and approved supplements, Construction Services
procedures and all applicable ACRD Ordinances unless specifically
waived in writing by the District.
Adopt the Central District Health Department's Recommendations as follows:
12.17 Applicant shall obtain a daycare license through Central District
Health Department.
13. The proposed use within the subject application will be
harmonious with and in accordance with the Meridian Comprehensive Plan and the
City of Meridian Zoning and Development Ordinance.
14. The uses proposed within the subject application will be subject to

the conditions set forth in Finding of Fact No. 12 and will be designed, constructed,
operated and maintained to be harmonious and appropriate in appearance or intended
character of the general vicinity and that such uses will not change the intended
essential character of the same area.
15. The uses proposed within the subject application will not be
hazardous or disturbing to existing or future neighboring uses.
16. The uses proposed within the subject application will be served
adequately by central public facilities and services such as highways, streets, police and
fire protection, drainage structures, refuse disposal, water, and sewer.
17. The applicant has agreed to pay any additional sewer, water or
trash fees or charges, if any associated with the use.
18. The uses proposed within the subject application will not involve
uses, activities, processes, materials, equipment and conditions of operation that will be
detrimental to any persons, property or the general welfare by reason of eYCessive
production of traffic, noise, smoke, fumes, glare or odors.
19. The development will not result in the destruction, loss or damage
of natural or scenic feature of major importance relating to the property.
CONCLUSIONS OF LAW
Idaho Code § 67-6512 provides in part that:

(A) As part of a zoning ordinance the City Council may provide for the
processing of applications for special or conditional use permits;
and
(B) That a special use permit may be granted to an applicant if the
proposed use is otherwise prohibited by the terms of the zoning
ordinance, but may be allowed with conditions under specific
provisions of the zoning ordinance, subject to the ability of
political subdivisions, including school districts, to provide services
for the proposed use, and when it is not in conflict with the plan;
and
(C) That upon the granting of a special use permit, conditions may be
attached to a special use permit, including, but not limited to,
those:
1) Minimizing adverse impact on other development;
2) Controlling the sequence and timing of development;
3) Controlling the duration of development;
4) Assuring that development is maintained properly;
5) Designating the exact location and nature of development;
requiring the provision for on-site or off-site public facilities
or services; requiring more restrictive standards than those
generally required in an ordinance; requiring mitigation of
effects of the proposed development upon service delivery
by any political subdivision, including school districts,
providing services within the planning jurisdiction.
2. The City of Meridian has exercised its authority to provide for the
processing of applications for Conditional Use Permits by the enactment of Meridian
City Code § 11-17.

3. Idaho Code § 67-6504 provides that the City Council may exercise all of
the powers required and authorized by Chapter 65 of Title 67 Idaho Code which Act is
lcno~vn as the "Local Land Use Planning Act of 1975."
4. The City of Meridian has enacted the Comprehensive Plan City of
Meridian adopted December 21, 1993, Ordinance No. 629, January 4, 1994.

NOW, THEREFORE, BASED UPON THE ABOVE AND FOREGOING
FINDINGS OF FACT AND CONCLUSIONS OF LAW, the City Council does hereby
ORDER and this does Order that:
1. That the Applicant, Anna KuI<ay, owner of the property, is granted a
conditional use permit for a group day care home for 6-12 children, located at 2512 E.
Clarene Street, Meridian, Idaho. The requested conditional use is described in the
attached Exhibit "A" consisting of two pages, for the development of the
aforementioned projects and which property is described hereinbelow to-wit:
Lot 2 in Block 9 of DOVE MEADOWS SUBDIVISION NO. 2, Ada County,
Idaho.
Common address known as 2512 E. Clarene Street, Meridian, Idaho.
2. The applicant is granted a conditional use permit for and subject to the
following terms and conditions:

