Isola Creek Subdivision
Annexation and Zoning/Preliminary Plat
Written Narrative
Coleman Homes LLC hereby applies for annexation and zoning to R-4 (Medium Low-Density
Residential) with a preliminary plat for 168 single-family residential units and 18 common lots on
74.60 acres. The property is located north of Ustick Road and east of Ten Mile Road. The pazcel is
currently zoned RUT (Rural Urban Transition) and is in agricultural production. The property's
north, east and a portion of the south boundaries are adjacent to Bridgetower Subdivision. The
subject parcel's south boundary abuts the Five Mile Drain and Creason Lateral.
The proposed development utilizes a street design similar to that in Bridgetower Subdivision, with
different residential neighborhoods feeding traffic to a primary collector which intersects with Ten
Mile Road. The collector is oriented in the center of the development with detached walks,
parkways and landscape islands. As designed, the site has excellent internal circulation and access
to the public road system. A traffic analysis was prepared in compliance with the policy manual of
Ada County Highway District. The study determined there is adequate capacity to accommodate
the trips generated by this development. The only improvement required to the existing roadway
system is a turn lane at the collector entrance on Ten Mile Road. A copy of the study has been
transmitted to ACHD for their review and comment.
The project will have single-family lots ranging from 8,900 squaze feet to 22,000 squaze feet with
an average size of 12,236 square feet. The proposed gross density of the project is 2.25 dwelling
units per acre, with a net density of 2.73 dwelling units per acre. The total open space proposed is
14.38 acres, or 19.27% of the total site. The open space includes 5.48 acres of private space and 8.9
acres of public space. The private open space includes a central swimming pool facility, tot lot,
detached walks and micro-paths. The public space includes a City of Meridian neighborhood pazk,
parking area and pathways. The conceptual pazk plan shown on the preliminary plat and landscape
plan has not been approved by the Meridian Parks Department and is subject to change. It is the
intent of the applicant to meet with Parks to work on a formal pazk agreement and impact fee
reimbursement. A 14-foot-wide multi-use pathway is proposed along Five Mile Creek in
accordance with the Meridian Pazks Pathway Plan. This path will connect the proposed paved path
in Bridgetower to Ten Mile Road and through the new neighborhood pazk.
The development is currently serviceable with central sewer and water. The existing White
Drain sewer trunk is located at the proposed collector entrance in Ten Mile Road. An existing
12-inch water main is located along the subject property's Ten Mile Road frontage. The project
will make connections to the existing 8-inch water mains in the two existing Bridgetower
Subdivision stub streets. The development will have a redundant source of domestic water as
required by Meridian Public Works. A pressurized irrigation system will be constructed utilizing
water from Nampa-Meridian Irrigation District. The Creason Lateral will be the primazy source
of irrigation water, with the Five Mile Drain as a secondary source. It is the intent of the
applicant to deed ownership of the pressure irrigation system to Nampa-Meridian Irrigation
District for maintenance and ownership. Storm water will be accommodated on site through the
use of underground seepage beds or detention ponds, with overflow of the predevelopment flow
to the Five Mile Drain.
The preliminary plat complies with the Unified Development Code for dimensional standards,
landscaping and design in the R-4 zone, and no waivers or variances are required or requested.
This project will blend in well with the Bridgetower development and has been designed to be
compatible in lot sizes and density. Coleman Homes plans to construct their Woodland,
Countryside and Maybeck Collections of homes. Differing architectural styles will be utilized,
including American, Craftsman, Cottage, Prairie and Pacific Northwest. Homes sizes are
anticipated to range from 1,600 square feet to 3,200 square feet in the Woodland Collection and
2,600 square feet to 5,000 square feet in the Countryside and Maybeck Collections. The new
subdivision is similar in design and will appear as a continuation of the Bridgetower
development.
A neighborhood meeting was held and approximately 15 residents from both Bridgetower and
Hartford Subdivisions were in attendance. The general overall comments were complimentary
of the project. We believe Isola Creek will complement the North Meridian Area and provide
additional recreational opportunities for the adjoining developments.

attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.

