Also included are applications for a conditional use permit for 36 multi -family housing units and design review for the Mulberry Subdivision at Settlers Park Apartments. The preliminary plat contains a total of 5 lots that are currently serviceable with sewer and water from existing stubs in Ashby Drive within Cedar Springs No. 1. Pressurized irrigation will be provided by connection to the existing system, which is owned and operated by the Nampa & Meridian Irrigation District. Storm drainage will be accommodated on site through the use of underground seepage beds. The plat complies with the UDC requirements for dimensional standards, landscaping and design for the R-15 zone, and no waivers or variances are requested. The subject property, located at the southwest corner of N. Meridian Road and W. Ashby Drive, was annexed as portion of the preliminary plat of Cedar Springs Subdivision in 2002. Required improvements adjacent to the parcel were installed with the Cedar Springs Subdivision. The improvements included landscape buffers along Ashby Drive and Meridian Road, utilities and a curb cut along Ashby Drive. The 2.4 -acre parcel remained undeveloped and unplatted. The parcel was rezoned in 2005 under application RZ 04-014. The rezone application included a conceptual plan proposing a 27 -unit assisted living facility and 13 independent living units. The property was not subject to a development agreement when rezoned. The proposed development includes structures commonly referred to as a "Big House Concept". The nine (9) multi -family buildings include four (4) units with separate entrances on each side of the structure. The building design follows the guidelines contained in the Meridian Design Review Guidelines and the Unified Development Code. The gross density of the development is 15 units per acre, with 1.06 acres of open space (44.17%) provided and 0.67 acre of useable open space provided (27.91%). Rose gardens with sitting areas, a play area, enclosed bicycle storage, and a public art statue placed inside the rotary are included as amenities for the project. The site design internalizes the parking with an open view corridor to Settlers Park from the entrance off Ashby Drive. The parking is distributed in the site with a "T" shape and an attractive rotary in the center of the project. All drive aisles meet or exceed 26 feet in width and all radii meet the Meridian Fire Department requirements. Access to the property is provided by a single driveway to Ashby Drive, a residential collector providing access to Meridian Road. Internal drives and parking are private and will be owned and maintained by the property owner. As designed, the site has excellent internal circulation, direct access to a collector without intrusion into the existing local streets and with close proximity to a minor arterial. The public road system has adequate capacity to accommodate the 211 vehicle trips per day generated by this development. One of the units will house an on-site property manager's office for the entire development. Landscaping and the amenities will be maintained by a private landscaping company. Design Review Guideline Information: 1. Architectural Character; a. Fagades. The building fagade is modulated to create visual interest and shadow lines on all sides of the building. Lower floor elements (utility closets, bike storage) project from the vertical fagade to help create articulation and provide covered entries and patios. b. Primary Entrance. There are four (4) primary entrances into each four-plex unit. Each entrance is defined by a low roof covering and gabled fagade. The entry doors are set back from the vertical plat to create a covering and delineate a path. The main entry door is distinguished from the others with panels and upper glass. c. Roof Lines. The roof line of each structure is articulated in multiple plans and heights, gables, overhangs, and the addition of lower covered entries and patios. d. Pattern Variations. The lower fagade portion of the building is designed so that an occupant can identify their portion of the residence by the use of overhangs, private patios, and modulating pieces that create privacy from the adjacent entries. Door and windows on the lower floor also help to define location of the building and bring a human scale. A cultured -stone wainscoting provides a unique texture and variation to the lower level, and helps anchor portions of the building. e. Mechanical Equipment. AC condensers will be the only mechanical equipment not contained within the building. Landscape screening will occur around the development to effectively hide the condensers from public view. 2. Materials. Building materials match or mimic other materials used on nearby single- family residential properties. The use of horizontal and shake style siding and cultured stone is found throughout properties surrounding the site. Colors to be selected are in the natural or neutral ranges; light browns, greens and/or grays. 3. Parking Lots. Parking for this site is screened from the main arterial right-of-way by placement of the buildings. Parking is located internally within the site with a single drive aisle access, and a roundabout that directs parking into four (4) distinct sections. 4. Pedestrian Walkways and Facilities. Pedestrian walkways, sitting and play areas, and gardens are located throughout the site. Care is taken to provide connections to Settlers Park and W. Ashby Drive. Walkways are designed to provide efficient access to unit entries and all areas of the site. Thank you for taking time to let us know of your concerns regarding a possible development at the corner of Meridian Road and Ashby. Currently, there has been no application made to our Community Development office on the proposed project. It is our understanding a letter was sent, as required by city ordinance, to residents within the 300 foot radius of the property. In addition, we have been advised that letter was anonymously changed with added inflammatory misinformation and was then sent to additional neighbors in the area. During the permitting process Ada County Highway District, the road authority, must approve the application. I would like to reiterate, currently the city has not received an application from the developer on this parcel of land. Ashby and N. Meridian Road for low-income, medium-high density apartments, please oppose this application. There are 3 problems that I would like to point out, regarding this plan: 1. Property Values: this neighborhood is not a low-income area. It is middle income and above. Property values over the past several years have been hit severely with the housing market and economic downturns. There is no doubt in my mind that a low-income, medium-high density development will be additionally detrimental to housing values. 2. Neighborhood Quality: this neighborhood could experience an increase in crime, and an overall decrease in safety, security, and even respect as typically follows a low-income development. Do we want that right next to a family park and right next to our homes? 3. Traffic: southbound traffic on N. Meridian Road approaching the intersection with Ustick Road is very bad during weekday rush hours, mid-day weekends, and anytime that there's an event at Settlers Park. There is currently room for the sorely needed expansion of the southbound left -turn lane and the newly needed dedicated right -turn lane from the entrance of Settlers Park southward to the intersection of Ustick. And even though there is room for this, there are no plans for the expansion until 2016. This is really an issue by itself. 2016 is unacceptably long to wait as it stands currently. This expansion needs to happen now. Regardless, the additional traffic caused by this development will add more unacceptability to the situation. Please do not allow this project to occur as currently planned. Please require them to plan something more in line with the current community/neighborhood environment.