2.1 Applicant shall provide a minimum of one (1) off-street parking space per
employee of the day care and adequate off-street loadingf unloading areas
for children. As long as the garage is utilized, the 21-foot driveway shown
on the plan may accommodate this requirement. (See Section 11-13-2 of
the City of Meridian Zoning and Development Ordinance.)
2.2 No signage is permitted.
2.3 Sanitary sewer and water to this facility would be via existing service
lines. Plans for sewer and water service will be reviewed to see if the
additional load would justify additional assessments. Applicant shall
provide any information regarding the anticipated water demand.
Applicant shall be required to enter into an Assessment Agreement with
the City of Meridian prior to operation.
2.4 A Certificate of Occupancy is required for the daycare prior to operation.
2.5 Any outdoor trash areas shall be screened.
2.6 The Group Child Care Home shall not adversely impact surrounding
properties due to children's noise, traffic and other activities.
2.7 Applicant shall secure and maintain a child care license from the Idaho
State Department of Health and Welfare-Child Care Licensing Division.
Applicant shall provide a copy of the license to the City of Meridian prior
to beginning operation. Operator's license shall be on-site for City
inspection at all times.
2.8 Applicant shall ensure that immunization of all children is verified prior
to acceptance into program.
2.9 Applicant shall provide for screening of adjacent properties to protect
children from adverse impacts and to provide a buffer between properties.
2.10 Applicant shall provide for a solid fence of appropriate height/
construction (6-foot recommended), to enclose outside play areas.

2.11 A deck is shown on the site plan in the rear yard. This area should be well
maintained and free of any potential hazards to children.
2.12 If the Conditional Use Permit is approved, Applicant shall schedule an
appointment with the Meridian Fire Department for inspection prior to
operating. Operation of daycare without proper approvals will result in
revocation of conditional use permit.
2.13 Applicant must keep all outside play areas free of noxious weeds.
2.14 Violation of any of the above conditions shall be cause to revoke a zoning
certificate and certificate of occupancy for a Group Child Care Home.
The Conditional Use Permit shall be subject to review upon ten (10)
days' notice to the applicant.
2.15 All fire codes will need to be met.
2.16 All future design plans and construction shall be in accordance with the
Ada County Highway District Policy 1~lanual, ISPWC Standards and
approved supplements, Construction Services procedures and all
applicable ACHD Ordinances unless specifically waived in writing by the
District.
2.17 Applicant shall obtain a daycare license through Central District Health
Department.
3. That the City Attorney draft an Order Granting Conditional Use Permit
in accordance with this Decision, which shall be signed by the Mayor and City Cleric
and then a copy served by the Cleric upon the applicant, the Planning and Zoning
Department, Public Worlcs Department and City Attorney and any affected party
requested notice.

Meridian, pursuant to Idaho Code § 67-6521 an affected person being a person ~vho

This matter coming before the City Council on the 21 S` day of March, 2000,
for final action on conditional use permit application and the Council having received
and approving the recommendation of the Planning and Zoning Commission the
Council takes the following action:
1. That the Applicant, Anna I~ulcay, owner of the property, is granted a
conditional use permit for a group day care home for 6-12 children, located at 2512
E. Clarene Street, Meridian, Idaho. The requested conditional use is described in the

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meridian
and the Laws of the State of Idaho, that the Planning and Zoning Commission of the
City of Meridian will hold a public hearing at the Meridian City Hall, 33 East Idaho Street,
Meridian, Idaho at the hour of 7:00 p.m. on February 8, 2000 for the purpose of
reviewing and considering the application of the City of Meridian for a conditional use
permit for a daycare group for 6-12 kids by Anna Kukay, 2512 E. Clarene.
A more particular description of the above property is on file in the City Clerk's

DAYCARE GROUP WITH 6-12 KIDS/R-8 ZONE BY ANNA KUKAY-2512 E.

