Conditions of Approval: Project is subject to all current City of Meridian ordinances and previous
conditions of approval for Paramount Subdivision associated with this site (FP -08-013, MDA -08-
001, AZ -03-006, PP -03-004, CUP -03-008), and Development Agreement (103137116 and
108108427). The issuance of this permit does not release the applicant from any previous
requirements of the other permits issued for this site.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Ament. It is unlawful to use or occupy any building or structure until the Buildii
aed a certificate of occupancy. A certificate of occupancy or temporary certificate
Elevations: The elevations submitted for design review, prepared by Gowland-Johanson-Zimmennan
Architecture stamp dated by the Planning Department July 15, 2009, labeled A2.1 and A2.2, are
approved (stamped "Approved" on July 16, 2009) with no changes.
Landscaping: The Landscape Plan prepared by Landmark Engineering & Planning, Inc., on October
7, 2008, labeled Sheet 1 of 2, is approved (stamped "Approved" on October 13, 2008 by the
Meridian Planning Department) with the following changes/notes (see redlines on plan):
1) Add 2 trees to the 10 -foot wide landscape buffer along Producer Drive;
2) The landscape buffers along Meridian Road and Producer Drive shall be installed
prior to occupancy (see FP -08-013 approval).
Other than the above-mentioned changes, the approved landscape plan is not to be altered
without prior written approval of the Planning Department. No field changes to landscape plan
permitted; prior written approval of all material changes is required. Prior to final inspection and
sign off for this project, a written certificate of completion shall be submitted to the Planning
Department, prepared by a landscape architect, landscape designer or qualified nurseryman
responsible for the landscape plan upon completion of the landscape installation. The Certificate
of Completion shall verify that all landscape improvements, including plant materials and
sprinkler installation, are in substantial compliance with the approved landscape plan.
Site Plan: The Site Plan prepared by Gowland-Johanson-Zimmerman Architecture, on October 6,
2006, labeled Sheet SD.1, is approved (stamped "Approved" on October 13, 2008 by the Meridian
Planning Department) with no changes. The approved site plan is not to be altered without prior
written approval of the Planning Department.
hri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per
the approved specifications and in accordance with UDC 11-3A-15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in
accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-313-
10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of
protection/relocation measures for the existing trees prior to construction. Any severely damaged tree
must be replaced in compliance with UDC 11-313-10-C.5.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and
11-313. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces
conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have
signage in accordance per ADA and signed accessible.
Curbing: Per UDC 11-313-5I, all landscape areas adjacent to driveways, parking lots, or other vehicle
use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing
may be cut to allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be
constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with UDC 11-313-11 and UDC 11-3A-18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring
development and comply with lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign
permit in compliance with UDC 11-31).
Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash
enclosures must be built in the location and to the size approved by SSC.
Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance
with all federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit.
If any changes must be made to the site plan to accommodate the ACHD requirements, a new site
plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a
building permit.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape
Plan stamped "Approved" on Oen '�08 July 16, 2009, and Elevations, and are not to be
altered without prior written approval of the Planning Department. No significant field changes to
the site or landscape plans are permitted; prior written approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all
subdivision improvements shall be installed prior to occupancy of the first structure in the
subdivision.

The church building being proposed is the Church of Jesus Christ of Latter-day Saints "Heritage" style building series.
New England architectural features dominate this church style- from dramatic entryways to the elegant sandstone steeple.
Brick fagade encompasses the entire building with various transitions from building projections and relief to brick pattern
dentil bands. The roof itself contains several gabled slopes, two -foot overhangs, five different elevation heights, and
architectural shingles. All five entrances are consistent in style using a slow arch to accent each. The front elevation
(facing N. Meridian Road), which houses the chapel, projects from the body of the building. Brick pilasters anchor the
full height, stone tiled architrave nested in the gable face- adomed with an implied pediment framed by sandstone
entablature sets to match the building entrances. The sandstone steeple perches above this entourage, mimicking the
pediment style throughout the building by means of architectural relief, and a series of stepped cornice sets. All windows
are sandstone, multiple paned, and encased by a sandstone window cornice and brick dentil bands. Mechanical equipment
areas are completely concealed by four -foot tall sandstone vinyl privacy fence. All of the elements present generate a
salient, yet unassuming building- designed to nest within residential or commercial developments alike. The architectural
elements meet all of the City of Meridian's standards.
Colors and material used will be Hebron Brick Company "Desert Common" brick, fiberglass accent window shutters,
sandstone fascia and soffits, and fiberglass GAF -Elk Timberline "Charcoal" roofing shingles. The construction of the
building will be wood framing. Please see the attached Building Material Sample Board.
The parking lot will be located primarily on the north and south side of the church building with 22 spaces northeast of the
building and 7 spaces southeast of the building. No parking spaces will be located between the building front fagade and
N. Meridian Road. There will be a total of 242 parking spaces with 10 accessible spaces included within that count. The
building is set 110 feet from N. Meridian Road, and 25 feet of the 110 feet contains the landscaped buffer, the remaining
85 feet will be lawn. 10 to 20 foot pedestrian walkways will be provided from the perimeter sidewalk to the 3 main
entrances, as per the City of Meridian standards. Additional 5 foot pedestrian walkways will be provided from the

