DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Richard Evans, requests Certificate of Zoning Compliance (CZC) and Design Review
(DES) approval of a 4,733 square foot shell and core. There is no specific tenant(s) at this time; however,
the intended use is office space.
This CZC & DES is for Building F elevations only; all site work and landscaping already exists on the
site.
The site is located at 3017 S. Meridian Road on Lot 11, Block 2 of Strada Bellissima Subdivision
No. 1.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you
need a building permit and/or inspection. If you do need a building permit, you must complete that
process before you commence the use or construction. As part of the application submittal, you will
need to provide one set of the final, stamped "approved" Planning Department plans, stamped and
signed by the architect and/or civil engineer as applicable. You must provide these plans in PDF
format and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them
with your building submittal set. Please contact Building Services for additional details about building
permits and inspections.
Site Specific Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-6B.
2. Business hours of operation within the L-O and C-N districts shall be limited from 6 am to 10 pm
as set forth in UDC 11-2B-3A4.
3. The parking lot shall be re-striped in accord with the required stall and drive aisle
dimensions listed in UDC 11-3C-5. Additionally, handicap parking stalls shall be provided
in accord with ADA requirements & standards.
4. All ground level mechanical equipment shall be screened to the height of the unit as viewed
from the property line in accord with UDC 11-3A-19A.1e.
5. Future tenants. within the proposed shell & core are required to submit a Certificate of
Zoning Compliance Verification application for approval of the new use(s).

Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with
UDC 11-SC-3C.
3. The approved elevations may not be altered without prior written approval of the City of
Meridian Planning Department.
4. The elevations prepared by neu design Architecture, LLC on 5/18/12, labeled Sheet AF211, are
approved (stamped "approved" on 6/21/12 by the City of Meridian Planning Department) with no
changes.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
6. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
7. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The subject property adjoins a state highway; access to the state facility is restricted as set forth in
UDC 11-3H-4B. Direct lot access to S. Meridian Road (SH 69) is prohibited.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ-04-028; CUP-04-047; PP-04-038; FP-OS-022; CZC-06-
118).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
6. The applicant shall have an ongoing obligation to maintain all pathways.
7. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
8. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.

CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before July 6, 2012,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
SA-6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIItATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until June 21,
2012.

Strada Bellissima is an existing subdivision located on Meridian Road near Victory. There are currently
three buildings built on site; with approximately 10 remaining undeveloped pads. The entire site has
already been approved through the previous Design Review processes, which included all civil drainage,
all landscape, overall site design, and other items associated to the resulting leftover pad only sites. In
addition, there were three previously built structures that are very similar to ours that too have been
approved through the design review process.
Specifically, internal roads and parking currently exist, curbs around each pad currently exist, utilities
stubbed to each pad currently exist, and the Tike. Specifically the items that will be new on this building
(and the three in total) will be sidewalks interior to the existing curbs and the building itself.
The three new buildings, including this one, will be of very similar design, colors, materials and the like
to the three buildings that have already been previously approved and are currently
constructed/occupied on site. It was our intent to have some various features as to break up monotony
amongst the subdivision (column design, arches, change in roofing material, etc.), while still ensuring
the buildings character all mesh well together. In addition, we have addressed all four sides of the
building to have similar design quality (not simply the front facade). Our true goal is Class A office
space, as our unique style within this subdivision allows us opportunities for doing more than just the
regular.
With stone towers, roof height modifications, use of stucco popouts, arch emphasis, wall facade
modulations, multiple fenestration assemblies, etc., we feel the beauty of the building is well within the
guidelines as requested in the Meridian Design Manual. However, we will address each item below as it
might relate to this building:
1. Architectural Character:
a. Facades -there are many enhancements and changes in plane with recessed windows,
stone wrapped towers, arches, stucco popouts and the like. We have varied the roof
overhangs as well.
b. Primary Public Entrance -allowing the tallest portions of the tower or the colonnade to be
the main entrances creates visual understanding as soon as one looks at the building as
to where the entrances can be found. It enhances beauty and creates importance.
c. Roof Lines -our towers and wall undulations (with resulting eave horizontal and vertical
elevation undulations) accomplishes, in an aesthetic way, variation that allows the

buildings to show different forms as one travels by. This also creates multiple roof
changes in plane.
d. Pattern Variations -the differences in materials and wall undulations, with stucco
popouts, creates many pattern variations and combinations.
e. Fenestration -natural light and options for interior tenant improvement layouts is
important to us, thus we have located numerous windows around the perimeter of the
building. Some windows are doubled up for their own additional architectural appeal, and
some windows are even provided as transom, adding comfortable proportions in areas
such as the towers.
f. Mechanical Equipment -all mechanical equipment will be located between the buildings,
and will be screened with the use of vegetation from both the parking lot side and the
Meridian Road side. The utilities as they are brought into the building are also brought in
through these same areas, allowing for them to be well screened from the normal public
view.
2. Color and Materials -matching the same color qualities of the existing buildings, thus creating a
cohesive appearance throughout the site, has been important in considering the overall
character of the project site as well as of each building, as you can see from the photographs
provided (color samples). The well composed mixture of stone to stucco, with a secondary
stucco trim color combined with the darker plane of the architectural standing seam roof system
creates an overall highly attractive building with variations in textures, colors and materials -
similar (and even improved) to other attractive buildings in the Meridian area.
3. Site Plan and Building Layout:
a. Building Location -already pre-established, but you will note that the pad sites do take
"turns" from being along the street front to being along the rear property line (which was a
result of the previous Design Review process for the original site and pad layout)
b. Parking areas -same note as above.
c. Access -one access is currently shared with the church property to the south (off of
Meridian Road) and the other access is off of Victory. Both are in place and currently
used for the existing businesses as previously approved.
d. Street Layout and Internal Circulation -existing as approved via previous Design Review
process.
e. Pedestrian Walkways and Facilities -concrete sidewalks will be added along all parking
lot curbs, allowing for one to walk around the public access portions of the buildings with
ease. Pads are provided at all egress doors, which will typically not be used for everyday
access.
Cohesive Design -
Each of the buildings are similar in finishes, style and scale to existing buildings within the
subdivision/neighborhood. Connectivity is present through unified use of existing drives and walkways
throughout the area. Additionally, landscaping completed with original permits and site work ties
together spaces leaving only the need for buildings and people to complete the community feel. Our
project building(s) relate well to the overall character and intent, while still allowing for some noticeable
differences between each structure. It is our goal to make this one of the premier places for businesses
to locate, as our great city continues to expand in all directions.
