Leigh Field Drive for Discovery Elementary School located at 2100 E. Leigh Field Drive. The purpose for the new driveway is to improve the efficiency of the parent drop-off area by reducing the traffic congestion caused during peak hours. The existing driveway will be modified as an entrance only driveway and the new driveway will be used as the exit only driveway. DECISION The applicant's request for CZC is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a buildingpermit and/or inspection. If you need a buildingpermit, you must complete that process before you commence the use or construction. As part of the application submittal, you must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist': Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. The site and landscape plans prepared by LKV Architects, dated 05/21/12, labeled New Entrance, is approved (stamped "approved" on 06/01/12 by the City of Meridian Planning Department) with the following comment: a. Upon installation of the landscaping and prior to inspectio~i by the Ply staff, the applicant shall provide a written certificate of completi®s as set~orth`i>a 11-3B-14A. b. Except for landscape improvements approved with this application, all other lala shall remain protected during the construction of the school on the site. 2. The site plan and landscape plan shall not be altered without prior written approval from the City of Meridian Planning Department. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3B. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before June 16, 2012, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11- SA-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure or site shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Project Narrative Discovery Elementary School is on a 10.39 acre parcel at 2100 E. Leigh Field Dr. The parcel is identified for public use in the City's Comprehensive Plan and is zoned R-4. Currently there is only one access point into the south parking /parent drop off area and this is causing traffic congestion during the peak hours. This application is a request to add an additional access point on the west side of the parking lot to Leigh Field Dr. This new driveway will be an exit only and the existing driveway will be modified to an entry only. This will provide an easier drop off zone for visitors to the school that will utilize a one way traffic flow. There will be a modification to some existing landscaping that consists of the relocation of two trees and some grass sod replacement.
