WWTP Chemical Feed BuildingCERTIFICATE OF ZONING COMPLIANCE REPORT DATE: April 27, 2012 NE IDIAN�- TO: Meridian Public Works Department IDAHO FROM: Bill Parsons, Associate City Planner SUBJECT: WWTP Chemical Feed Building — CZC-12-034 OWNER: City of Meridian DESCRIPTION OF APPLICANT'S REQUEST The applicant, Meridian Public Works Department, requests certificate of zoning compliance (CZC) approval to construct a new 1,320 square foot chemical feed (mechanical) building at the City's wastewater treatment facility. The subject property is located at 3401 N. Ten Mile Road. The site consists of 46.48 acres of land and is zoned I -L. DECISION The applicant's request for CZC is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. Ifyou need a buildingpermit, you must complete that process before you commence the use or construction. As part of the application submittal, you must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist". Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval 1. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. 2. The civil plan prepared by SPF Water Engineering, dated April 12, 2012, labeled C-2 is approved (stamped "approved" on 04/27/12 by the City of Meridian Planning Department) with no changes. 3. The building elevations prepared by SPF Water Engineering, dated April 20, 2012, labeled 50.04 and S0.05 are approved (stamped "approved" on 04/27/12 by the City of Meridian Planning Department) with no changes. 4. The approved civil plan and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. 5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Conditions Document WWTP Chemical Feed Building CZC Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances. 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A -3B. EXPIRATION Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Background During the winter months when the wastewater temperature declines, the WWTP has difficulty achieving nitrogen removal while maintaining acceptable solids removal in the secondary clarifiers and waste activated sludge (WAS) thickening in the dissolved air floatation thickener (DAFT) process. Also, excess foam has been an issue in the aeration basins. Microthrix parvicella growth (a filamentous organism) has been identified as the primary cause of the settleability and foam issues. Plant staff have attempted to solve the settleability, foaming, and nitrogen removal issues operationally, but at the low winter water temperatures a balance cannot be reliably achieved to meet each process need. Therefore, chemicals have been added to the return activated sludge (RAS) during the winter months to assist with process control. B. Proposed Project The proposed project will be to design a permanent chemical storage building and feed system needed to offer a higher level of reliability, operational control, and process efficiency. This project will replace the temporary chemical feed facilities using chemical feed pumps and storage totes located in different buildings around the plant. The availability of reliable chemical addition will also allow the WWTP to provide reclaimed water that meets permit requirements during the irrigation delivery season.
