This letter is to formally request reconsideration of the approval of the Staff Recommendations for the Final
Plat application of Larkspur Subdivision No. 4, specifically the Applicant's request to leave the ACRD
temporary turnaround on lot 0, block 12. In the Staff report for this project, Section III, item 4b: Staff
requested that the ACRD temporary turnaround easement be moved to lot 10, block 12, which is a buildable
parcel. The Applicant's Agent, Sawtooth Land Surveying submitted comments pursuant to the Applicant's
request, that the Applicant be allowed to leave the terY~porary tumaround on lot 9, block '12. This request was
discussed and the request was denied at the City Council Meeting on August 7, 2012.
Due to the dimensional standards of the ACRD turnaround, the Staff comment that suggests moving the
turnaround to Lot 10, Block 12 is not feasible, as the turnaround is too large to fit in that location. l-his is the
reason why the common lot was moved from Lot 10, Block 12 to Lot 9, Block 12.
The applicant and the applicant's agent tried to convey to both City Staff and City Council that the ACHD
temporary turnaround easement has been shown in that location on the approved preliminary plat since 2006
In Case No. PP-OG-051, the City of Meridian Findings of Fact, Conclusions of Law and Decision & Order,
exhibit B1.7_.10 (findings approved on January 9, 2.007), clearly states: "Provide a temporary turnaround for
emergency vehicles on Lot 10, Block 12, as proposed The preliminary plat attached to this document shows
Lot 10, Block 12 as being a common lot.
The applicant has corresponded with both the ACHD and the Meridian Fire Department to see if grasscrete
would bean acceptable means of paving the turnaround, and both agencies agreed that tl7is would be
acceptable. At this time the applicant is requesting that pursuant to the original City of Meridian Findings of
Fact, Conclusions of Law and Decision 8~ Order, the ACHD temporary turnaround remain on the common lot
which is now Lot 9, Block 12 with the condition of installing grasscrete.
This issue is time sensitive as the Final Plat has to have the City Engineers signature by November 19, 2012.
The City of Meridian Public Works I~as shut down this project until such time as this issue gets resolved.
Construction was set to begin the third week in Auyust, and is now at a standstill. The Applicant is asking for
an immediate reconsideration in order to complete the project within the imposed time restraints.
