RE: Justification Letter for Locust Grove Water Reservoir #2 — Annexation & Zoning,
Conditional Use Permit
Dear Mayor and Council,
As representative for Meridian City Public Works Department, please accept this application for
Annexation and Zoning, together with Conditional Use Permit approval on a 4.0 acre parcel of
land located on the east side of S. Locust Grove Road, south of Victory Road in Unincorporated
Ada County. The application is for the approval of the Locust Grove Water Reservoir #2. The
property is currently owned by the City of Meridian. The requested zoning designation for the
annexed property will be R-4 (Medium Low Density Residential District). The Conditional Use
Permit is for a Public Infrastructure use, and will allow the construction and operation of the
water reservoir facility within the requested zoning district.
This letter is included with the enclosed Commission and Council Review application, together
with various exhibits, and has been submitted in accordance with the requirements of the
Meridian City Unified Development Code.
The annexation request includes the rezoning of the property to an R-4 zoning district that is
consistent with the Meridian Comprehensive Plan Future Land Use Map. The future land use
designation for the property is Medium Density Residential. Within the residential zone, Public
Infrastructure is listed as an allowed use through the conditional use permit process. Regarding
public services, the Comprehensive Plan recognizes that, although the City plans new wells and
reservoirs, the specific locations to those facilities are largely dictated by growth patterns.
Chapter 6 of the Comprehensive Plan recognizes the goals and objectives of ensuring that
adequate public services are provided for existing and future residents and businesses. This
includes the planning and expansion of services and the implementation of the City's Pathway
Master Plan to provide bike and pathways system between neighborhoods, local collectors and
community designations.
Public Infrastructure is defined in the Meridian Unified Development Code as the use of a site
for a public infrastructure including, but not limited to: a) power substation, electric substation,
grid switching site, electric transmission line; b) water reservoir; and c) municipal wastewater
and treatment facility. The Conditional Use Permit will allow the subject property the ability to
be developed with an above ground water reservoir and accessory equipment storage building.
The circular reservoir tank is 20 feet in height at its peak from grade level, 145 feet in diameter
and is designed with a 2 million gallon storage capacity. Ingress to the facility will be from South
Locust Grove Road, a minor arterial roadway, and will be a paved access driveway into the
facility. A structure of approximately 3,360 square feet will house a series of pumps, fans and
equipment necessary for the operation of the reservoir. A back-up, emergency generator will be
located between the structure and the reservoir. This generator will be run an average of 15
minutes per week as part of its maintenance program, and would be available if power was lost
to the facility. The property will be fully landscaped along its boundaries and internally to
provide visual buffering and consistency with surrounding land uses. The facility will be
enclosed with a 6 foot high wrought iron fence for security purposes. The land use has been
submitted in compliance with Section 11-4-3-31 of the Meridian Unified Development Code,
Specific Use Standards for Public Utility, Major; and Public Infrastructure. Any accessory uses,
fuel and hazardous materials storage, outside storage and driveway surfacing will meet these
standards.
The applicant has been working diligently with the surrounding neighbors, including members of
the Tuscany Homeowners Association regarding the site location of the reservoir, equipment
structure, placement of landscaping berms, trees and scrubs, and fencing in an effort to provide
maximum buffering between residents and the facility. The results of the many meetings
between the two groups are reflected on the landscape plan that has been submitted for review
and consideration. The existing and proposed landscaping will assist in making the two uses
compatible with one another. The landscape plan and site plan also indicate site constraints
associated with floodway and wetlands along the Ten Mile Creek, in addition to the location of a
pathway per the City Master Pathway Plan. A great deal of time has been taken to include the
neighbors in the planning process for this facility and will continue, as the applicant has
addressed noise, visual buffers, reservoir appearance and safety/security as they relate to the
surrounding area.

Dear Neighbors;
Please accept this invitation to attend a neighborhood meeting to review a request from the Public Works
Department of the City of Meridian to annex and zone a parcel of land, as well as to receive a conditional use
permit, for a new above ground municipal water storage tank. This is the next step in the process that has been
occurring since October of 2010 and has included five open meetings with homeowners in the area. The
neighborhood meeting will be held at 6:00 p.m. on Thursday, August 16, 2012 at Meridian City Hall for those
interested in learning more about this project.
The property being requested for annexation is located on the east side of Locust Grove Road, just south of
Victory Road (see map below for location). Representatives will be present to provide property owners with
information on the project prior to formal application to the City of Meridian. Additional information on the
proposed facility can be found on the City's of Meridian's website at www.meridiancitv.orv-/wateffeservoir.
Please note that this is not a public hearing, and City Council members will not be present. The purpose of this
meeting is to provide property owners the opportunity to review the proposed application and comment prior
to formal submittal of an application to the City. A public hearing will be noticed to the neighboring property
owners by the City at a future date.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