Borup: Brad. Oh, I'd like to open the public hearing on this item
Hawkins Clark: Commissioner's, Iwould request that our January 31 staff comments be
incorporated and that those basically present our standard comments for these in-home
daycare's for 6 to 12 children. The vicinity map is there. This subject property is right
on the corner lot here on Clarene and Hickory. This is the basic site layout provided.
There is off street parking for parents to leave their kids here on the driveway. There is
also some on-street parking available. Primary play area would be here in the
backyard. It is fenced. As I stated in the comments, Miss Kukay has been operating a
daycare for 5 kids or less since the summer, I believe, and they are to date have not
been any complaints given to the City about it. This is the photo of the house where will
be designated for play areas outside anyway. I think that is all I have.
Borup: Any questions from the Commissioner's? Is the applicant here and like to come
forward. Anything you'd like to add to staff report.
Kukay: No there is not. Anna Kukay, 2512 E. Clarene. I have an accessory use permit
now with a daycare for 5 and under children and 2 of my parents of the kids I watch are
pregnant, so I am needing soon, a larger permit. Any questions?
Norton: Miss Kukay, do you have a child care license from the Idaho State Department
of Health and Welfare.
Kukay: I do.
Norton: You have secured that.
Kukay: Yes. I am licensed right now for 6 and under children and I have to get a larger
license because the license and permits don't match. The accessory use permit is for 5
and under children and the license you get from the state is for 6 and under. They are a
little offset. So, right now my license is for 6 and under children.

Norton: And will you get a license from the state for over that before you begin.
Kukay: Yes I would. This is the first step. When I called to ask them about getting a
larger license, I have to have this approved first. Yes, I would.
Norton: Do you plan on hiring any help?
Kukay: No, I do not.
Norton: So, off street parking for help would not pertain. According to your application
you said you would post a sign on your property. Did you do that?
Kukay: Yes I did.
Norton: Thank you.
Barbeiro: In my reading the staff comments were that no signs could be posted.
Borup: She meant the notice of hearing sign is what Sally was referring to.
Barbeiro: Ok, thank you. Are you aware that the City of Meridian is now going through
a procedure to license with the City individuals and individual daycare operations.
Kukay: I have heard that they might be changing it similar to Boise's license like it is
like a number factor versus a number of children. I that what you are meaning. In
Boise you have a point system of like 12 points. Like an infant is worth 3 points and you
can have---
Barbeiro: Apart from the point system, there are a number of other items that they are
seeking to implement. Mr. Chairman, you may be aware of this where or the City Clerk
may be better aware of this then me. Part of it was that no more then 6 children per 1
individual was one of the recommendations Isaw. (Inaudible) that may come up and
since you said you had not planned on hiring anybody else, with the new
recommendation, you alone may not be able to care for more than 6 children at any one
time. Just a heads up to be aware of that. I would not expect that to come before the
council for about a year.
Borup: I think we need to handle that at a time it comes up and see whats--- Any other
questions? This is a public hearing. Anyone from the public like to testify on this
application. Seeing none, Commissioner's back to you.

Borup: I'd like to open the public hearing. Brad do we have a staff report.
Hawkins Clark: Mr. Chairman, Commissioner's there was a staff report prepared this
evening by Shari Stiles which should have been at your location on the desk and if the
applicant does not have one, we should be able to get that. This is the location here,
general vicinity for the clubhouse. The reason this is before you to night is this
application as you may recall, came through several months ago

Hawkins Clark: by the City Council that the temporary clubhouse, which is currently
located here, the site where they proposed a new clubhouse is here just to the south
below it. Here is Talamore Blvd., Black Cat is located over here further. There was a
time placed on the applicant by the City Council that this be dealt with-I believe it was
6 months and the letter before you states more clearly, but they are needing to amend
the conditional use permit because they did not meet the 6 month time frame
requirement. Since the City Council placed the condition not the Commission earlier, it
is probably something that the City Council will need to address specifically. Because
of the process of amending a conditional use permit that forces it to come before you.
So if you do have any other issues or conditions you certainly put those on at this time.
The only reason it is before you (inaudible) from the earlier conditional use permit is due
to the time frame-failure to meet that. The elevations are here, same as the previous
application for the new clubhouse. This is the temporary clubhouse photo here.
Forgive the sewer truck in front of it. That is all I have.

