Broadway Avenue Meridian, ID 83642 RE: Justification Letter for Linder Church of Christ -Annexation and Zoning of W. Ustick Road Property Dear Mayor and Council, As representative for Linder Church of Christ, please accept this application for annexation and rezone of a Lt.82 acre parcel of land that the applicant has optioned on the south side of W. Ustick Road, west of Black Cat Road in Unincorporated Ada County. The requested zoning designation for the annexed property will be a combination of C-C (Community Commercial) and R-8 (Medium Density Residential). This property is currently a bank owned property on the fringe of the Meridian City Limits. The Meridian City Comprehensive Plan has the future land designation for the parcel as Mixed Use Community (MU-C). According to City staff, the property is at the edge of the City's sewer service area, and sewer service to develop the entire property as mixed use will not occur until a new sewer trunk line is installed from the west and into this property. The timing of the new sewer is unknown at this time, with estimates indicating as much as ten years! After working with the Meridian Public Works Department, it has been discussed that a private, pressure sewer line would be allowable to serve the church building only. This is due to the fact that a church facility would have a low impact on the existing sewer system that is available to the immediate east of the property. All other planned uses, however, would wait until the new sewer system was in place. The applicant would be comfortable in addressing the current and future land uses through conditions within a Development Agreement with the City. The enclosed annexation application has been submitted in accordance with the requirements of the Meridian City Unified Development Code.. The conceptual site development plan has also- " been designed to be in compliance with the intent of the Code and Meridian Comprehensive Plan. Components of the MU-C designation have been incorporated into this plan, including a mixture of three land uses (church, office/commercial, and residential). A small portion of single-family residential has been conceptually proposed on the southern portion of the property to provide transition to the existing single-family residential and stub street that is adjacent to the east of the property. This area, containing approximately 4.43 acres, would be included in the R-8 zoning designation that is requested. The remaining 17.35 acres has a C-C zoning • • designation included in the request. This would allow for office, retail and commercial uses, as well as an area for multi-family residential. With the understanding that the details of the future commercial and residential uses that have been designated on the plan are unknown at this time, and because the church facility is the principal land use that is immediately desired by the applicant, the conceptual plan includes additional detail on the church. This includes locations for landscaping buffers, parking and future expansion areas of facility. ACRD has been consulted regarding improvements on Ustick Road, and these requirements have been anticipated on the plan. Through the Design Review process, specific details will be presented to the City for the facility, once the land use decision is completed.
