Dear Sonya,.
We respectfully submit this application for review by the City of Meridian Planning Division. We are
requesting annexation, rezone and conditional use approval fora 1.22 acre site, located at 2420 N Eagle
Rd that is currently zoned RUT and is part of the Ada County planning area. This property lies within the
City of Meridian comprehensive planning boundary and is designated as MU-RG. The site currently
contains an existing home and an accessory structure that will be removed upon approval of these
applications.
The site is adjacent to a vacant lot to the north (RUT), multi-family residential to the east (R-40),
CenterCal property to the south (C-G), and office to the west (L-O). This application identifies phase 1
development of a 5000 square foot multi-tenant retail building with 2 options for phase 2. These options
include possible implementation of +/- 5000 square feet of additional multi-tenant retail space or a pad
site for a drive thru restaurant facility. In order to maintain flexibility in project build-out, we are
requesting that both options be approved to allow for tenant driven leasing flexibility moving forward. It
is understood that if the drive thru facility becomes the chosen direction for development, the owner
will be required to submit an application for a short plat and CZC, and will have elevations for the drive
thru approved once a user is defined.
Either of these new designs will be a significant improvement to the current property and will fit in well
with surrounding uses. Both designs meet current setback and landscape buffer requirements with
exception of the eastern boundary. In this location, adjacent to the multi-family residential, we are
proposing a 15' buffer in lieu of 25' buffer typically required adjacent to residential development. We
are requesting this reduction for the following reasons:
1. The apartment project. adjacent to the east property line has provided a 5' buffer with a
6' fence. Actual construction which. exists immediately adjacent to the property line. is
parking lot and detached garages rather than actual dwelling units. With a total
separation of 20', a 6' fence, and landscaping on both sides of the fence, we feel that
this buffer is adequate adjacent to a parking facility.
2. The existing River Valley Street improvements that were approved and implemented
per ACHD include a predetermined access point/curb return into the property. This
location is based on intersection setback requirements from Eagle Rd. This curb return
is Jocated 15' off the east property line, thereby defining the entry road location and
buffer width.

Each design concept meets all requirements for parking as well as dimensional standards and screening
requirements for drive thru and escape lanes. New curb, gutter and sidewalk will be implemented
within the parking facilities as well as 10' wide pathways along both street frontages. Storm water shall
be maintained on site per state and local codes.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-SA-SD, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-SA-5.