Applicant
1. The property is located at 3512 E. Clarene, Meridian, Idaho.
2. The owner of record of the subject property is Anna Kulcay of 2512 E.
Clarene.
3. Applicant is the owner of record.
4. The subject property is currently zoned Medium Density Residential
(R-8). The zoning district of R 8 is defined within the City of Meridian Zoning and
Development Ordinance, Section 11-7-2D.
5. The proposed application requests a conditional use permit for a group
day care for 6-12 children. The R-8 zoning designation within the City of Meridian
Zoning and Development Ordinance requires a conditional use permit be obtained
for most uses including those requested by the Applicant. (Meridian City Zoning and
Development Ordinance, Section 11-8-1).
6. The Meridian Planning and Zoning Commission recognizes that the

proposed application is in compliance with the Meridian Comprehensive Plan.
7. The use proposed within the subject application will in fact, constitute a
conditional use as determined by City Policy.
RECOMMENDATION
The Meridian Planning and Zoning Commission hereby recommends to the
City Council of the City of Meridian that they approve the conditional use permit as
requested by the applicant, subject to the following:
Adopt the Recommendations of the Planning and Zoning Department as
follows:
1.1 Applicant shall provide a minimum of one (I) off-street parking space
per employee of the day care and adequate off-street loading/unloading
areas for children. As long as the garage is utilized, the 21-foot driveway
shown on the plan may accommodate this requirement. (See Section 11-
13-2 of the City of Meridian Zoning and Development Ordinance.)
1.2 No signage is permitted.
i .3 Sanitary sewer and water to this facility would be via existing service
lines. Plans for sewer and water service will be reviewed to see if the
additional load would justify additional assessments. Please provide any
information that you may have with regard to your anticipated water
demand. Applicant will be required to enter into an Assessment
Agreement with the City of Meridian prior to operation.
1.4 A Certificate of Occupancy is required for the daycare prior to
operation.
1.5 Any outdoor trash areas shall be screened.
1.6 The Group Child Care Home shall not adversely impact surrounding
properties due to children's noise, traffic and other activities.

1.7 Applicant shall secure and maintain a child care license from the Idaho
State Department of Health and Welfare-Child Care Licensing Division.
Provide copy of license to the City of Meridian prior to beginning
operation. Operator's license shall be on-site for City inspection at all
times.
1.8 Applicant shall ensure that immunization of all children is verified prior
to acceptance into program.
1.9 Applicant shall provide for screening of adjacent properties to protect
children from adverse impacts and to provide a buffer between
properties.
1.10 Applicant shall provide for a solid fence of appropriate height/
construction (6-foot recommended), to enclose outside play areas.
1.11 A deck is shown on the site plan in the rear yard. This area should be
well maintained and free of any potential hazards to children.
1.12 If the Conditional Use Permit is approved, Applicant is to schedule an
appointment with the Meridian Fire Department for inspection prior to
operating. Operation of daycare without proper approvals will result in
revocation of conditional use permit.
1.13 Applicant must keep all outside play areas free of noxious weeds.
1.14 Violation of any of the above conditions shall be cause to revoke a
zoning certificate and certificate of occupancy for a Group Child Care
Home. The Conditional Use Permit shall be subject to review upon ten
(10) days' notice to the applicant.

NOTICE OF HEARING
NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meridian
and the Laws of the State of Idaho, that the City Council of the City of Meridian will hold
a public hearing at the Meridian City Hall, 33 East Idaho Street, Meridian, Idaho, at the
hour of 7:30 p.m. on March 7, 2000, for the purpose of reviewing and considering the
application of Anna Kukay for a conditional use permit for a daycare group with 6-12
chilidren in an R-8 zone generally located at 2512 E. Clarene.
A more particular description of the above property is on file in the City Clerk's
office at Meridian City Hall, 33 East Idaho Street, and is available for inspection during
regular business hours.
A copy of the application is available upon request. Any and all interested
persons shall be heard at said public hearing and the public is welcome and invited to
submit testimony.

