Franklin Rd Meridian, Idaho Dear Sonya: As we have been discussing over the past few months, my client, GGR LLC, would like to divide an existing commercial lot into three smaller lots through the City's short plat process. It appears that our proposed development comply with all the conditions required for short platting outlined in the Unified Development Code (UDC). As shown on the enclosed documents, Lot 4, Block 1 of Sparrowhawk Subdivision No. 2 is currently an empty lot that has sat vacant for several years since it was platted. Our proposed short plat known as "Whitehawk Subdivision" would divide 2.11 acre property into three lots ranging in size from 0.63 to 0.74 acres. Each of the proposed lots will have access back to E. Franklin Rd through the existing driveways that currently serve this parcel. As part of the civil engineering plans for Camp Bow Wow, we have also prepared plans to show how each of the lots will be provided with water, sewer and irrigation services as part of development. It is anticipated that these services would be constructed as part of the construction of Camp Bow Wow. GGR currently has plans to develop the westernmost lot (Lot 1, Block 1) into a new commercial site for Camp Bow Wow. The City processed the Certificate of Zoning Compliance (CZC-12-055) and Design Review Application (DES-12-035) just about a month ago. Camp Bow Wow is a nationally known dog boarding facility which is expanding to Meridian to serve the residents of the community and will also provide an additional tax base and jobs. The remaining two lots will be available for future development as demands dictate. To the best of our knowledge, the proposed plat /project comply with the known applicable requirements and provisions of the UDC. To the best of our knowledge we have also prepared the proposed engineering plans and survey in a manner consistent with that degree of skill and care ordinarily exercised by other practicing design professionals performing similar services in the same locality, at the same site and under the same or similar circumstances and conditions. According to what NMID found, there is not an irrigation pump station that supplies irrigation water to the development. City water is delivered to the existing pressure irrigation system from existing City water meters. NMID only maintains the connection and the associated backflow devices, they do not maintain the distribution mains /lines that are on the property. Since the property is already included in Sparrowhawk, we are not extending the system and so the property we are replatting is already assessed as part of the irrigation system. Additional landscaping created as part of individual buildings may need to coordinated with the City. Therefore when we submit the plat and building plans for review, the City would notify NMID, but Greg stated they would not review or comment on the irrigation system. Therefore it looks like the work we do on platting and developing the Camp Bow building will not need NMID approval and the lines and connects would be treated as a private type system.