The purpose of this letter is to summarize the transportation impacts of the proposed Isola Creek
Subdivision (Huskey parcel) east of Ten Mile Road between Ustick Road and McMillan Road.
The standard format for a traffic analysis is not provided since the two adjacent arterial
intersections (Ten Mile/Ustick and Ten Mile/McMillan) have been or are in the process of being
widened to accommodate future development. The Ten Mile/Ustick intersection is currently
under construction through a project in ACHD's Five-Year Work Program. The Ten
Mile/McMillan intersection widening was completed as part of an adjacent major commercial
development (Bridgetower).
Existing Conditions
The site is currently in agricultural production. The 74.6-acre site has an agricultural access at
the northwest corner and a residential access from Ten Mile Road. There are no site
improvements such as curb, gutter or sidewalks. A location map is shown in Figure 1.
Ten Mile Road is a two-lane facility with a signed speed limit of 50 MPH abutting the site. Ada
County Highway District conducted traffic counts on Ten Mile Road in August 2011. Their data
shows 287 and 460 vehicles per hour during the AM and PM peak hours, respectively. The daily
traffic volume was 4,927 vehicles. The staff at Engineering Solutions conducted additional
traffic counts in August 2012; however, those numbers were lower than ACHD's 2011 counts
due to the ongoing construction at the Ten Mile Road/Ustick Road intersection. For this analysis,
the ACHD counts were used.

The proposed project is expected to generate (Table 1) approximately 2,107 daily vehicle trips
and 136 and 314 trips during the AM and PM peak hours, respectively.

The pool facility is restricted to the subdivision's residents and doesn't generate any external trips.
The soccer fields are treated as a soccer complex and does generate external trips.
The proposed project (Figure 2) includes 168 single-family homes, plus 14.38 acres of common
area within the total site area of 74.6 acres. The open space areas include private open space,
multi-use pathways, a community pool for residents and public open space for potential
development of a tot lot, soccer fields, picnic shelter, and basketball courts. The pool facility and
private amenities serve only the subdivision residents; therefore, no external trips will be
generated. The traffic analysis includes the traffic volumes generated by development of the
neighborhood park. The park design is only conceptual and may develop differently. The
assumed trip rate for seven soccer fields generates more trips than the other uses. The table
values may be lower (i.e., fewer vehicle trips) under an alternative park development plan.
Build-Out Conditions
The project is planned for completion within five years. The assumed build-out date is 2017.
Figure 3 shows the peak hour traffic volumes at the main site access at Ten Mile Road and the
two existing stub streets that connect north and east to the existing Bridgetower Subdivision.
The figure also shows the peak hour volumes on the main streets within the project. None of the
internal streets with front-on housing exceed the planning threshold of 1,000 vehicles per day.
Table 2 details the peak hour roadway traffic volumes and ACHD's planning thresholds used to
evaluate the roadway network. The table shows that the build-out traffic volumes are less than
one-half of the planning threshold for Level of Service D conditions. No mitigation is necessary.

Table 3 shows the results of the capacity analysis for the main site access to Ten Mile Road. As
shown, the main site access has acceptable Levels of Service B and C for the AM and PM peak
hours, respectively. The analysis is based on two outbound travel lanes, accommodating
simultaneous left- and right-turning traffic. No additional mitigation is necessary.

The LOS for atwo-way stop references the minor street approach. The major street does not stop.
Figure 4 is the nomograph to determine the need for a center turn lane in Ten Mile Road at the
main site access. The analysis shows that a southbound left-turn lane is needed at the main
collector entrance under build-out conditions. The nomograph is based on a 45 MPH roadway
because the adjacent segment of Ten Mile Road is signed for 50 MPH. A different nomograph
would be needed for a lower speed limit, left-turn lane would be warranted under either example.
The combination of 369 northbound vehicles, 390 southbound vehicles, 84 southbound left turns,
and a 23% left-turn ratio during the PM peak hour meets the minimum warrant for a southbound
left-turn lane. The construction of the southbound left turn lane is necessary mitigation.
Summary and Recommended Mitigation
The proposed project is a 168-lot, single-family residential subdivision with a private pool
facility plus 4.75 acres of common area. The proposed project is expected to generate
approximately 2,107 daily vehicle trips and 136 and 314 trips during the AM and PM peak
hours, respectively.
A technical analysis shows that Ten Mile Road has sufficient capacity to accommodate the build-
out traffic volumes. The main site entrance to Ten Mile Road provides an acceptable level of
service. None of the internal streets with front-on housing exceed the planning threshold of
1,000 vehicles per day. The site volumes are large enough to require a southbound left-turn lane
on Ten Mile Road at the main site entrance.
