Broadway Avenue Meridian, Idaho 83642 From: Terri Ricks Addressing Specialist Subject: Proposed Street Name Change from NE 2 1/2 St. to NE 2°d St. SUMMARY DESCRIPTION OF CONCERN We have been notified by the Ada County Sheriff s Dept. 911 Call Center of their long-standing concerns regarding NE 2 'h St. The CAD (Computer Aided Dispatch) System they presently use is unable to recognize this street due to the anomaly of having a forward slash as part of the actual street name. (In the county's dispatch system, a forward slash represents an intersection). After multiple attempts to remedy the situation within the 911 Call Center, Dispatch remains concerned about the potential delay of emergency response services if they are needed in this area (see Ada County Dispatch attachment). Although the Meridian Fire and Meridian Police Departments are familiar with this street in terms of their response, the greatest concern is the potential delay in dispatching due to the continued incompatibility of the present street name with the CAD system currently in use. SUMMARY RECOMMENDATION It is the recommendation of the Ada County Street Name Committee (comprised of representatives of Meridian Land Development, Meridian Fire, ACRD, Ada County Assessor's Office Land Records, and Ada County Sheriff's Dept. 911 Call Center) that NE 2 '/Z St. be changed to NE 2"d Street. ADDITIONAL INFORMATION The proposed change would affect 1 church and 31 dwelling units (including duplexes, apartments, condominiums and single family homes). Meridian Fire and Police Departments have not initiated this recommended street name change, but are not opposed to it. ATTACHMENTS a. Vicinity Map b. Actually it has been a concern for Emergency Service Dispatchers in Ada County for a long time. In fact, since approximately 1995, with the implementation of our CAD (Computer Aided Dispatch) system. I can't speak for other CAD systems used by other agencies or other types of systems used by private agencies, as I am only familiar with the system we use for dispatching Emergency Services here in ADA County. Our CAD system does not recognize the street name 2 '/2 street as the forward slash "/" is a delimiter used to separate two street names to tell CAD that the dispatcher is entering an intersection. Therefore in Cad we use the street name 2 and a Half. Example: If I try to enter an address of 1411 NE 2 'h St, CAD lets me know "Intersection not on File" The dispatcher has to enter the address as 1411 NE 2 and a Half St in order to validate the address. Example: If I enter the intersection of Fairview and NE 2 'h St, I would need to use the delimiter forward slash to let CAD know I am entering an intersection: Therefore, I would need to type in Fairview/NE 2 and a half. , This is very frustrating for the dispatcher who is taking the emergency call, as it is not unusual for the calling party to be very scared and upset; the stress level is already high. Trying to validate a street address that is typically typed or written as 2 '/2 only adds to the already heightened stress level. In fact if you are in the dispatch center, you may hear a fellow dispatcher in frustration stating I can't get 2 '/z in Meridian to verify. We have "cheat sheets" that have been entered into CAD to assist the dispatcher with street verifications in cases such as this. The dispatcher can toggle to the cheat sheet to see how 2 '/2 needs to be entered and then enter it. However, this can add a few seconds to the call. In emergency situations every second counts and can seem like forever when it is your loved one who is not breathing or has been shot. We do not respond to a lot of emergency calls on 2 '/z street, therefore as an emergency service dispatcher who handles numerous calls during their shift it is very difficult to remember that 2 '/z is really 2 and a half. On the next page I have copied and pasted some data directly from our CAD system in order for you to have a visual on how NE 2 and a half St appears in our CAD system upon a successful validation of the address or location. I am asking you to take this information into consideration when thinking about changing the street name 2 '/z St. It could save a few seconds of time getting emergency services to your home. I would have gotten the message advising me "Intersection not on file") The low and high cross streets are listed to assist responding units locate the particular address they are looking for. Latitude and Longitude as well as a map page are also noted for the address. Below the Map page is ].fisted the area and station orders the dispatcher should consider for selection of units for PD, Fire, or EMS responses to this address according to their availability. Below is a snap shot taken from the CAD screen that would show the dispatcher the valid address ranges with the low and high cross streets listed for NE 2 and a half St. If I had typed in NE 2 `/z Street looking for this information, I would have gotten the message advising me "Invalid street name".
