The drive-through establishment was approved with CUP -12-007. The site is located at 3339 E. Ustick Road. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist". Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. The applicant shall install new water and sewer nudw and have the- mm%4f orded and approved by'Public Works prior to obtaining MW oocupary of fire uilding. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 4. The site/landscape plan prepared by Breckon Land Design, dated 8/01/12, labeled Sheet L1.1, is approved (stamped "approved" on 9/20/12 by the City of Meridian Planning Department) with the following comments: Conditions Document ICCU CZC-12-067; DES -12-042 • All existing landscaping adjacent to the'00nft n zone, must . Ae construction on the site. 5. The elevations prepared by LCA Architects, labeled Sheets A200 and A201, are approved (stamped "approved" on 8/20/12 by the City of Meridian Planning Department) with no changes. 6. The approved site/landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Department 7. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 8. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 9. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -03-013; PP -06-002; FP -07-020, CUP -12-007 and DA # 108080951). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3. 7. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the proposed drive-through establishment as set forth in UDC 11-4-3-11. 8. The applicant shall comply with the self-service uses in accord with UDC 11-3A-16. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before October 5, 2012, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11- 5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. Conditions Document 2 ICCU CZC-12-067; DES -12-042 EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure - shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Ustick Road. The property is currently a 1.30 acre vacant lot in the Marketplace Subdivision, zoned C -G, a general retail and service commercial district. It is located east of the Eagle Road and Ustick Road Intersection. The proposed use is an approximately 5,300 square foot credit union with four drive-thru lanes and one escape lane. The credit union will serve an anticipated 4,000 customers. The hours of operation for the branch, including three of the drive-thru lanes, will be 8:30am — 6:00pm, Monday through Friday and 9:00am — 3:00pm on Saturdays. The fourth drive-thru lane, which will have an ATM and night deposit box, will operate 24/7. However, most of the activity at the branch will be during normal business hours. A credit union will add a valuable service to the core business area of the community. The overall plan will accommodate both vehicles and pedestrians with the convenience of drive-thru lanes and a connection to the existing pedestrian path along Ustick Road. The architectural character of the design will compliment the adjacent properties. The varying building facades and roof lines are utilized to further compliment the adjacent businesses. HVAC equipment will be rooftop mounted and screened by the parapet walls. Ground mounted equipment will be located and screened appropriately as the design develops. Care was taken in the design of the credit union to be compatible with the Meridian Design Manual and the city's design concept narrative for the Gateway Marketplace and will be a welcomed addition to the City of Meridian. The building design incorporates exterior walls clad in earth -toned brick veneer and dark green metal composite panel accents with a blend of dark grey ribbed panels in a zinc finish. The credit union will serve under typical bank operations. The branch will be visited by vehicular customers regularly, but not by a volume that would produce noticeable traffic or noise for the commercial district The credit union will use the existing vehicular ingress/egress from Ustick Road or Eagle Road, into the Marketplace Subdivision. No new approaches from the public thoroughfares will be created. The drive-through is situated on the site to allow for the optimum traffic circulation and maximize parking for the client. The site arrangement compliments and enlarges the 35 foot landscape buffer south of Ustick Road and functions with the proposed parking arrangement for the retail center at the south property line. A multitude of site design concepts were analyzed by the design team and client for drive-through lanes to be located on the east, west or south sides of building footprints. None of the previous concepts solved the problem for site circulation and parking to the degree of the final solution.
