The purpose of this application is to modify a street to eliminate a vehicular crossing of the Settlers' Canal. The concrete bridge is no longer economically feasible based on the estimated value of the lots. Project History: The property was annexed under Ordinance No. OS-006, which was recorded as Instrument No. 105067163. The applicant entered into a Development Agreement, recorded as Instrument No. 106111627. The original preliminary plat was approved on April 19, 2005. An 18-month administrative time extension was approved on May 2, 2006, which was valid until October 19, 2007. The first final plat (Zebulon Heights Subdivision No. 2) was signed by the Meridian City Engineer on September 27, 2007. Zebulon Heights Subdivision No. 3 was signed by the Meridian City Engineer on August 17, 2011. Zebulon Heights Subdivision No. 4 was signed by the Meridian City Engineer on March 7, 2012. Zebulon Heights Subdivision No. 5 is in the office of the Meridian City Engineer and should be recorded in August of 2012. Site Plan: This new preliminary plat is being submitted because of design changes to the original proposal. This preliminary plat contains 40 buildable lots that are currently serviceable with sewer and water. Pressurized irrigation will be provided by an extension of the existing Alpine Pointe system, which is owned and operated by the homeowners' association. Storm water will be accommodated on site through the use of underground seepage beds. The plat complies with the Unified Development Code including the dimensional standards, landscaping and design in the R-4 zone. No waivers or variances are required or requested with this application. The modified area is currently vacant. Zebulon Heights Subdivisions Nos. 4 and 5 are west of the site; to the east is Madison Park Subdivision in Boise; to the south are Zebulon Heights Subdivisions Nos. 2 and 4, and to the north is the First Baptist Church of Ustick. The gross density of the preliminary plat is 2.68 dwelling units per acre, with a net density of 3.27 dwelling units per acre. The minimum property size is 8,136 square feet, with the average lot size being 11,388 square feet. Open space comprises 1.77 acres, or 11.8 percent of this phase. The proposed sidewalks for E. Rochester Court and N. Goldbrook Place will be attached; all walks south of the Settlers' Canal will be detached with aneight-foot-wide landscape strip. The street design includes extensions of existing streets within previous phases of Zebulon Heights. The area of the project located north of the Settlers' Canal will take access from the existing stub street, W. Rochester Drive, in Madison Park Subdivision. Connection between the lots north of the canal will be via a pedestrian bridge, providing the necessary interconnectivity. The residents will have pedestrian access to all amenities within Zebulon Heights. As designed, the site has excellent internal circulation and access to the public road system, which has adequate capacity to accommodate the trips generated by this development. Aikens St., Suite S Eagle, ID 83616 ~/ ~ ~ On November 14~` four stone drain test holes were excavated on the future phase portion of the Zebulon Heights Subdivision project west of Eagle Road and south of McMillan Road. The legal description is the V~lf2 of the NElf4 of Section 32, T.4N., R.IE. The pits were excavated to 15 feet at the locations indicated by Kathy and PVC pipes were installed to facilitate monitoring of water tables. A map is inchzded showing the E'iPS locations of the test holes on a photo base. All of the test holes were quite similaz with silt loam and silty clay loam textures over extremely gravelly sand that extends from about 6 feet to beyond a depth of 15 feet. A hardpan was encountered at a depth of about 3 feet in the two profiles at the south end of the property. The two profiles at the north end lacked a hazdpan, but had compacted gravelly sandy clay loam layers at about the same depth. No impermeable layers aze present in any profiles. No evidence of wetness or free water was observed in any profiles. 1 will take baseline readings of all four test holes in mid-winter then monitor all on a bi-weekly basis throughout the 2004 irrigation season. The profiles look dry and 1 would not expect to see groundwater above a depth of 15 feet in any of the test holes. The monitoring will verify presence or absence of groundwater. Aikens St., Suite B Eagle, ID 83616 RE: Final groundwater monitoring for Zebulon Heights Subdivision Groundwater measurements have been completed on four test holes on the Zebulon Heights Subdivision west of Eagle Road and south. of McMillan Road. A table is attached which shows the recorded readings in depth below ground level at each location for the entire season. Also included is a map on a photo base with the GPS locations of each test hole shown. Three of the monitor wells (TH4-03, THS-03 and TH7-03) have remained dry to the bottom depth of the excavation at each reading. Site TH6-03 had a maximum reading of 108 inches below ground level on May 12t". The level then dropped at a fairly even rate to the maximum of 156 inches below ground level on the f nal reading today. This hole is located within about 50 feet of an irrigation lateral which has some impact on levels at this location. Placing the lateral into a conduit should lower groundwater levels at this test hole. The degree of impact can not be known for sure, but I would expect a drop of 2 to 4 feet. Moving south 100 or 200 feet from the TH6-03 location would likely result in no groundwater within 15 feet as was observed in the other test holes.
