Purpose: The purpose of a planned sign program is to establish consistent sign criteria tailored to multi- building and/or multi-tenant developments. Applicability: 1. All developments in commercial, office or industrial districts comprising more than one (1) principal building on a property shall apply for a planned sign program. Z. All developments in commercial, office or industrial districts with more than one (1) tenant per building and proposing more than one wall sign per elevation shall apply for a planned sign program. 3. Existing developments that do not have a planned sign program shall be required to apply for a planned sign program when the first tenant in the project requests a change of sign background area as defined in this Article. Thereafter, all subsequent changes of sign face in the project shall be required to conform to the approved planned sign program. 4. Planned sign programs may not be used by individual buildings or developments to increase the size, dimensional, or other standards of the district. 660 E. The plarmed sign program shall be filed with the Director and shall specify standards far consistency among all signs within the development. 2. The approval of a planned sign program shall be required prior to issuance of a building permit. 3. The installation of any sign may occur only after a planned sign program has been submitted, reviewed and approved by the Director. 4. Thereafter, a sign that conforms to the approved planned sign program may be permitted by the Director. 5. Approval of a planned sign program does not waive the permit requirements for individual signs. In cases of existing sites that have no approved planned sign program, all signs shall be regulated in conformance with all other sections of this Title until such time as a planned sign program is submitted, reviewed and approved. D. Standards: 1. Signs shall incorporate materials, colors and a design motif that is compatible with and complements the architectural theme and style of the building or complex for which the sign identifies. Sign designs shall reflect a common theme and incorporate similar design elements in terms of materials, letter style, illumination, sign type and sign shape. 2. One (1) primary freestanding sign, hereinafter referred to as center sign, shall be allowed per the subject area of the planned sign program unless otherwise restricted by Section 11-3D-8I, Subdivision Identification Signs. One additional center sign shall be allowed per one thousand feet (1,000') of street frontage or any portion thereof. The one-thousand feet (1,000') shall be cumulative for comer lots. For example, a comer lot with four hundred feet (400') of frontage on one street and five hundred feet (500') of frontage on a second street shall only be allowed one (1) center sign because the combined total street frontage is less than one thousand feet (1,000'). a. In addition to the center sign, one (1) secondary freestanding sign for each building within the development is permitted, with size and background area in accord with Tables 11-3D-1 through 11- 3D-9, provided that no sign exceeds a height of ten feet (10') and background area of seventy (70) square feet. b. Where there is a subdivision identification sign on the same street frontage as the center sign, the background area of the subdivision identification sign shall be subtracted from the allowable background area for the center sign. 3. Wall signs are permitted in any number, location, or orientation, except toward an adjoining residential property, provided that the total square footage does not exceed eighteen percent (18%) of the wall face upon which the sign is placed, or nine percent (9%) of the wall if combined with a freestanding sign on the same lot. 4. Sign height and placement shall be consistent throughout the development site. 5. After approval of a planned sign program, no signs shall be constructed except in conformance with such plan. Upon approval, the sign program shall apply to all existing and future tenants. This planned sign program shall be included in the lease for each individual tenant. Proof of said inclusions shall be submitted to the Planning Department by the property owner. 660 E. Introduction: The intent of this sign criteria is to provide the guidelines necessary to achieve a visually coordinated, balanced and appealing signage environment in the development. Performance of these sign criteria shall be rigorously enforced. The tenant or the sign contractor at their expense, upon demand by the owner, shall remove any non- conforming signs. The landlord may remove non-conforming signs if the tenant fails to do so within 15 days of receipt of notification from landlord. The costs to remove these signs shall be the tenant's responsibility. The landlord shall review exceptions to these standazds. However, based upon our field experience, deviations will generally result in serious inequities between tenants. Accordingly, the owner will retain full rights of approval of any sign used in the market place. B. General Owner/Tenant Requirements: Each tenant shall submit to the landlord for written approval, electronic copies of proposed artwork shown to scale in full color with detailed call outs and elevations, including raceway design. Following landlord approval tenant shall also be required to obtain sign and building permits from City of Meridian. Tenant shall provide landlord with a copy of the permits and a copy of the final inspection approval. 3. The tenant shall pay for all signs, their installation, (including final electrical connection), and maintenance. 4. All requirements of these sign criteria shall be the tenant's responsibility. 5. At its discretion, owner shall provide for tenants use, two (2) freestanding center signs, (per attached drawing), one (1) located on the McMillan Road frontage and one (1) located on the Linder Road frontage. In addition to the center signs each lot with a building will be allowed one (1) monument sign, (per attached drawing). There will also be one (1) subdivision sign located on the corner of McMillan Road and Linder Road. (Refer to attached drawings). No other freestanding signs, (except landlord approved directionals) will be allowed in the center. At landlord's discretion, tenant may be allowed ~; ~ one space on each face of the center sign. of landlord's choice. All tenants will be responsible for primary electrical to all wall sign locations. 6. One wall "sign space" shall be allowed for each tenant (except as otherwise approved in writing by landlord). C. General Sign Specifications: 1. Exterior facade signs exposed to the weather shall be mounted to permit proper dirt and water drainage away from the building unless otherwise directed by owner. 2. Formed or cloud style cabinets may be allowed only by written approval of landlord if it is an integral part of the company logo type. 3. All wall signs shall be raceway mounted pan channel letters. (Letters may be attached directly to the wall on private buildings.) All letters are to be internally illuminated with L.E.D. lighting and face lit. (No halo illumination will be allowed.) 4. All signs and their installation must comply with all local building codes and bear a U.L. label. 5. All penetrations of the building structure required for sign installation shall be sealed in watertight condition and shall. be patched upon removal. Any patching must match the existing wall. If necessary the tenant will be required to patch and paint the entire facade to properly match the wall. D. PROHIBITED SIGNS AND OR ELEMENTS OF A SIGN: 1. FLOOD LIT SIGNS. 2. EXPOSED FASTENERS ON ANY WALL SIGNS. 3. STANDARD CABINET WALL SIGNS. 5. SIGNS CONSTITUTING A TRAFFIC HAZARD: No person shall install or maintain any sign which simulates or imitates in size, color, and lettering or design any traffic signs of signals or uses of the word "STOP", "LOOK", "DANGER", or any other words, phrases, symbols, or characters in such a manner to interfere with, mislead or confuse traffic. 6. IMMORAL OR UNLAWFUL ADVERTISING: It shall be unlawful for any person to exhibit, post or display, cause to be exhibited, post or display upon any sign, anything of an obscene, indecent, or immoral nature or unlawful activity. 7. ANIMATED, AUDIBLE OR MOVING SIGNS: Signs, consisting of any moving, swinging, rotating, flashing, blinking, fluctuating, or otherwise animated light are prohibited. (Except on main identification pylon signs). 8. OFF-PREMISE SIGNS: Any signs other than allowed wall signs, the main center signs, or the approved monument signs as described in this planned sign program shall not be allowed 9. VEHICLE SIGNS: Signs on or affixed to trucks, automobiles, trailers, or any other vehicle which advertise, identify, or provide direction to a use or activity not related to its lawful deliveries of sales or merchandise or rendering of services from such vehicles, is prohibited. 10. LIGHT BULB STRINGS AND EXPOSED TUBING: External displays, other than temporary decorative holiday lighting, which have unshielded light bulbs, are prohibited.