We have reviewed this submittal and offer the following comments as conditions of the
application. These conditions shall be considered in full, unless expressly modified or
deleted by motion of the Meridian City Council:
APPLICATION SUMMARY & BACKGROUND
In July 1999, the Applicant was issued an Accessory Use Permit to operate a Family Day Care (5
children or fewer) at the same address in the Dove Meadows Subdivision. In order to increase the
allowable number of children at her day care, she is now applying for a Group Child Care Home.
No complaints were received when public notice was given for the Family Day Care and none
have been received by the P&Z Department since Anna Kukay's day care began operation. On
October 19, 1999, the City approved a Group Child Care Home for Kathy Purcell on this same
street (Clarene), approximately 600 feet to the west. There are no City ordinances that place any
type of limit on the number of day cares in a subdivision or block.
SITE SPECIFIC REQUIREMENTS
1. Applicant shall provide a minimum of one (1) off-street parking space per employee of
the day care and adequate off-street loading/unloading areas for children. As long as the
garage is utilized, the 21-foot driveway shown on the plan may accommodate this
requirement. (See Section 11-13-2 of the City of Meridian Zoning and Development
Ordinance.)
2. No signage is permitted.
3. Sanitary sewer and water to this facility would be via existing service lines. Plans for
sewer and water service will be reviewed to see if the additional load would justify
additional assessments. Please provide any information that you may have with regard to
your anticipated water demand. Applicant will be required to enter into an Assessment
Agreement with the City of Meridian prior to operation.

4. A Certificate of Occupancy is required for the daycare prior to operation.
5. Any outdoor trash areas shall be screened.
6. The Group Child Care Home shall not adversely impact surrounding properties due to
children's noise, traffic and other activities.
7. Applicant shall secure and maintain a child care license from the Idaho State Department
of Health and Welfare-Child Care Licensing Division. Provide copy of license to the
City of Meridian prior to beginning operation. Operator's license shall be on-site for City
inspection at all times.
8. Applicant shall ensure that immunization of all children is verified prior to acceptance
into program.
9. Applicant shall provide for screening of adjacent properties to protect children from
adverse impacts and to provide a buffer between properties.
10. Applicant shall provide for a solid fence of appropriate height/construction (6-foot
recommended), to enclose outside play areas.
11. A deck is shown on the site plan in the rear yard. This area should be well maintained and
free of any potential hazards to children.
12. If the Conditional Use Permit is approved, Applicant is to schedule an appointment with
the Meridian Fire Department for inspection prior to operating. Operation of daycare
without proper approvals will result in revocation of conditional use permit.
13. Applicant must keep all outside play areas free of noxious weeds.
14. Violation of any of the above conditions shall be cause to revoke a zoning certificate and
certificate of occupancy for a Group Child Care Home. The Conditional Use Permit shall
be subject to review upon ten (10) days' notice to the applicant.

The Ada County Highway District (ACRD) staff has received and reviewed the application and site
plan for the item referenced above. The ACRD Commission will not hear this item unless the site
plan is changed in such a manner as to require Commission review.
However, ACRD receives many calls from neighbors of day care center concerning the volume of
traffic and the number of parked vehicles near existing day care centers. Each parent typically
makes two round trips per day (i.e. four one-way trips). The Institute of Transportation Engineers
(ITE) data show that a typical day cares created 4.65 vehicle trips per day per student. The
proposed 12-student facility can be expected to generate 56 total vehicle trips per day.
All future design plans and construction shall be in accordance with the Ada County Highway
District Policy Manual, ISPWC Standards and approved supplements, Construction Services
procedures and all applicable ACRD Ordinances unless specifically waived in writing by the District.
