called to order at 12:00 p.m. by Chairman Scott Freeman.

Terri Ricks of Community Development Department gave report of the street name
change.
Commissioner Marshall expressed concerns about the name change, but felt that due
to the fact that the Police Department and Fire Department were in support of the
change and that it wouldn't cause problems for emergency responses was in support of
the name change.
All other Commissioners were in support of the name change.
Robert Simison spoke in support of the name change.

the street name change.
Four Ayes and Commissioner O'Brien abstained as he could not hear the full testimony

Some background on E. Town Center Dr
I first spoke with Jason Densmer of The Land Group on June 26th. The street name of E. Town Center Dr. (see Access
Rd. on plat attachment) had previously been approved by the Ada County Street Name Committee. With the recent
change of the project name from Meridian Town Center to The Village At Meridian, the owner is requesting that this
street name be changed to E. Village Dr. The plat hasn't yet been recorded, but they are anxious to resolve the matter
before it is.
There is also a Village Lane located in Boise, which is why the committee has denied the street name. Although there are
many instances where street name duplication within the county occurs with older street names, the committee has been
denying "soundalikes" or duplications in recent years to avoid potential confusion and delays for emergency response
personnel. I've attached an email from Glenda Britz (Sr. Dispatcher with the Ada County Sheriff's Dept), but she is out of
the office on Fridays. I'll obtain a more formal denial from her on Monday.
Please let me know if additional information is needed.

Thank you for your time this morning discussing the pending name-change of the Meridian Town Center project. As I
mentioned, CenterCal will be communicating with the Mayor's office about this topic also.
The project's original name "Meridian Town Center" drove the decision to name the east-west street'/,-mile north of
Fairview Ave. as "E. Town Center Dr." This name was approved by the Ada County Street Name Committee per their Jan.
12, 2012;evaluation.
It is CenterCal's desire that the street name'be in agreement with the project branding to avoid confusion and
demonstrate awell-coordinated design at all levels. In preparation for the project name being changed to "The Village at
Meridian", I appreciate your help in evaluating the street name of "E. Village Dr."
I understand that your position on the street name committee will allow you to give us preliminary feedback on the
name, in advance of the committee's meeting scheduled for next week. We are working through routing of the final
plat, and would like to make the change in street name prior to recording of the plat which is likely to occur in the very
near future.
Please let me know if you have any questions about this request. I look forward to your help in making this change.

Background Informations Jason Densmer P.E. of The Land Group, acting on behalf of
CenterCal Properties, contacted the City on 6/26/l2 regarding a name change fora public street
located in the new commercial development at the NE corner of Eagle and Fairview. The
request for this street name change comes as a result of the recent change in the.project name
requested by the City. The name of E. Town Center Dr. (referenced as Access ltd. on the MTC
Preliminary Plat attachment) had previously been approved by the Ada County Street. Name
Committee for the Meridian Town'Center;project. In keeping with the new;project name, The
Village at Meridian, the owner has requested the street name be changed to E. Village Dr. (see
attached Densmer emails).
The Ada County Street Name Committee, comprised of representatives from Meridian Land
Development, Meridian Fire, Ada County Assessor's Office, ACRD and the Ada County 4.11
Call Center, has denied the above-mentioned request due to the existence of "Village Lane",
located in Boise's north end (see 91 l Ca11 Center attachment). In recent years, the committee has
become increasingly proactive in denying"sound-alike" or duplicate street names in order to
eliminate potential delays in emergency response. services. The committee is a "recommending"
entity only, however, and the owner has requested their appeal be heard by the P/Z Commission.
Additional Information: The Meridian Fire Dept. has no objection to the new street .name of E.
Village Dr.. There will be no structures addressed off this street. The address range in Meridian
would be in the mid 3000s, as opposed to the address range in the 100s along Village Lane in
Boise (see attached MFD ennail).

I heave discussed this with my clients, who understand why the requested street name was denied by the Street Na-ne
committee. However, they feel that they would like to carry through on the request of the Mayor to change the name
of their project - and to make that Warne change complete requires the renaming of E: Town Center Dr. to E. Village l)r.
For that reason, I have been asked to request an appeal of the Committee's decision, and request that the street name
betaken to the cpmrnission for review.
If you would please schedule the appeal for the Commission's earliest opportunity, it would be very much appreciated.
We would tike to.expedite this matterso as to not further delay processing of the project final plat. I realize the
accommodation you offer below, but would prefer to record the plat correctly and not require the affidavit process.
While this is being scheduled, we will continue thinking about possible alternate street names, and if we come up with
some will follow up with you.

Good Afternoon, Jason;
The street name of E. ViNage Dr. has been denied by the Ada County Street Name & Addressing Committee due to an
existing street by the same name within our county. Whle the recommendation of the committee is for denial (in order
to avoid. potential dispatching problems),>it is important to note that they area "recommending" body, as opposed to a
"governing" body. The City of Merldian'PJZ Commission would be the ultJmate authority on this issue. If you choose to
appeal the committee's decision, we'd be happy to put this on the agenda for the August 2"d commission meeting. It
would also be a good idea. to submit some additional alternate names.
We realize you've recently changed the name of the project and want to acrnmmodate you however we can. If the final
plat is recorded with E. Town Center Dr. and the commission decides in your favor, we can still issue an affidavit to
amend the plat. There would be no additional cost for the affidavit or to have this change recorded.
We want to assure you there wil! be no delay in the issuance of permits while this issue is decided. Even without the final
street names within The ViNage @ Meridian, we have been assigning temporary addresses in order to expedite the
permitting process.;

to the fact that it is not only a sound alike but is a match to the existing street name Village
located in Boise'in the Sonoma Valley Condo.
Also, Ada County Uniform Street Naming and Address Numbering Ordinance 2-1-7 C 1 reads:
Proposed. street names shall not duplicate existing street names ...,......
Working at the 911 Center for several years I have dealt with many hysterical callers who are
very difficult to understand and sometimes very difficult #o deal with. At times it is almost
impossible to figure out where the emergency is actually located to include not only the street
name itself, it also includes trying to confirm thenumbers associated with the address. They can
be difficult to understand due to accents, screaming, Drying, or they may be on cell phones with
wind blowing into the .phone or other background noises, and in several cases the caller is having
a difficult time concentrating.
Adding to,that difficulty issound alike street names that can be very easily mistaken for the other.
Even when the 911 operators repeats a location back to the caller, the caller sometimes will hear
what they believe to be correct.
Due #o the fact #hat there is even the slightest possibility of confusing the two Village's, I again
recommend denial due to the fact that this could add to a delay in response if only by a few
seconds..

Meridian Fire dept, does not have a problem with the name change of E Town Center to E. Village Dr. at this time. There
is a Village`in Boise but the address numbersare Iow;100s and the Meridian address will be in the mid 3000s.
