A neighborhood meeting was held at Coffee Studio, located across the street from the proposed project on Monday, October 1, 2012, at 6 p.m. There were approximately twenty (20) people in attendance at the meeting. In addition, a separate meeting was held with four (4) members of the Board for the Friendship Celebration church on Tuesday, September 11, 2012. Finally, a meeting was held at the request of a resident of Castlebury on Wednesday, October 10, 2012. Two (2) neighbors attended that meeting. ANNEXATION / ZONING The property is currently zoned RUT (County). Citadel Self Storage proposes annexation into Meridian City with a zone of "C -C." The Meridian City Comprehensive Plan designates this area as "Mixed Use Community (MU -C)" and includes a designation of "Neighborhood Center (NC)" on the Future Land Use Map. In the City of Meridian's Comprehensive Plan and Future Land Use Designations, the following zones are designated as appropriate: "TN -R, TN -C, C -C, L -O, R-15 and R-40." Uses appropriate for Mixed Use Community include: "Personal and professional offices, schools, parks, residential above retail or office, higher density residential dwellings, community grocer, clothing stores, garden centers, hardware Citadel Self Storage— Narrative and Summary of Applications Page 2 stores, restaurants, banks, drive-thru facilities, auto service station, retail shops, and other appropriate community -serving uses." A "C -C" zone for Citadel Self Storage is an appropriate zone that is compatible with adjoining uses. Further, the proposed use will provide a needed community -service. In addition, Meridian City has already designated the property to the east of Citadel Self Storage, at the northeast corner of N. Saguaro Hills and Everest, as "C -C." Meridian Comprehensive Plan — Land Use Map CONDITIONAL USE PERMIT Citadel Self Storage is requesting a conditional use for a "Storage Facility— Self Storage." Under the proposed "C -C" zone, a conditional use permit is required. The specific use standards as found in Meridian City UDC Section 11-4-3-34 "Storage Facility, Self -Service" will apply to the project. Citadel Self Storage will have the following characteristics: • Enclosed Storage Square Feet: 81,287 s.f. • Office: 605 s.f. Units will vary in size from 5' x 10' up to 10'x 30'. There will not be any open / covered parking for recreational vehicles. All onsite storage will be enclosed behind doors. Everest to Hightower): 20' • South Boundary (Hightower): 10' Citadel Self Storage — Narrative and Summary of Applications Page 3 Citadel Storage will construct a masonry wall along Chinden Boulevard (approximately 10 feet in height and up to 12 feet with the upper parapet) and N. Saguaro Hills Way (approximately 10 feet in height and up to 11'4" to the lower parapet). The rest of the project will be enclosed by the metal walls of the buildings (approximately 9 feet in height). Saguaro Hills, where a curb cut exists directly across from E. Everest Street. An emergency -only access is proposed on Chinden Boulevard in the northwest corner of the project. All vehicles or customers will enter by way of a key -code activated gate. An office will be located at the entrance, and will be open during daytime hours. Proposed daily hours of operation are: • Office: 8 a.m. to 6 p.m. (everyday) • Self -Storage: 6 a.m. to 11 p.m. (everyday) VARIANCE A variance is needed to address development along Federal and State Highways (UDC 11-3H). Specifically, a variance is needed to allow for an emergency -only access on Chinden Boulevard. Currently, an access on Chinden Boulevard exists that was used by the previous property owner with their landscape business. That access will be removed with this development, and the primary access to Citadel Self Storage will be from N. Saguaro Hill Way. However, according to UDC 11-4-3-34-1 "Storage Facility, Self -Storage" states, "The facility shall have a second means of access for emergency purposes." In discussing emergency access with Meridian City Fire, the optimal location for this emergency -only access is in the northwest corner of the site on Chinden Boulevard. The following findings are needed in order to grant a variance for the emergency -only access: 1. The variance shall not grant a right or special privilege that is not otherwise allowed in the district. Response: The primary access into Citadel Self Storage will not be on Chinden Boulevard. It will be from N. Saguaro Hills Way. Emergency -only access is needed from Chinden Boulevard to provide access for emergency responders. 2. The variance relieves an undue hardship because of characteristics of the site. Response: Citadel Self Storage does not have any other physical location, except for Chinden Boulevard, where an emergency -only access can be granted. • The west boundary is Friendship Celebration Church, and no emergency access is available. The south boundary is Hightower Subdivision with platted lots, and no emergency access is available. The east boundary is a large common lot and drainage area, and no emergency access is available. 3. The variance shall not be detrimental to the public health, safety, and welfare. Response: This emergency -only access is for the benefit of public health, safety and welfare. Customers of Citadel Self Storage will be required to access from N. Saguaro Hills Way. The public will benefit from the emergency -only access on Chinden Boulevard. The City typically requires one parking space per 500 square feet of gross floor area. Citadel Self Storage has approximately 81,287 s.f. of storage space and a 605 s.f. office. If applied, this would require 162 parking spaces for the self -storage units. Citadel Self Storage is requesting that only parking be required for the 605 s.f. office, which would require two (2) parking spaces.
