Memo by Planning 11/1November 1, 2012 MEMORANDUM TO: Planning and Zoning Commission FROM: Bill Parsons, Associate City Planner RE: Isola Creek Subdivision Dear Commission, Staff is requesting Commission action on the following items for Isola Creek Subdivision: 1) Modify DA provision #2 and condition 1.2.3 to read pool facility instead of clubhouse; 2) Modify Parks Department DA provisions as follows: • Concurrent with recording the final plat for the phase of the development that includes any portion of Lots 13, 14 and 15 in Block 5 as shown on the preliminary plat, Developer has agreed to donate and convey Lot 12, Block 5 as shown on the preliminary plat to the City for use as a Neighborhood Park. A portion of the donated parcel has been used in the calculation of the 10 percent open space UDC requirements of the development. • Prior to conveyance of the neighborhood park lot, Developer will coordinate with Parks Department staff to develop a set of park design and construction plans. Developer and the City will each be responsible for 50% of the costs of plan preparation. Since the City is paying for the park improvements, the City also has the final say in the amenities to be included in the park. • The Developer reserves the right to install Ada County Highway District storm drainage facilities on or across the Park Lot. The Developer shall coordinate the storm drainage design with the Parks Department staff. The design shall include subsurface facilities and not compromise the functionality or aesthetics of the Park. Omit DA provisions 5, 6, 7, 8, 9, 11, and 12. 3) Condition 1.2.1 modify to read: The applicant shall construct the pathway along Five Mile Creek per the City specifications and coordinate with the Parks Department. Page 2 Additionally, the applicant shall construct a 10-foot-wide pathway along the east boundary of the future park and within Lot 11, Block 5, to provide connectivity to the Bridgetower Subdivision. 4) Condition 1.2.Somit condition. 5) Condition 1.3.10 modify condition to read 30-foot wide landscape buffer instead of 40 feet. 6) Condition 2.6 modify to read unless waived by Council.
