Dear MS Hill:
The Idaho Transportation Department (ITD) has reviewed the referenced comprehensive plan
amendment. ITD has the following review comments:
1. ITD has no objection to these applications and requires no mitigation. Most of the
changes are land use specific and do not directly impact the state highway system.
2. Please note that ITD has expended a considerable effort with the access plan for the
Ten Mile interchange area. It will be necessary for any proposed changes to the
TMISAP to work within the existing ITD access plan.
3. ITD also has minor comments on the livable streets design concept. The purpose of
ITD's state highway system is to move vehicles on a regional level. Some concepts of
the livable streets program, such as bicycle lanes, pedestrian signals, and other
amenities, are in conflict with the regional higher volume and high speed roadways. It
would be ITD's preference for the livable streets program to be focused on the local
street system or outside of ITD's regional rights-of--way.
4. ITD continues to support the City's efforts to protect roadway capacity with the mixed-
use interchange area planning concept for the SH-16 corridor. ITD receives residential
complaints about noise and lighting impacts near our major highways. ITD supports
any land use planning effort that helps to separate lower density residential
developments from the new highway and interchange areas.
