I just want to clarify a few things ACHD will be looking for in your traffic impact study (TIS) for the
proposed Ten Mile Crossing development. ACHD's traffic impact study policy requires a full TIS for
developments with greater than 35,000 square feet of planned retail uses. This site would fall into that
category. However, this area was studied extensively as part of The City of Meridian's Ten Mile
interchange Specific Area Plan (TMISAP). Because of this, staff has recommended that an abbreviated
study be completed, addressing the proposed change of land uses and roadway configuration which
differs from those in the TMISAP.
The following information should be included in the analysis:
• A trip generation analysis for the proposed uses and analysis of the how the trip generation is
different from what was originally anticipated in the TMISAP. This analysis should be done per
District Policy 7106.2.4 (Trip Generation) and 7106.3.3 (Time Periods).
• A discussion of the proposed roadway layout. The Ten Mile Area Specific Area Plan shows a
collector roadway being constructed along your north property line to provide access to your site,
and the property to the north (parcel no. S1214233665). Your site plan shows a roadway entering
the site and moving south and east through the site providing a stub street to the northern parcel.
Is this roadway proposed to replace the collector roadway shown on the TMISAP?
The site plan shows a proposed signal at the intersection of the 3rd driveway and the new public
street. At this time signal analysis has not been provided for review. A signal analysis should be
done per District Policy 7106.4.2 (Signal Warrants). Please keep in mind that ACHD Policy
7106.4.3 (Roundabouts) recommends that roundabouts be considered if a signal may be
warranted. The construction of a roundabout is preferable and consistent with the TMISAP. The
TIS should include an analysis of this intersection as a roundabout.
District Policy 7206.3.3 (Maximum Traffic on One Access) restricts the amount of traffic allowed
on a collector roadway with only one public street access in and out of the site to 3,000 vehicle
trips per day. Because your anticipated trip generation is unknown at this time, your analysis
should include a section on how this policy impacts your proposed development, in particular the
phasing of your project. You may be limited to only one user or phase until secondary access can
be obtained.

Both ACHD and City of Meridian staff have concerns regarding consistency with the TMISAP and access
to the parcel to the north (parcel no. S1214233665). The Ten Mile Area Specific Area Plan shows
roundabout being constructed on the area of your first driveway with one leg tying into the road to be
constructed along your north property line. Staff believes that there is a benefit to a roundabout in this
location, not only for traffic control, but to provide access to the parcel to the north. Staff recommends
that you consider redesigning the site plan to allow for the construction of a 3 legged roundabout in this
location with adequate right-of-way stubbing to the parcel to the north. This would allow for the extension
of a street into the northern parcel, providing better access to the northern parcel. Barring that, provide
how your development will replace the access afforded the northern parcel in the TMISAP with your
proposed changes to the plan.

The Idaho Transportation Department has reviewed the referenced comprehensive plan
amendment, annexation, zoning and preliminary plat application for the Brighton Corporation,
Steven Smith and CRS 10 development east of Ten Mile Road and north of Interstate 84. ITD
has the following comments:
1) ITD has no objection to these applications. The proposal appears to be similar to the
area specific plan and does not require any new access to the State Highway System.
2) ITD expended a considerable amount of public funding in the design and construction
of the Ten Mile Road interchange. The proposed intersection at Smithfield Street and
the existing underpass at Cross Bridge Street appear to match the existing ITD
construction. No other access will be allowed to Ten Mile Road south of the Smithfield
intersection.
3) Interstate 84 is a fully access controlled roadway. Site access to Interstate 84 or the
westbound off-ramp will not be permitted.
4) The realignment of the Purdam Drain and the supporting irrigation system's access
road should remain outside of the ITD right-of--way.
5) Noise walls have not been constructed in the I-84 Corridor and will not be constructed
by ITD. The applicants should consider land uses with lower sensitivity to traffic
noise. Any noise walls will be constructed by the developer on private property.
6) The conceptual site plan indicates a number of locations for future advertising signs.
ITD has comprehensive rules governing outdoor advertising adjacent to state highways.
IDAPA requires that signs not "dazzle or blind" drivers. The current trend toward high
intensity signs has caused an increasing number of driver complaints on urban
segments of the State Highway System. IDAPA also specifies that private signing
should not provide any lighting that drivers might confuse with a traffic control device.
This applicant should be aware of the issue and plan the sign's lighting strategy
accordingly. The applicants should contact ITD's Right-of--Way Supervisor, MS Lana
Servatius, at 208.334.8343 for further information and permitting materials when a
specific development plan is prepared.
7) There are additional Federal regulations concerning signage on property abutting an
interstate corridor. The applicants should contact ITD's Right-of--Way Supervisor, MS

As usual, we have no big issues but a bunch of small concerns.
Projects adjacent to the interstate potentially have both State and Federal issues.

Nampa & Meridian Irrigation District (NMID) has no comment on the proposed Annexation
and Zoning ONLY.
NMID is currently reviewing plans for the proposed relocation of the District's Purdam Drain.
The easement for this facility is eighty-five feet (85'); thirty-five feet (35') left and fifty feet
(50') right of centerline facing downstream. ~ proposed development beyond the
relocation of the Purdam Drain will require a Land Use Change Application for the District to
review.
This project also impacts the District's Taylor Drain with an easement of sixty feet (60'); thirty
feet (30') each side of centerline. This easement must be protected. Any encroachment
without a signed License Agreement and approved plan before any construction is
started is unacceptable.
All municipal surface drainage must be retained on site. If any municipal surface drainage
leaves the site, the' Narrlpa ~ Mer idian Irrigation District (NMID) must review drainage plans.
The developer must comply with Idaho Code 31-3805.