perimeter sidewalk to the remaining 2 side entrances. The perimeter sidewalk will join the sidewalk on N. Meridian
Road- both north and south of the front building edge. The north connecting sidewalk to the main entrance will be 8 feet
wide. All entrances, as mentioned above, are covered recessed entries- complying with the City of Meridian standards
requiring covered entrances.
This site will meet any/all amenities that are required including; curb, gutter, sidewalk, and street lighting. Storm water
retention and disposal will be handled entirely on site, which may be accomplished with valley gutters, swales, or
culverts.

Provide in a narrative letter, how the proposal meets the following standards:
1. Architectural Character:
a. Facades: Facades visible from a public street shall incorporate modulations in the facade, roof
line recesses and projections along a minimum of twenty percent (20%) of the length of the

facade.
b. Primary public entrance(s): The primary building entrance(s) shall be clearly defined by the
t
architectural design of the building. Windows, awnings, or arcades shall total a minimum of
-
30% of the facade length facing a public street.
c. Roof lines: Roof design shall demonstrate two or more of the following: a) overhanging eaves, b)
sloped roofs; c) two or more roof planes; d) varying parapet heights; and e) cornices.
d. Pattern variations: At least two changes in one (or a combination) of the following shall be
incorporated into the building design: color, texture and/ materials.
e. Mechanical equipment: All ground -level and rooftop mechanical equipment shall be screened to
the height of the unit as viewed from the property line.
2. Color and materials: Exterior building walls shall demonstrate the appearance of high-quality
materials of stone, brick, wood or other native materials. Acceptable materials include tinted or
textured masonry block, textured architectural coated concrete panels, tinted or textured masonry
block, or stucco or stucco -like synthetic materials. Smooth -faced concrete block, lilt -up concrete
panels, or prefabricated steel panels are prohibited except as accent materials.
3. Puking Lots: No more than 70% of the off-street parking area for the structure shall be located

between the front fagade of the structure and abutting streets, unless the principal building(s) and/or
parking is/are screened from view by other structures, landscaping and/or berms.
4. Pedestrian walkways:
a. A continuous internal pedestrian walkway that is a minimum of eight feet in width shall be
provided from the perimeter sidewalk to the main building entrance. The walkway width shall
be maintained clear of any outdoor sale displays, vending machines, or temporary structures.

b: The internal pedestrian walkway shall be distinguished from the vehicular driving surfaces
through the use of pavers, colored or scored concrete, or bricks.
c. Walkways at least eight feet in width, shall be provided for any aisle length that is greater than

150 parking spaces or 200 feet away from the main building entrance.

d. The walkways shall have weather protection (including but not limited to an awning or arcade)

within 20 feet of all customer entrances.

Hi Jo,
Here is a list of revision I need for the CZC application:
Landscape plan (revise plan accordingly) —
Revise the calculation table per the CZC checklist (this project does not have frontage on McMillan Rd.);
Show all detailed landscaping on the site (the CZC is our last review);
Revise the plant schedule to include all landscaping on the site;
There are a few parking areas exceeding 12 spots in a row without an interior planter;
Line up the entrance with the landscaping on Producer Drive and show the vision triangle;
Detail of all fencing on the site, including privacy fencing for mechanical equipment.
�Sit Plan —
/ Show bike rack(s) on the plan — code requires 1 per 25 stalls;
s/ Depict the pathway per design review, including construction materials (11-3A-19). Please review this
section of the code; I do not see how the requirement has been met. I would suggest you take the required 8 -
/foot walkway to Meridian Road from either the north or south entrance.
Provide a photometric test to the Planning Dept. for the parking lot lighting per code;
Our code does not allow chain link with slats as screening (11 -3B -5M) and the code (11 -3A -12B) requires
trash enclosures to be screen and out of view. Revise the trash enclosure gate to meet code. I think vinyl to
match the privacy around the mechanical equipment would be fine;
Call out the construction materials for the trash enclosure.
Please get me 4 full size copies and an 8 % x 11 of the revised SP and 3 full size copies and an 8 % x 11 of the
revised LP. Also, please feel free to contact me if you have any question.
