Subject: Paramount "East" Comprehensive Plan Map Amendment
When the Paramount development was approved by the City of Meridian in 2003, it was subject to
the Comprehensive Plan land -use designations depicted below.

To -date, Paramount has developed within the land -use parameters of the Comprehensive Plan.
However, market demand—specifically less office and more residential—necessitates conversion
of approximately 12 acres of land designated Office (the "subject" above) to allow additional
single-family residential development along Meridian Road.
The aerial photographs which follow illustrate the varied residential, office, commercial, and
"public" uses (schools, churches, and parks) within the Paramount section; the existing, partially -
developed office park on the Linder Road side of the project; and the L -O zoned area on the
Meridian Road side. The latter is proposed to be re -designated from O ice to Medium Density
Residential for development under the Medium -Density Residential standards of R-8 zoning.
An additional office structure is currently under construction in the existing Paramount
Professional Center, adding to the six shown in the aerial photo, above. That will bring the total
number of "developed" buildings to seven (of the twelve planned), representing 58.3% of the entire
project. However, one of the existing structures remains vacant; another is only 70% occupied.
Thus, while office use is an important component of the overall project, both for resident
convenience and employment, it is all too apparent that professional office space absorption has
been slower than anticipated, while residential demand has increased substantially in recent months.
As a result, Brighton is expediting three residential phases preliminary -platted in 2003 and is
processing a preliminary plat for property annexed but not detailed in that initial application. The
Planning & Zoning Commission recently approved that proposed project, "Paramount North"a
77 -lot single-family phase northwesterly of the subject Office area.
CONCLUSION
In conjunction with this Comprehensive Plan Future Land Use Map modification—from Office
to Medium Density Residential—Brighton will soon file rezone (from L -O to R-8) and preliminary
plat applications for "Paramount East," a 46 -lot, single-family project that "wraps" around the
LDS Church at the southwest corner of the Producer Drive and Meridian Road intersection.
Development of that 12 -acre area will also include construction of Studio Dr., the quarter -mile
collector roadway depicted in the approved Paramount preliminary plat. That roadway will separate
the "subject" from the previously -zoned R-40, High Density Residential, and C -G, General Retail
& Service Commercial, uses proposed at the northwest quadrant of the Meridian Road and
McMillan Road intersection.

Enclosed are rezoning and preliminary plat applications for "Paramount East," a forty-six (46)
lot expansion of the Paramount development. All lots are for single-family detached residential
dwellings. There are, in addition, six common lots.
Proiect Summary
• The subject property was annexed and zoned L -O at approval of the original project in
2003. Proposed zoning for this area is R-8, the same as all other zoned residential areas.
• A portion of the original L -O parcel was previously platted as Paramount Church
Subdivision and is now the site of an LDS Church.
• Because the current Comprehensive Plan designates the parcel "Office," a Comp Plan
Land Use Map amendment application was submitted on June 13, 2012.
• The open spaces depicted in the preliminary plat include buffer strips along Meridian
Road on the east, along the north side of Studio Drive to the south, at the southerly
entrance and at the intersection of Woodward Street and Peppard Avenue. There is
a community park and swimming pool a block and one-half west of the site at the
intersection of Woodward Street and Lange Avenue. No additional amenities are
proposed beyond the noted buffers.

RE: Soil test holes on Paramount Subdivision 96
Three soil test holes were excavated and described on the above -referenced area in a part of
the Southwest'/4 of Section 25, Township 4 North, Range 1 West, Boise Meridian, Ada
County, Idaho. The soil descriptions, a vicinity map, and a map showing test hole locations
are attached_ These test holes will be used for groundwater monitoring and as the basis for
storm drain designs.
No groundwater was encountered in any of the test holes to 15 feet below ground level at the
time of excavation. No mottled colors or other indications of poor drainage were noted in the
three test holes.
T111-05 Permeability
• Moderately slow to very slow (estimated 0.20 to 0.06 in/hr) from ground level to a
depth of 48 inches
• Moderate to rapid (estimated 1 to 12 in/hr) from 48 to 174 inch depth
TH2-05 Permeability
• Moderate to extremely slow (estimated 0.4 to <0.02 in/hr) from ground level to a
depth of 54 inches
• Rapid (estimated 10 to 12 in/hr) from the 54 inch to 176 inch depth
TH3-05 Permeability
• Moderate to extremely slow (estimated 1.0 to <0.02 in/hr) from ground level to a
depth of 68 inches
• Rapid (estimated 10 to 12 in/hr) from the 68 to 166 inch depth
PVC pipes were placed in each test hole to facilitate groundwater monitoring. Associated
Earth Sciences will monitor throughout the irrigation season, as requested.
